Master’s Degree in Social Science, Development Studies, Public Administration, or other relevant fields.
Strong knowledge in project cycle management, coordination, community mobilization, and stakeholder engagement.
Candidates have experienced in UN particularly IOM funded project implementation will get preference.
Minimum 10 years of experience in project management within the development and humanitarian sector, preferably in WASH, Livelihoods, or Refugee and Host Community Resilience programs.
Demonstrated ability to lead and manage teams, ensuring effective coordination and timely delivery of project outcomes.
Good understanding of gender, protection, and inclusion principles in project implementation.
Excellent communication, negotiation, and interpersonal skills with the ability to build effective partnerships with government, RRRC, CIC, donors, and community stakeholders.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and project management tools.
Strong analytical and problem-solving abilities, with attention to detail and ability to handle multiple priorities independently under tight schedule
Fluency in English and Bangla. knowledge of local dialects of Cox’s Bazar will be an added advantage.
Knowledge in production, market linkage and multi sector coordination is an added value.

Job Context
PHALS is a non-governmental organization (NGO) working in the field of humanitarian assistance and development since 1996. In this continuation, PHALS is going to implement the Clean Futures Cooperative: A WASH–Livelihoods Model for Refugee and Host Resilience Project in Cox’s Bazar funded by FCDO and supported by IOM. We are seeking a qualified and motivated Project Manager who will lead the overall planning, coordination, implementation and overall management of project activities to ensure timely and quality delivery of results. The position requires strong program management skills, effective coordination with stakeholders, and proven experience in managing WASH and livelihood interventions in humanitarian and development settings.
Responsibilities:
Lead the overall planning, implementation, monitoring, and evaluation of the project to ensure achievement of WASH and livelihoods objectives.
Oversee day-to-day project operations, ensuring timely and quality delivery of outputs in line with donor and organizational requirements.
Coordinate with field teams, technical experts, and partner organizations to integrate WASH and livelihoods components effectively.
Supervise and mentor project staff, providing guidance, performance feedback, and capacity development support.
Develop detailed implementation plans, procurement plans, and budget forecasts aligned with project targets.
Monitor project progress, identify challenges, and develop adaptive strategies to maintain implementation quality.
Ensure compliance with PHALS policies, donor regulations, and humanitarian standards, including safeguarding, gender, and inclusion principles.
Prepare periodic narrative and financial reports for donors and management, ensuring accuracy and timeliness.
Facilitate effective coordination and collaboration with government authorities, UN agencies, NGOs, and community stakeholders.
Lead baseline, midline, and end line assessments in coordination with the M&E unit and technical specialists.
Promote community participation, ownership, and sustainability of project interventions.
Ensure strong integration between WASH infrastructure development, hygiene promotion, and livelihood improvement activities.
Manage project budget efficiently and ensure accountability for all financial transactions.
Represent the project in coordination meetings, workshops, and external forums as required.
Ensure environmental sustainability, Do-No-Harm, and conflict-sensitive approaches are embedded in project design and execution.
Document and share best practices, lessons learned, and success stories to support organizational learning and advocacy.
Uphold PHALS’ values, code of conduct, and commitment to safeguarding and PSEA (Prevention of Sexual Exploitation and Abuse).
