∎ BACKGROUND OF GONOSHASTHAYA KENDRA AND THE PROJECT:
∎ Gonoshasthaya Kendra (GK) is a National NGO. GK registered as a Public Charitable Trust in 1972 and started with two visions (a) "the fate of the poor decides fate of the country, and (b) "development of the country depends on development of women."
∎ GK has been active in responding to all significant natural disasters in Bangladesh since 1972 through the mobilization of its own and foreign resources. GK provided food aid, lifesaving medicine and treatments in its operational Upazila during flood of 1987, 1988, 2000, Tornado: 1989, Cyclone and tidal surge: 1985 1991, 1994, Cyclone SIDR 2007, Cyclone AILA 2009 in its operational areas.
∎ GK has experienced partnership with several UN agencies, INGOs, such as UNDP, UNHCR, WFP, WHO, World Bank, European Union, UNHCR, Christian Aid, Action Aid, We Social Movement, French Support Committee, Save the Children, Plan Bangladesh, Medico International and many others.
∎ GK is managing 43 health centers in 19 districts, two hospitals of 250 beds, the largest dialysis center in Bangladesh where 100 people could be treated simultaneously. GK is running one University, Medical College, Dental College, Medical Technical School, Pharmaceutical Industry and a Vocational training school providing short, long and customized courses for distressed women. GK has awarded numerous national and international awards for its work on health and disaster response.
∎ Gonoshasthaya Kendra Bangladesh and its partner Malteser International are two humanitarian organizations in Bangladesh that have been working on emergency programs since September 2017, post-emergency and development. GK is currently implementing a project funded by the German Federal Foreign Office and Malteser International (MI) of "Improving the health and nutritional situation of refugees in Cox`s Bazaar and contributing to the peaceful coexistence of refugee and host communities". The goal of this project is to improve the health, nutrition, and psychosocial status of refugees while assisting host communities through health education in community level.
Job Responsibilities:
∎ Actively participate as a management team member to ensure good collaboration, communication, strategic planning and implementation of GKs humanitarian project
∎ a. Act as the team leader of the health facility,
∎ b. Provides technical (training /orientation/ coaching) and managerial support (Planning, supervision/Monitoring/ appraisals of his/her team.
∎ c. Direct supervision of MO/MA/Pharmacist/ Lab technologist /midwifes/paramedics, Store-cum waste management focal person etc.
∎ d. Administrative supervision and support to psychologist, CHW supervisor, receptionist, IYCF counselor, vaccinators. Nutritional screener, HIS and DEA and support staff etc.
∎ Responsible for implementation of project activities and good quality services under the guidance of the Medical Coordinator including all outreach, SRH, Nutrition, EPI and MHPSS etc. services.
∎ Provide quality curative health consultations to FDMNs and associated host Ensure proper referrals of patients/beneficiaries according to the established referral pathways.
∎ Contribute actively in project development based on GK's mission statement and vision and beneficiary needs
∎ Represents GK in local authorities (CIC/UNO/UHFPO/UP Chairmen/Members), UN agencies and other humanitarian organizations in a professional manner, upholding GK's good standing
∎ Participate in trainings provided and share acquired knowledge and skills among the team as appropriate
∎ In close collaboration with human resource department and MC/PC assist in recruiting new staff/volunteers for the project, including providing input to develop job descriptions
∎ Ensure new staff are properly inducted and trained to perform their responsibilities within the health facility
∎ Ensure each facility has a clear duty roster and vacation planning in coordination with HR department, ensuring that activities and responsibilities are covered by other staff during vacations and absences
∎ Ensure the team members adhere to rules, regulations and procedures and recommends disciplinary measures to the MC/HR/PC when required
∎ Ensure clear work flow and Standard Operating Procedures of the health facility are implemented and ensure treatment protocols and referral pathways are applied by the relevant facility staff
∎ Supervise all funds (petty cash) provided to the facility for purchases and patient referrals and ensure accurate financial reporting
∎ Supervise stock management (medical, laboratory, nutrition, cleaning material, etc) of the health facility to ensure correct recording and timely re-ordering and perform spot checks of expiration dates of medicines on a regular basis
∎ Ensure medical, laboratory and other equipment of the health facility is used and maintained correctly, ordering repairs or replacements in a timely manner in collaboration with the Logistics Department.
∎ Keep the Project Coordinator/MC up to date on project activities and security issues and concerns
∎ Support logistic department in implementation and monitoring of construction work in the respective facilities to ensure quality of work.
∎ Ensure regular monitoring of security situation of the camp and update the management for decision.
∎ Ensure local level approvals for the project (CIC, UNO, UHFPO etc)
∎ Approve/recommend staff leave and maintain leave record for CHW and volunteers
∎ Act as focal person of assigned thematic groups/function such PSEA etc.
∎ Reporting:
∎ a. Prepare and submission of Monthly CIC reports in coordination with HIS/MEAL
∎ b. Ensure submission of Monthly UHFPO/RRRC reports in coordination with Finance and MEAL department
∎ c. Ensure collection of necessary data and review/analysis of the reports for accuracy before submission to GK Cox's Bazar office (MEAL department)
∎ d. Follow up HIS data entry regularly
∎ e. Contribute in monthly progress report/situation report
∎ f. Contribute in project ending report-FD7 reports/needs assessment reports
∎ g. Ensure updating all registers/database in the facility
∎ h. Ensure regular capturing of photographs for deferent project activities
Additional Requirements:
∎ Age 22 to 45 years
∎ Both males and females are allowed to apply
∎ - Bachelor of Medicine and Bachelor of Surgery (MBBS) from any reputed medical college in Bangladesh.
∎ - Valid BMDC Registrations
∎ - Master of Public Health (MPH) Degree preferable
∎ - At least five years of experience in a similar position with NGOs especially in the Rohingya Response Program.
∎ - Having a minimum of two years experience in Humanitarian response, especially Rohingya response.
∎ - Excellent interpersonal skills and teamwork
∎ - Fluency in spoken and written Bengali, English, and Chittagoian languages
∎ - Proficiency in MS Office particularly MS Word, Excel, PowerPoint, and Internet browsing.
