∎ PHALS (Programme for Helpless and Lagged Societies) is a home grown local Non-Governmental Organization (NGO) started its journey in Cox`s Bazar district since 1992, later on got registration from Ministry of Social Welfare, Bangladesh in 1996, from NGO Affairs Bureau of Bangladesh in 1999. PHALS jointly working with GO/NGO and INGO to empower and protect the less privileged, marginalized vulnerable communities and surrounding environment through multidimensional development interventions.
∎ Bilaterally since July 2020, PHALS has been implementing `Humanitarian Assistance for Host Community project` technical supported by BRAC and financial supported by Department of Foreign Affairs and Trade (DFAT), Australia in Palongkhali and Whykong Unions under Ukhia and Teknaf Upazilas, Cox`s Bazar District, Bangladesh. The project activities have been developed and designed in a way to strengthening social cohesion, localization, protection of women, capacity building of CBO, gender mainstreaming, disability inclusion and disaster risk reduction for the host communities in Cox`s Bazar. It is notable that this project has been implemented under a two and half year (2nd March 2020 - 31 December 2022) project entitled, "Humanitarian Response for Rohingya and Host Community in Cox`s Bazar". Thereafter, according to the project organizational development plan, PHALS is looking for a qualified consultant to develop a standard Safeguarding Policy considering existing women and child protection policy, related other policies of the PHALS organization.
∎ The consultant is expected to deliver:
∎ a) Conduct an initial review sessions with the organization for the present safeguarding policy, PSEA Policy, structure, procedure, implementation.
∎ b) Study several safeguarding policy and procedure of other organization and feedback.
∎ c) Develop a safeguarding policy and procedure, that should address:
∎ • Organization self-assessment to identify current status considering women, child, disability protect policies.
∎ • Introuction of safeguarding, definition, global policies and standard
∎ • Prevention pathways, procedures and toolkit
∎ • Training and awareness raising
∎ • Risk mitigation and safe programing
∎ • Toolkit for investigation, reporting and punishment procedures
∎ • Referral pathways and toolkit
∎ • Safeguarding Organogram
∎ d) Hold stakeholder meeting to validate the draft safeguarding policy
∎ e) Finalize safeguarding policy and submit to EC of PHALS for approval.
