Educational Requirements:
∎ Diploma in Engineering in Civil Engineering, Bachelor in Engineering (BEngg) in Civil Engineering

Experience Requirements:
∎ At least 3 year(s)

Job Responsibilities:
∎ Implementation of the project in target location/s (20%)
∎ Responsible for all technical activities at assigned location/s under supervision of Project Focal / Supervisor.
∎ Organize the project inception meeting with different level stakeholders.
∎ Provision of IRB country strategy implementation at field level.
∎ Prepare and share information on inter-sectorial emergency preparedness and response activities.
∎ Collect beneficiary list consulting with CiC & Sector.
∎ Ensure inclusion of gender, persons with disabilities, elderly and other vulnerable communities according to the IR Principle and guideline during participant selection and other steps of implementation.
∎ Implementation of the assigned project activities i.e. installation of WASH and shelter facilities, protection interventions, water quality testing, profile making of the interventions using GPS location, etc.
∎ Prepare attendance sheet, muster roll, and any other documents for audit compliances.
∎ Prepare field movement and technical activity plan, approve it with supervisor and ensure strict alignment with the plan.
∎ Support / Participate in different need assessments, impact evaluation, post-distribution monitoring (PDM), etc.
∎ Ensure other planned activities such as various workshops and meetings.
∎ Maintain coordination and cooperation among the team members to uphold the organizational reputation.
∎ Engage in effective community mobilization within IR guidelines and compliances.
∎ Be aligned with the agreed time, cost, and quality constraints of the project to enable the delivery of the agreed outputs and/or benefits.
∎ Practice and promote SPHERE and Core Humanitarian Standard (CHS) in all project activities.
∎ Support to ensure Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Technical support (20%)
∎ Support to prepare BoQ and Design of any technical intervention of HP.
∎ Estimate the quantities of the materials according to approved BoQ and Design.
∎ Ensure construction quality through proper documentation.
∎ Monitoring of construction activities.
∎ Site selection and site preparation for construction sites.
∎ Prepare a post-measurement sheet for any interventions.
∎ Generate innovative ideas for WASH, shelter, and other humanitarian interventions.
∎ Ensure effective monitoring of project intervention (20%)
∎ Regular monitoring of food item distribution / WASH / emergency relief / recovery / rehabilitation / livelihood activities at beneficiary level.
∎ Regular monitoring of project-related activities especially the distribution of hygiene kits, toolboxes for repair and maintenance of WASH interventions, foods, NFIs, cash, etc. at the beneficiary level.
∎ Monitor the working progress & ensure the quality of project activities, materials & inform project focal / supervisor.
∎ Ensure that standards are in place in each stage of the activities and aligned with the instructions given by the line manager, as well as Islamic Relief Bangladesh procedures.
∎ Monitor the working progress & ensure the quality of project activities & inform Project Focal / Supervisor.
∎ Respond and adjust to flexible activity scheduling, logistical constraints related to the social dynamics involving the community and its expectations.
∎ Capacity building initiatives for project participants, key stakeholders, and project staff at the program level (15%)
∎ Support to organize orientation for the newly recruited project staff.
∎ Organize basic skill development training for project participants on different subjects i.e. repair and maintenance of WASH interventions, shelter & protection, livelihood, health & hygiene promotion, etc.
∎ Participate and facilitate weekly and monthly project-related awareness raising and feedback sessions at FDMN & host community level.
∎ Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Organize training and workshop in different sectors for internal and external stakeholders.
∎ Ensure effective reporting, appropriate archiving and visibility according to the project need (10%)
∎ Prepare bill & check the bills vouchers.
∎ Support supervisor to prepare monthly, quarterly, interim and final narrative reports as per proposal and project need.
∎ Assist supervisor to prepare monthly progress reports.
∎ Prepare, approve, organize and preserve all project-related documents and ensure sending to Humanitarian Crisis Response Programme within due time.
∎ Prepare or collect media & communication materials (Photographs, Case studies, etc.) required to ensure project visibility.
∎ Assist in archiving the project documents (hard copy and electronic copy) as per IR guidelines
∎ Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders (10%)
∎ Support to organize the project inception meeting with different level stakeholders.
∎ Formulation of the project implementation committee.
∎ Ensure effective networking and coordination with UNO, LGI's, Clusters, and DC office for host community activities.
∎ Ensure effective networking and coordination with CiC, RRRC, Site Management, Sector Coordinator for FDMN activities.
∎ Ensuring the participation of union and Upazila level authority of GoB, RRRC, and other relevant committees (s) within the project areas that could contribute to bringing effective results at the project level.
∎ Represent Islamic Relief Bangladesh in coordination meetings at RRRC, Upazila, and district levels.
∎ Liaison with other sectors, Imam, Majhis, and other religious leaders in FDMN.
∎ Assist in the development of a camp closure and phase-out strategy in the first phase of the camp response, with the relevant Cluster and the relevant partners and ensure it is adapted to the specific camp context.
∎ Organized lesson learned workshop for further organizational development.
∎ Collect successful project completion letters from relevant authorities.
∎ Other Requirements (5%)
∎ Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
∎ Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, inventory, and another essential registers properly and timely in an effective manner.
∎ Support in the procurement of materials like requisition, follow-up, etc.
∎ Take initiatives to ensure the security of project staff and participants during the intervention.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by Supervisor.

Additional Requirements:
∎ Experience in working with Humanitarian Crisis Response, food item distribution / WASH / emergency relief / Shelter construction/recovery / rehabilitation / livelihood activities
∎ Must have expertise in Local language (Rohingya & Chittagong)
∎ Working knowledge of Microsoft Word/ Excel/PowerPoint/Adobe Photoshop/ Basic Internet/ etc.
