Job Context:
∎ PHALS (Programme for Helpless and Lagged Societies) is a home grown local Non-Governmental Organization (NGO) started its journey in Cox`s Bazar district since 1992, later on got registration from Ministry of Social Welfare, Bangladesh in 1996, from NGO Affairs Bureau of Bangladesh in 1999. PHALS jointly working with GO/NGO and INGO to empower and protect the less privileged, marginalized vulnerable communities and surrounding environment through multidimensional development interventions.
∎ Bilaterally since July 2020, PHALS has been implementing `Humanitarian Assistance for Host Community project` technical supported by BRAC and financial supported by the Department of Foreign Affairs and Trade (DFAT), Australia in Palongkhali and Whykong Unions under Ukhia and Teknaf Upazilas, Cox`s Bazar District, Bangladesh. The project activities have been developed and designed in a way to strengthening social cohesion, localization, protection of women, capacity building of CBO, gender mainstreaming, disability inclusion and disaster risk reduction among the host communities in Cox`s Bazar. It is notable that this project has been implemented under a two and half year (2nd March 2020 - 31 December 2022) project entitled, "Humanitarian Response for Rohingya and Host Community in Cox`s Bazar". Thereafter, according to the project organizational development plan, PHALS is looking for a qualified consultant to develop a contingency plan of the organization, PHALS.

Job Responsibilities:
∎ • Elaborate contingency plan development process and methodology align with PHALS Goal, mission and objectives, its program as well.
∎ • Conduct a comprehensive external analysis of local context, disaster, emergency and Rohingya response, its manpower, resources, probability, challenges and review links with PHALS activity.
∎ • Elaborate about the concept of Hazard, Disaster, Vulnerability, Capacity, Risk, Risk reduction, Preparedness, Early Warning, Response, Mitigation, Disaster Prevention, and Early Recovery etc.
∎ • Identified local Hazards, Priority hazards, the problems are to face due to those hazrads and the causes of problems;
∎ • Risk statement and risk reduction options and planning areas for reduction risk;
∎ • Communication and Coordination strategy with local disaster management committee;
∎ • Reference to Cox's Bazar socio-economic situation and future trends.
∎ • To identify PHALS's strengths, weaknesses, opportunities and threats (SWOT).
∎ • To review PHALS's mandate, gap analysis, lessons learnt from report and required achievements and non-accomplishments.
∎ • To conduct consultation with PHALS senior, mid and entry level staff (from different program and projects) about PHALS current plan and their future understanding, strategic directions and expectation about PHALS in future.
∎ • Provide SoP for Emergency Response Team at organizational level;
∎ • Consultation with PHALS EC and general members about their understanding, views, expectations, ambitions and advice about PHALS's systems (governance, succession plan, gap analysis, systems update, accountability, transparency and gender equality) past implementation status and PHALS's future directions.
∎ • Through workshops and or interviews or FGDs to consult with GO institutions, donors and lending organizations of PHALS to check their views about PHALS, reaction to its immediate past plan, share upcoming contingency direction of PHALS, and their views/observation on future contingency direction and expectations from PHALS.
∎ • Prepare a draft contingency plan, indicating forming tools, mechanism and contingency management team with roles and responsibilities; share it with PHALS management and EC members for final approval.
∎ • Finalize the strategy document and necessary for years 2021-2022 incorporating all concern feedbacks and observations.
