∎ CARE Bangladesh`s Humanitarian and Resilience Program is committed to provide people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.
∎ Continuous rainfall and heavy onrush of water from upstream areas caused the occurrence of flash floods for the third time in 9 districts in North eastern region of Bangladesh, among them Sylhet, Sunamganj, Netrokona, Kishoreganj and Habiganj are severely affected districts. The northwest districts like Kurigram has also been impacted due to rise of water level and inundation in areas low elevation. Approximately 7.2 million people are affected and 481, 827 people are internally displaced by this flood in 9 northeastern districts of Bangladesh. This internally displaced population needs immediate food, water, and cash support to meet the need for basic staples.
∎ To ease the suffering of affected vulnerable communities, with generous funding of (European Civil Protection and Humanitarian Aid Operations-ECHO, CARE Bangladesh along with Oxfam and HI have will be implementing an emergency project titled "Inclusive Humanitarian Assistance to North-eastern and Northern Flood Affected Areas of Bangladesh (I-HumANB)" for five months (mid of July to mid of December 2022). The goal of this project is to meet the immediate and basic lifesaving needs of the people in terms of food, shelter, water, sanitation and hygiene, and protection.
∎ I-HumANB will be implemented in the four most affected districts Sylhet, Sunamganj, Netrokona, and Kurigram as per risk ranking, needs and gaps. Approximately 45,000 individuals (9,000 HHs) will be directly benefitted from this project. Consortium partners further prioritize the needs of women, children, the elderly, persons with disability, and marginalized groups with a focus on protection and gender mainstreaming throughout the response action. The project will work to alleviate the immediate suffering of flood-affected communities with standard food packages and cash, ensure availability and accessibility of inclusive safe drinking water and sanitation services, restored houses to promote the safe and inclusive habitat of displaced and affected households, and ensure accessible, age-appropriate and gender-responsive protection services for the flood-affected people. In delivering its interventions, the project will uphold the principles of inclusion to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.
∎ The Consortium Manager, I-HumANB, will be based in Sylhet and director report to Senior Program Coordinato
Additional Requirements:
∎ 6 to 7 years of project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position. At least 3 years experience in Managerial role in relevant field.
∎ Strong experience in monitoring and evaluation of complex projects.
∎ Experience in organizational representation, coordination and liaison.
∎ Experience in narrative and financial reporting on complex projects to international donors.
∎ Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.
∎ Willingness and ability to travel within project locations in three districts Kurigram, Gaibandha & Jamalpur.
∎ Excellent conceptual, planning, organizational, and leadership skills.
∎ Excellent communication, negotiation and problem-solving capacities.
∎ Fluency in English (written and spoken), knowledge of Arabic an advantage.
∎ Strong computer literacy.
∎ Ability to manage stress, multi-task and take decisions.
∎ Training: Cash Based Programming, WASH in Emergencies, Food Security and Livelihood, Emergency Market Assessment, Emergency Market Shelter, Humanitarian Accountability Partnership, SPHERE etc.
∎ The position holder needs to convince and negotiate project point persons at partner organizations (who are not directly reportable to this position) for timely implementation of the projects and submission of progress reports.
∎ Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them
∎ He/she needs to negotiate and convince the project manager and other colleagues in setting standards of project deliverables and meeting deadlines while maintaining the priorities of the program unit.
∎ This position required matrix management of other international NGOs which is required participatory decision making and negotiation.
