Job Context:
∎ CoP of EFSP will have overall responsibility for coordination of all project activities and staff. S/he will be responsible for technical leadership and administrative oversight of the program in all operational areas of EFSP. Especially during the close out phase of the project.
∎ S/he will serve as the principal institutional liaison to the donor and local government entities, closely monitor work plans and budget, monitor procurement process, internal and external, establish close out plan and execution, reporting according to donor guidelines.
∎ Must have extensive experience in working with USAID/BHA Grants and/or US Govt. Emergency Food Security Project/(s) in a Refugee Context. Work experience with OFDA / UN Donors would be an advantage.
∎ The CoP shall have a keen understanding of the unique political dynamics in the implementation area, or similar challenging political dynamics in other countries, and work carefully and collaboratively to support the various entities in (country of the grant).
∎ S/he will manage a team of senior staff, sub-recipients (such as government sector departments& consultants), and engage with stakeholders and ensure quality, timeliness, and efficiency of all products and activities generated under the grant. The CoP is expected to have strong leadership qualities and depth and breadth of technical skills such as project cycle management, budget tracking and coordination and management expertise.
∎ Country/grant specific content:
∎ The CoP would have matrix relationship to the Operations Specialist/Lead at the Response Office level, and WVUS HQ. CORE team

Job Responsibilities:
∎ Quality implementation and sustainability. Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
∎ Ensure implementation of activities as described in the EFSP project proposal based on WVB country policy
∎ Work with Support services, Finance, GAM, MEAL, SCM team to make sure the project has resources and support as required.
∎ Responsible for financial cash flow planning and expenditure monitoring, approval of expenditures and related cost allocations, on the basis of approved project budgets.
∎ Human Resource Management (at individual- and team level) for all staff and volunteers under the EFSP Project.
∎ Supervision and periodical evaluation of the performance of the staff members of the EFSP Team.
∎ Maintaining effective coordination and working relations with WV Internally and other relevant stakeholders at field level.
∎ Closely oversee and manage all aspects of close out process
∎ Identify and mitigate risks
∎ Establish clear and frequent communication regarding program progress and oversight management with the donor
∎ Support to program goals and implementation by key stakeholders.
∎ Strong working relationships with Response Operations Specialist lead, EFS&VL Lead, SO, Donor
∎ Manage proactive and responsive relationship with grant donor in close collaboration with World Vision Response Office.
∎ Establish good working relationship with WVUS CORE team
∎ Supervise a team of senior level international and national staff with skills across a diverse set of technical areas.
∎ Ensure proper technical capacity of staff to manage complex donor-funded projects
∎ Lead grant staff and short-term consultants.
∎ Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
∎ Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
∎ Escalate grant management issues early and openly; resolve grant management issues quickly and fully.
∎ Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements.
∎ Documentation, Reporting and knowledge management
∎ Prepare high quality reports, both narrative and quantitative information and reporting on relevant indicators and outcomes. Ensure that all reports are delivered according to high quality standards and are always submitted on time as per WVU standards.
∎ Reporting – monthly, quarterly, final, and financial reporting, including realization of activities versus budget utilization; (Providing input to) narrative and financial programme reporting;
∎ Annual review of progress towards project objectives;
∎ Take lead in documentation and sharing of Impact/success stories and best practices to promote learning.
∎ Ensure that the project adheres to USAID Open Data and DDL policy
∎ Ensure that reporting to USAID 508 compliance.
∎ Consistently look for more effective and efficient implementation methods and opportunities to increase impact
∎ Participate and conduct on-going lessons learned with key staff and partners/sub-grantees.
∎ Manage proactive and responsive relationship with grant donor in close collaboration with World Vision Response Office, and WVUS office
∎ Establish good working relationship with WVUS CORE team
∎ Escalate grant management issues early and openly; resolve grant management issues quickly and fully
∎ Liaise with donor representatives and other stakeholders as appropriate.
∎ Establish clear and frequent communication regarding program progress and oversight management with the donor.
∎ Child Protection and Wellbeing
∎ Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.
∎ Work with local leaders to protect children from child violations and abuses
∎ Sensitize children including most vulnerable, guardians/parents and other stakeholders about children’s rights and responsibilities
∎ Work under directive of Response Director for special assignment and to support other assigned projects.

∎ Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to maintain productive relationships with the various government entities in Bangladesh (such as Cox’s Bazar context preferred).
∎ Proven ability in the management of large integrated grant-funded projects in developing countries
∎ Familiarity with [US Govt./USAID] programs, their history and their development; mastery of [USAID/BHA] regulations governing such programs
∎ Ability to integrate teams of professionals around common goals
∎ Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country
∎ Strong presentation and report writing skills
∎ Highly developed writing skills (e.g. at level for producing an assessment report or proposal) and strong financial management skills (experience of working within budget constraints) and verbal communication skills
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint
∎ Demonstrated leadership, people management, coaching, mentoring, and team building skills.
∎ Strong problem identification, analytical and solving skills.
∎ Strong competency in proposal & report writing, monitoring and budgeting skills.
∎ Experience working with communities and local governments, INGOs, donors and other key internal and external stakeholders.
∎ Demonstrates cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
∎ Ability to live and work in difficult remote areas and travel extensively.

∎ • Experience in leading and managing large grants in a complex environment. Host Community and Refugee context.
∎ • Experience as a Project Manager/CoP or senior expert specialist / advisor required
∎ • Experience managing sub grants and contracts under grants for complex projects
