Job Context:

∎ Duration: Duration of the Contract will be up to May 31, 2021 with possibility of extension.

∎ Cox`s Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region`s poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Cox`s Bazar. Despite the support of the Government of Bangladesh and the global humanitarian community, the large concentration of refugees has resulted in commodity and housing price hikes, falling agricultural and other low-skill labor wages, and severe environmental degradation. Depletion of natural resources and competition for economic resources has placed new strain on the host community. Data obtained from several secondary sources indicates that more than two million people from the host community population of Cox`s Bazar district have been directly or indirectly affected by the Rohingya influx, about 27% living in Maheshkhali, Kutubdia and Pekua, who are facing disruption on their day-to-day income-generating activities and regular livelihood. Recent research also supports the need for a comprehensive approach to build and improve resilience for the affected communities in Cox`s Bazar, emphasizing economic empowerment of refugee and host community women through home-based enterprises and value chain activities. Women living within these host community areas, especially the ultra-poor and those with disabilities are most vulnerable in this particular context. In the overall context of Bangladesh, women have less access than men to markets, assets, decision making and other livelihood opportunities, and are less resilient to disaster and health shocks. Current livelihood practices in these areas include agriculture, fishing, dry fish and other small-scale business; most of which have been negatively impacted due to the Rohingya crisis, impacting livelihoods of the host communities.
∎ Thus, to address these problems in the host community areas, specifically for women, CARE brings a comprehensive set of interventions under WFP EFSN Livelihood project. These shall help build their capacity and enhance skills, make behavioral change to achieve personal and social wellbeing, at the same time provide direct financial support for entrepreneurship and business development to ensure sustainable livelihoods. In addition to these interventions, this project works on improving household resilience and economic sustainability through financial inclusion, market linkage building and promoting collective action. This project engages with 15,000 extremely poor, marginalized and disabled women whose livelihood has been negatively impacted by the change happened in the local economy due to the Rohingya crisis, the effect of climate change and recent lockdown due to COVID-19 pandemic.

Job Responsibilities:
∎ Responsibility # 1: Develop an enabling environment for entrepreneurship and business development for population identified as the most vulnerable in targeted communities
∎ Facilitate business development training need assessment
∎ Module development on entrepreneurship development, business selection and business planning (EDT)
∎ Provide capacity building training on Entrepreneurship development business selection and business planning (EDT) for beneficiaries.
∎ Review business plan and endorsement.

Additional Requirements:
∎ Minimum 3 to 4 years professional experience in the relevant field.
∎ Prior experience of working in Livelihood, value chain and market system development.
∎ Excellent verbal and written communication skills.
∎ Should have good understanding of MS Office applications.
∎ Core Competencies:
∎ Facilitation skills, knowledge on livelihood program implementation.
∎ Knowledge of multicultural intervention and ability to deal with GO, NGO, Private sector
∎ Experience on Participating Learning Action and Community Led development approach
∎ Good understanding about Cox's Bazar host community, its dynamics, power structure and development issues.

Salary:
∎ Candidates are expected to join at the minimum of the scale. Scale range for the position begins at BDT 44,241 with other admissible benefits.
