∎ GIZ Bangladesh is currently seeking applications for its `Improved Coordination of International Climate Finance, ICICF for the position "Component Manager- Institutional Development, Liaison and Climate Finance".

∎ Job Location: Dhaka, with field visits
Job Responsibilities:
∎ In your role, you have the responsibilities amongst others for the following points:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ In this context, the position holder fulfils the following tasks:
∎ Tasks:
∎ Coordination / communication / participation:
∎ It is your task to maintain a sufficient coordination/coordination with:
∎ supervisor, regarding the implementation progress including technical and budgetary issues (without any delay if urgent actions or decisions are required)
∎ other team colleagues, to allow an efficient implementation
∎ with the partner structures, to create ownership for the project and sustainable impacts
∎ with other projects in the cluster, to generate synergies within in the cluster and program
∎ with development partners who are active in the region and work on similar issues
∎ In addition it is your task to participate in working groups on cluster lever and on country level.
∎ Implementation:
∎ You also have the following (technical) tasks:
∎ Develop appropriate tools, methodologies and capacity development measures to achieve the objectives of the project and program with a specific focus of the technical responsibilities entrusted to you by the supervisor
∎ Maintain a time and budget bound operational plan for the entrusted technical responsibilities
∎ Steer and manage activities under the entrusted technical responsibilities (including management of contracts with third parties and coordination with the partner)
∎ Be aware of activities of other actors (government, civil society, donors and academy) in the region and sector
∎ Synthesize the progress in regard to the technical responsibilities for monitoring and reporting and feed it back into team meetings
∎ Knowledge products and extract learnings
∎ Maintain communication with GIZ structures county office, in the region and headquarters and sector networks
∎ Reporting to client, political partners and others as required.
∎ Specific task:
∎ Supporting with the finalization of MoU, ProDoc Implementation Agreement and TAPP of ICICF project
∎ Preparing of and assisting in strategic and operation planning workshops
∎ Supporting institutional set-up and organizational development of an International Climate Finance Cell (ICFC) of Economic Relations Division (ERD), Ministry of Finance
∎ Provide technical advice support to the ICFC as required include climate finance flow reporting, position papers etc.
∎ Support in capacity development measures for ICFC, ERD and key stakeholders on climate finance mobilization for SDGs, NDC and integration into project proposal development
∎ Support capacity building for the prioritisation and quality assurance of climate finance projects
∎ Support ICFC to setup coordination process with ERD wings for increased mobilization of climate finance through presentations, events etc.
∎ Supporting ICFC to prioritise eligible climate finance projects based on previously developed funding criteria
∎ Coordinating with and set up liaison structures for the ministries responsible for the essential planning processes (Economic Relations Division-Ministry of Finance Planning Commission, Ministry of Environment, Forests and Climate Change, etc.)
∎ Identifying, coordination and cooperation with (national and international) institutions, funds, development partners providing climate finance
∎ Advising stakeholders including ministries, local government institutions, NGOs, private sectors on eligibility criteria of climate change project proposals
∎ Advising stakeholders on accreditation processes to climate funds
∎ Preparing knowledge products on climate finance availability and dissemination to stakeholders
∎ Supporting the team leader in drafting and tendering of the service packages for respective action fields of the project
∎ Arranging, participate and organize different exchange and training events, workshops, conferences, investment fairs etc.
∎ Supporting developing Climate change project proposals/ project pipeline with SDG and NDC linkages
∎ Developing concept notes, Terms of Reference, position papers etc. as required
∎ Preparing and coordinating trainings, workshops, events as required
∎ Supporting/overseeing engagement of third-party service providers such as consultants, consulting firms etc.
∎ Advising technical experts and officials on climate change project development
∎ Developing press releases, articles etc to communicate outputs of the project
∎ Cooperating with other technical advisor in project as required
∎ Performing additional tasks assigned by the Principal Advisor.
Additional Requirements:
∎ Minimum 5 Years of working experience in relevant field
∎ More experienced candidates in relevant field will get preferred
∎ Previous experience/work with national and/or international organizations in the development sector are a must
∎ Previous engagement with ERD is an added advantage
∎ Liaison, communication and networking experience with government, donors, NGOs , climate experts
∎ Experience in organisational development, strategy development and implementation,
∎ Experience in monitoring and evaluation
∎ Previous experience in grant management from development partners is an added advantage
∎ Previous experience in project reporting to climate funds, donors etc.
∎ Knowledge and experience of accreditation processes of climate funds is an added asset
∎ Working experience at the local level will be considered an asset
∎ Knowledge of the international climate funds and their investment criteria is an added asset
∎ Strong knowledge and experience in Public Policy Analysis and Evaluation in Bangladesh
∎ Knowledge of the national climate priorities, objectives, planning processes (e.g. annual investment program (ADP), five-year plans, BDP 2100, SDGs, NDC etc.) are a must
∎ Proven experience in demand oriented and tailor-made capacity development and its practical implementation is highly desirable due to the nature and demand of the TC project.
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure, deadlines and must be a strong team player
∎ Must have good interpersonal and communication skills
∎ Fluency in English and good writing skills in both English and Bangla is essential
∎ Ability to work in an intercultural environment
∎ Willingness to upskill as required by the tasks to be performed - training measures to be agreed upon with management
∎ Familiarity with development cooperation, bilateral or multilateral organizations and especially with GIZ related procedures
