Job Context:
∎ Chemonics International Inc. is a US-based international development consulting company that operates in over 80 countries and is dedicated to helping people live healthier, more productive, and more independent lives. This requisition is for a USAID funded project in Bangladesh for USAID`s Urban Health Activity.

∎ Chemonics seeks a Deputy Chief of Party (DCOP) for the live 5-year USAID/Urban Health Activity. The $35 million activity will strengthen urban health systems, with the goal of improving equitable health outcomes among all urbanites. To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources; and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.
∎ This is a key personnel position and is contingent upon USAID funding and approval.

Job Responsibilities:
∎ Oversee technical activity implementation, conditions of the award, and financial compliance;
∎ Report directly to the COP and take a leadership and managerial role in ensuring technical implementation of high impact, proven interventions, and ensuring the activity meets stated goals and reporting requirements;
∎ Supports the COP, act for the COP as needed, and carry out any other tasks assigned by the COP to ensure proper management of strengthening the urban health system;
∎ Oversee all operations including administration; logistics; procurement; budgeting; finance and compliance; property; and oversight of the Innovation Fund;
∎ Ensure implementation is in accordance with USG regulations and procedures and the specifications determined in the Cooperative Agreement, including ensuring that all procurement processes are fair and transparent, strong financial compliance, and oversight of the Innovation Fund and subcontract implementation;
∎ Play a key leadership role alongside the COP and technical team in day-to-day project implementation, management, client engagement, and coordination between partners, government counterparts, and other implementation partners;
∎ Support the COP to develop and implement key management systems that will support project planning, reporting, and performance management;
∎ Oversee the implementation of project activities according to contractual requirements and annual work plans and targets;
∎ Provide technical assistance to the project's technical teams for the planning, budgeting, management, and execution of activities; and the development of technical guidelines, development of tools, documentation of processes, and communication of results;
∎ Identify issues and risks related to project implementation in a timely manner and make appropriate program adjustments in coordination with the COP;
∎ Perform other duties and responsibilities as required.

Additional Requirements:
∎ Minimum of ten years' progressively experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value;
∎ Previous experience working on USG programs or other donor funded programs with similar health objectives;
∎ Eligibility to play managerial and leadership roles; planning, and decision making;
∎ Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives;
∎ Excellent interpersonal, writing, and English language oral presentation skills;
∎ Eight years' experience working in the subcontinent on health systems strengthening; maternal, newborn, and child health; nutrition; family planning; tuberculosis program;
∎ Strong leadership skills, collaborative team player, and report writing;
∎ Previous experience working with other development partners on similar types of programs.
∎ Current relationship with relevant Bangladeshi stakeholders (MOHFW, MOLGRDC, municipalities, city corporations, donors, private sector, and civil society);
∎ Familiarity with Bangladesh Health Sector Plan and operational plan of MOHFW.
