Job Context:
∎ For the team of our Improved Coordination of International Climate Finance, ICICF we seek applications from suitable candidates for the position of "Advisor- SDG Localization".
∎ Contract Duration till: December 31, 2020
∎ Band: 4T

Job Responsibilities:
∎ The position holder has the responsibilities amongst others for the following points:

∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ In this context, the position holder fulfils the following tasks:
∎ Tasks:
∎ Coordination / communication / participation:
∎ The position holder will be responsible to maintain a sufficient coordination with:
∎ Supervisor, regarding the implementation progress including technical and budgetary issues (without any delay if urgent actions or decisions are required)
∎ Other team colleagues, to allow an efficient implementation
∎ With the partner structures, to create ownership for the project and sustainable impacts
∎ With other projects in the cluster, to generate synergies within in the cluster and program
∎ with development partners who are active in the region and work on similar issues
∎ In addition, it is your task to participate in working groups on cluster lever and on country level.
∎ Implementation:
∎ The position holder will be responsible for the following (technical) tasks:
∎ Develop appropriate tools, methodologies and capacity development measures to achieve the objectives of the project and program with a specific focus of the technical responsibilities entrusted to you by the supervisor
∎ Maintain a time and budget bound operational plan for the entrusted technical responsibilities
∎ Manage an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior (including management of contracts with third parties and coordination with the partner)
∎ Assist project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ Advise the supervisor in the field of project's planning, steering and monitoring
∎ Be aware of activities of other actors (government, civil society, donors and academy) in the region and sector
∎ Synthesize and report the progress in regard to the technical responsibilities for monitoring and reporting and feed it back into team meetings
∎ Support in-country initiatives of global and sectoral projects, set by the supervisor
∎ Independently implement goals and requirements set by the supervisor
∎ Knowledge products and extract learnings
∎ Maintain communication with GIZ structures county office, in the region and headquarters and sector networks
∎ Specific task: Advisor - SDG Localization
∎ The position holder will be:
∎ Advising selected institutions and supporting in capacity development measures on the localization process of Sustainable Development Goals (SDG) 13
∎ Building awareness, knowledge, and skills for effective integration of SDGs into adaptation projects and involve local level key stakeholders, local government and local population specially, women in the planning and decision-making process for SDG Implementation
∎ Identifying potential sources of funding at the local level for SDG localization and supporting the development of processes for making finance accessible to local level especially, municipalities and city corporations;
∎ Support development of innovative tools to identify contributions and innovative best practices under goal 13 in adaptation measures at local level;
∎ advising project partners on potential financiers for climate change project proposals with SDG and NDC linkage (including the process/ modality/ criteria to access funds from multilateral and bi-lateral climate funding windows)
∎ organizing different local level awareness raising events on SDG 13
∎ preparing/ organizing awareness-building events/material/ etc. regarding potential financiers for climate change projects with SDG and NDC linkage
∎ strengthening capacity of local authorities in project preparation for accessing climate finance
∎ enhancing dialogue on good practices in SDG localization
∎ developing communication products for project partners
∎ preparing brochures, TVC and ensure media coverage on the SDG 13 for project partners
∎ supporting project partners in showcasing achievements and best practices of SDGs, particularly in the context of NDCs and climate change in different international, national and local level events
∎ arranging, participate and organize different exchange and training events, workshops, conferences, investment fairs etc.;
∎ developing Climate change project proposals/ pipeline with SDG and NDC linkages
∎ developing concept notes, Terms of Reference, position papers etc. as required
∎ preparing and coordinating trainings, workshops, events as required
∎ supporting/overseeing engagement of third-party service providers such as consultants, consulting firms etc.
∎ advise technical experts and officials on climate change project development
∎ developing press releases, articles etc to communicate outputs of the project
∎ performing additional tasks assigned by the Principle Advisor.

Additional Requirements:
∎ Professional experience:
∎ 5 years of professional working experience in relevant field
∎ Working experience on SDGs at the local level will be considered an asset
∎ Knowledge of the international climate funds and their investment criteria would be a distinct advantage
∎ Strong knowledge and experience in Public Policy Analysis and Evaluation in Bangladesh, with good knowledge of climate change and related policies, etc.
∎ Proven experiences in research and analysis on policy issues
∎ Knowledge of the climate risks and national adaptation objectives, planning processes (e.g. annual investment program (ADP), five-year plan etc.)
∎ Previous engagement / working experience on SDGs with General Economics Division or Prime Minister's Office will be an asset
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure and must be a strong team player
∎ Must have good interpersonal and communication skills
∎ Fluency in English and good writing skills in both English and Bangla is essential
∎ Ability to work in an intercultural environment
