Additional Requirements:

Experience

  • Minimum 7-10 years of relevant professional experience in advocacy coordination, project monitoring, or development programming.

  • Demonstrated experience in advocacy, policy engagement, or civil society strengthening, preferably in the development sector.

  • Practical experience with monitoring and reporting using qualitative and quantitative tools.

  • Experience working with professional associations, government stakeholders, private sectors or donor-funded projects is strongly preferred. 

Skills and Competencies

  • Strong coordination, organizational, and stakeholder engagement skills.

  • Solid understanding of advocacy processes, policy dialogue, and evidence-based influencing.

  • Proven ability to collect, analyze, and synthesize monitoring data for reporting and learning.

  • Excellent written and verbal communication skills in English and Bangla.

  • Ability to work independently in a largely volunteer-led organization and manage multiple tasks under tight timelines.

  • High level of integrity, professionalism, and commitment to gender equity and respectful maternity care.



Responsibilities & Context:

Job Purpose: Coordinator - Advocacy and Monitoring will be responsible for the effective coordination, implementation, monitoring, and documentation of advocacy, policy engagement, and field-level activities under the project “Strengthening Bangladesh Midwifery Society to Expand Midwives’ Scope of Practice, Ensuring Improved Quality of Care for Women and Newborns.” The role is critical to ensure that advocacy initiatives, stakeholder engagement, and monitoring processes are implemented in a timely, high-quality, and results-oriented manner, contributing to increased recognition and implementation of the national Midwifery Scope of Practice (SOP) and Strengthened Organizational Capacity of BMS.

Key Responsibilities:

Advocacy Coordination and Policy Engagement

  • Coordinate national, divisional, and district-level advocacy activities, including policy dialogues, advocacy workshops, coordination meetings, and exposure visits.
  • Support the planning, organization, and follow-up of advocacy workshops with health authorities, policymakers, professional bodies, and other stakeholders.
  • Facilitate joint coordination meetings and advocacy field visits showcasing autonomous midwifery practices in selected facilities.
  • Liaise with government stakeholders (DGNM, DGHS, DGFP, Civil Surgeons, local health authorities) to support institutional commitment to the Midwifery Scope of Practice.
  • Support the development, dissemination, and use of advocacy materials, including policy briefs, IEC materials, and communication products.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Coordinate day-to-day monitoring of project activities in line with the approved MEAL framework.
  • Track progress against agreed outputs, outcomes, indicators, and milestones using both quantitative and qualitative monitoring tools.
  • Collect, verify, and organize monitoring data, including training records, attendance sheets, commitment letters, meeting minutes, field visit reports, and media coverage.
  • Support pre- and post-training assessments, field monitoring visits, and documentation of changes in practice related to SOP implementation.
  • Contribute to learning by identifying implementation challenges, good practices, and lessons learned, and sharing these with the project team and partners.

Documentation, Reporting, and Communication

  • Prepare high-quality activity reports, monitoring summaries, and periodic progress updates for internal use and donor reporting.
  • Support the documentation of success stories, advocacy outcomes, and evidence of policy and practice change.
  • Maintain organized project documentation and monitoring records in line with donor compliance requirements.
  • Support coordination with media and communication activities, including documentation of press briefings, op-eds, and public advocacy initiatives.

 

Coordination and Stakeholder Engagement

  • Serve as a key coordination focal point between BMS leadership, project staff, volunteers, MF technical teams, and external stakeholders.
  • Support coordination with BMS divisional committees for advocacy events, field activities, and webinars.
  • Participate in regular project review and reflection meetings and contribute to adaptive planning.

Support to Organizational Strengthening

  • Support BMS in strengthening advocacy systems, internal coordination, and evidence-based engagement with policymakers.
  • Contribute to the institutional learning and sustainability objectives of the project by ensuring advocacy and monitoring processes are well-documented and transferable.
