∎ The Advisor- Implementation and Monitoring will work alongside the project team in formulation of technical concepts on sustainable urban development planning in context of climate change adaptation, implementation and progress monitoring strategy of the project interventions. S/he will work across selected government ministries / agencies (i.e. Local Government Engineering Department, Urban Development Directorate, Professional bodies, academia,etc) and partner cities (Public representatives, city administration officials, different citizen representative committees) to strengthen their skills for effective coordination, monitoring and management of urban planning processes including the implementation and progress monitoring.

Job Responsibilities:
∎ Ensures the coordination of activities between Output 1 (climate change resilient urban planning processes in Bangladesh) and output 2 (development of tools for implementation and monitoring of plans at city level including scale-up)
∎ Manages the output 2 that forms part of the project/programme objectives, team agreements and/or agreements with the superior
∎ Assists project/programme initiatives to provide professional advisory services to and cooperate with a broad range of stakeholders and target groups
∎ Advise supervisor on all task when implementing GIZ rules and regulation
∎ Advise supervisor in the field of project's planning, steering and monitoring
∎ Project implementation progress monitoring and assisting AV in reporting to partners
∎ Makes decisions which have a short-term effect within a limited project area/ unit
∎ Assists supervisor to identify day to day problems and suggest appropriate solutions
∎ Deputize the PA time to time as per requirements.
∎ Any other responsibilities assigned to him/her by the supervisor.
∎ Advises and coordinates with project counterparts to identify areas for necessary improvements in urban planning, it's implementation and updating processes
∎ Coordinates activities to develop necessary tools for partner ministry and cities to implement their updated/new urban plans which are aimed for nation-wide roll-out after piloting.
∎ Advise partner ministries and cities in developing necessary implementation action plans by integrating specific needs of the key stakeholders at local, regional and national level
∎ Assess, together with the partners, multiple entry points at local and national level, to map out past and present interventions to feed-in the learnings while developing project interventions
∎ Identifies and pilot new approaches to integrate and mainstream cross-cutting aspects i.e. disaster risk reductions, vulnerability, poverty, gender and environment protection, private sector involvement, etc. in the urban planning process.
∎ Develop and maintain good networking and working relationships with all key stakeholders
∎ Act as the project focal to establish and maintain implementation progress monitoring and reporting system by including the periodic workplans and set deadlines for all 03 three components of the project.
∎ Supports the AV in preparing budgets, synchronization with annual and monthly budgets, monitoring of expenditure for timely adjustments.
∎ Preparation and submission of periodic reports to the national counterpart (LGED) on a regular basis.
∎ Maintenance and regular update of the mandatory digital project monitoring tools of GIZ
∎ Provides support in organizational and management questions in the designated area;
∎ Participate in working groups on cluster lever and on the country level
∎ Maintain communication with GIZ structures i.e. county office, other clusters (as per requirement) in the region and headquarters and sector networks as assigned by the AV
∎ Supports the AV to coordinate with other relevant projects in GIZ Bangladesh and with other agencies active within similar fields of actions
∎ Further specific tasks may be discussed and agreed with the AV.

Additional Requirements:
∎ At least 5 years of relevant experience at senior level, preferably with coordination responsibilities;
∎ First-hand experience in dealing with master planning, strategic development planning in urban/regional context is essential.
∎ Ability to deal with public representatives, senior officials from the government, national and international organizations
∎ Working experience in GIZ and/or, international bi-lateral/multilateral organizations will be given priority
∎ Solid understanding of climate change adaptation aspects in urban context in Bangladesh
∎ Basic understanding of results-based monitoring
∎ Excellent interpersonal, moderation, communication and presentation skills;
∎ Ability to work well under pressure and must be a strong team player
∎ Fluency in English is very important (listing, reading, writing and speaking)
∎ Hands-on expertise on data management software (SPSS, etc.), Geographical Information System (GIS) and/or, remote sensing
∎ Independent, highly motivated staff member who is willing to learn, and is open and flexible in an international work context;
∎ Willingness and able to participate in extensive field visits and field works.
