Responsibilities & Context:

1. In collaboration with the Technical Project Coordinator, planning, establishing and reviewing all the Masterplan activities in the project, including its budget, in order to identify and give a response to the needs of the mission and the targeted population.

2. Monitoring and ensuring the implementation of the construction and/or rehabilitation activities in the project ensuring compliance to MSF standards, protocols and procedures, and reporting to the line manager on the development of the ongoing programs. This includes the following:

• Planning construction/rehabilitation projects related to Masterplan, participating in the project design and development and ensuring that technical aspects are met and are in compliance with the local construction habits

• Coordinating procurement process for any construction works in collaboration with the supply team, review tender packages, and contracts

• Participating in the preparation of budgets associated to construction/rehabilitation projects, preparing invoices for payment of the works and anticipating the cash flow required for monthly payments

3. In collaboration with the Technical Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area

4. Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibility.

5. Following up and reporting on the works' progress and on technical aspects of the work and participating in monthly reports according to guidelines (SitRep, Logistics Statistical Report, etc.)

6. Performing delegated tasks according to her specialty and as specified in his/her job description

MSF Section/Context Specific Accountabilities:

Construction and Renovation - Autonomous

- Capable to define and manage the different phases in a renovation and/or construction project (temporary, semi-permanent and permanent structures)

- Fully master policies, tools, and processes, implementing them independently with no supervision or major mistakes.

- Proposes improvements to enhance operations and provides support to colleagues when needed.

- Performs technical evaluations of complex buildings to identify and address issues.

- Defines and develops construction projects (up to 200 m²) in all their elements, including integration of technical families (e.g., water, sanitation, energy).

- Can provide architectural solutions to simple project needs, is autonomous in structural design and calculations at all project phases finding solution aligned to the design intent of the architectural project

- Organizes site planning, drafts detailed timetables, and oversees construction budgets.

- Supervise construction site with deep technical knowledge and propose practical solutions in line with the design intent as well as functional. Can performance quality check on construction material as well as construction work. Is aware of all safety rules and commit to supervise they are respected onsite.

- Can coordinate the work (planning and on site) of all relevant consultants (electrician, plumber, HVAC) ensuring the overall result is aligned with the architectural design intent

- Develops and applies appropriate tools and procedures for project initiation (e.g., calls for tenders, team organization).

- Plans and manages the installation of temporary, semi-permanent, and permanent structures, ensuring alignment with project needs.

- Demonstrates strong knowledge of local markets, including materials, contractors, technicians, laws, and institutional actors.

- Has the experienced knowledge to assess the full authorization process to obtain Building Permit in Bangladesh, as well as all other certificate needed to execute a new construction (Environmental or other relevant Government departments)

- Uses this knowledge to make cost-effective and compliant decisions.

- Works autonomously while aligning with organizational goals, providing leadership, and supporting colleagues as necessary.

- concept layout for all new buildings (12 major buildings, 6 small/renovations), checking flows, natural ventilation strategy, winter set up, construction technology and material concept

- Draw concept layout for landscape project, topography, outdoor pavements, outdoor shelter for pathways and greenery

- Follow up with construction involved supplier

- Review meetings with relevant medical team members for each MP building

- Coordinate concept design for Oxygen plant and supervise implementation

- Coordinate concept design for green energy (photovoltaic) and rainwater collection

- Coordinate and plan with FM facility adaptations

- Attend coordination meeting at project/coordination/HQ levels

- Management and follow up of the timeline of the activities

- Sound knowledge of MSF construction process

- Able to guide the technical choice of materials

- Able to provide maintenance of a building (up to 500m²) considering the integration of all the other relevant technical families (WATSAN, energy, etc.)

Construction Safety - Autonomous

- Can independently identify the main safety risks in a project, including risks to people and equipment, working together with the project coordinator.

- Able to find ways to reduce those risks and create a backup plan for the project, without needing much supervision.

- Proposes improvements to safety measures when possible and asks for help if needed, ensuring everything is done correctly.

Facility Management - Autonomous

- Able to identify the needs of a base in terms of non-medical investment equipment

- Basic knowledge of the equipment management policy (identification, maintenance procedures, standard articles, etc.)

- Able to evaluate the impact of inhouse or outhouse servicing of investment equipment’s

Management of offices and Workplace Safety– Autonomous

- Ability to collect the needs of the building users and propose and implement rational solutions

- Ability to understand and evaluate the local real estate market.

- General knowledge of safety hazard and related solutions

- General technical knowledge of the maintenance principles/tools for all the technical services related to the buildings

Electricity– Under Supervision

- Able to recognize the 3 priorities (safety, protection, continuity of service).

- Able to follow a logic procedure in order to detect simple electricity problems

- Able to apply the basic laws of electricity (volt, ampere, watt, AC/DC).

- Able to produce basic facilities based on MSF standard kits (lighting kit, small generator, charger/inverter)

Water, Hygiene and Sanitation – Under Supervision

- Explain the link between WHS and (Public) Health.

- Be able to estimate the needs for water & excrement management for health‐care structures & camps.

- Be able to install a small water network with MSF kits (motorized pump, bladder, distribution line).

- Know how to perform a batch chlorination

- Explain the principles of systems for management of excrement (defecation area, latrine pits, improved latrine pits, simple latrine, VIP, water latrine, septic tank).

- Explain the principles of water evacuation (grease trap, infiltration trenches).

- Explain the principles of medical waste management (categories & equipment)

General Safety – Under Supervision

- Explain the safety principles of MSF

- Able to apply a safety plan at the project level and inform MSF personnel on the basic technical tools related to safety (use of automobiles, radio, etc.).

- Good knowledge of safety procedures related to a contingency plan



Job Other Benifits:

    This is a Permanent Contract with Indefinite contract duration.

    • Salary according to Level 09 of the internal MSF salary grid (BDT 133500/- gross, before seniority and income tax deduction).

    • Salary is not negotiable.

    • 2 annual leave days per month worked.

    • Medical insurance for employee and direct dependents.

    • There is no provision for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
