Job Context:
∎ Work Location: IRC-Bangladesh, Ukhiya Office with visits to field offices as needed
∎ Reporting To: Senior Maternal and Child Health Manager

∎ Expected Start Date: At Earliest
∎ Contract length: Up to April 30, 2020 (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Oversee the implementation of health programs and work with the IRC Senior Health Program Manager and Health Team to ensure that stated goals and objectives are met, that projects are monitored and evaluated, and that accurate reports are written and submitted on time
∎ Oversee the implementation of safe-motherhood and reproductive health activities, including ANC, delivery care, PNC, and FP, whenever appropriate
∎ Ensure that the BEmONC program and IWC is implemented in accordance with the IRC Program Framework principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming
∎ Ensure a clear schedule is defined for conducting Reproductive health education activities in the BEmONC center and IWC facilities and at the community level
∎ Ensure appropriate monitoring and evaluation systems are in place for the BEmONC and IWC facilities
∎ Ensure that reproductive health provision is in line with accepted SPHERE and National guidelines for BEmONC and All IWC facilities
∎ In collaboration with the Senior MCH Manager, prepare and actively assist the IRC Senior Management Team in preparation of Reproductive health related donor reports
∎ Review BEmONC and IWC facility statistics, drug management and monitoring reports on a weekly and monthly basis and submit reports to the Senior MCH Manager
∎ Initiate technical evaluations, surveys and situation analysis as required
∎ Promote the culture of learning and documentation so that lessons learnt and good practices are documented and shared for institutional memory and learning
∎ Ensure that field experiences are documented and used to advocate on behalf of the communities with which we work
∎ Operations:
∎ Provide leadership, training, and mentorship to staff
∎ Lead the RH teams to develop awareness raising messages to promote uptake of emergency RH response services in a timely manner
∎ Promote coordination with the Women Protection and Empowerment (WPE) team and ensure RH is incorporated in their services
∎ Prepare and keep updated budget spent out plans in order to maintain program expenditure within budget
∎ Maintain effective working relationships with all partners - including community leaders, NGOs, UN agencies, community based organizations and other IRC sectors to improve cooperation and coordination
∎ Oversee administrative aspects of the BEmONC including, but not limited to, writing job descriptions, interviewing and hiring staff, developing staff performance objectives and conducting timely performance appraisals
∎ Work with M&E unit in development of plans and operations research that support and measures impact and quality of the project
∎ Ensure strong links between communication and community mobilization activities, at strategy and implementation levels
∎ Support the team to effectively implement facility and community interventions related to the program while ensuring quality deliverables
∎ Participate in the reviews and tracking of program budgets
∎ Carry out any other activities assigned by the supervisor
∎ Reporting and Coordination
∎ Work with other health teams and the MOH/CIC and community levels to oversee project activities related to capacity strengthening in BEmONC and IWC services provision and community response.
∎ Ensure coordination with relevant partners including the Ministry of Health (MOH) in all project activities
∎ Document lessons learnt and actions throughout the project
∎ Provide material related to project progress and updates as required
∎ Assist in the development of publications and communication materials wherever possible
∎ Provide regular feedback to the supervisor and the in charges of the BEmONC center and IWC facilities on the progress of the project implementation
∎ Collaborate with the Community Engagement Manager and Reproductive health manager and facility in charges to convene monthly review meetings at health facility level
∎ Represent IRC Bangladesh in health related forums as the need may arise
∎ Staff Supervision & Development:
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and mentorship to enable staff to successfully perform in their positions
∎ Provide support supervision and mentorship to all BEmONC facility and IWC staffs, providing on-the-job training where needed
∎ Project Management
∎ Responsible for the overall management of the BEmONC facility, IWCs and the entire staff
∎ Oversee the capacity building of the staff support to the Medical Doctors
∎ Ensure regular supply of drugs and supplies to the BEmONC facility
∎ Work with relevant managers to ensure prompt requesting of medical drugs and supplies

Additional Requirements:
∎ At least 3 years’ clinical experience in emergency MCH care, Management of Neonatal Emergency Obstetric Care, Syndromic Management of STIs and clinical care of sexual assault survivors and preferably in complex humanitarian and/or emergency settings
∎ Experience in management of health facilities and staff, including previous experience of supervising and mentoring other health staff
∎ Health professional with strong Sexual and reproductive health care background.
∎ Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives
∎ Excellent communication skills, good spoken and writing of concise reports in English
∎ Should be a great teammate with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy
∎ Ability to be innovative, flexible, adaptive, and willingness to work in potentially stressful and challenging environments
∎ Ability to live and work in challenging conditions
