Job Context:
∎ For the team of our "Social Protection for Workers in Bangladesh`s Textile and Leather Sector, SOSI" and "Sustainability in the Textile and Leather Sector, STILE" we seek applications from suitable candidates for the position of "Advisor- ICT and Digitalization for Labour Administration".
∎ Contract Duration till: until December 2023
∎ Band: 4T
Job Responsibilities:
∎ The position holder is responsible for:
∎ Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ Advise supervisor on all task when implementing GIZ rules and regulation
∎ Advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ Make decisions which have a short-term effect within a limited project area/ unit
∎ Assist supervisor to identify day to day problem and suggest appropriate solution
∎ Tasks (Specific for job role)
∎ The position holder:
∎ Support the implementation of a digital transformation process in alignment with the aforementioned project activities within the project partners structure (MoLE, DIFE, Ministry of Finance (MoF), etc)
∎ Support the partners for adopting a structured approach towards digitization, including advisory services on organizational development
∎ Provide advisory support and coordinating capacity development for partner personnel with regards to adoption and implementation of digital solutions
∎ Support the adoption of interoperability standards in MoLE and its associated departments / directorates
∎ Support adoption of data driven decision making process within the partner structure
∎ Ensure digital solution supported by GIZ adhere and comply with the local regulations and the EU data protection law
∎ Adhere to the Digital Principles adopted by GIZ in developing digital solutions within project framework.
∎ Participate is discussion with other development partners with the aim of synergies
∎ Generate data for populating the Monitoring and Evaluation Framework of the projects in the concerned outputs
∎ Other Tasks:
∎ The position holder:
∎ Support the programme coordination and component leader with reporting and knowledge management
∎ Advise on all issues on digital transformation
∎ Implement policies on digitization within the cluster
∎ Represent GIZ towards stakeholders and ensure that GIZ values and principles are upheld
∎ Provide professional and technical advice to the project and partners and establishing contacts as well as cooperating with important stakeholders
∎ Ensure safeguarding the quality of process of office/ project
∎ Ensure adequate knowledge management within the project and communicating progress and results to a broad target group
∎ Support the project manager with reporting and knowledge management
Additional Requirements:
∎ Professional experience:
∎ 5 years in relevant occupational experience with international exposure (or, 10 years at the country level in conducting activities relating to social protection with focus in data collection, primary and secondary research techniques, and particularly the political and socio-economic landscape and legal frameworks of Social Protection)
∎ Professional experience related to support digital change in the Government of Bangladesh and Ministry settings, including the political advisory support for digitization strategy development
∎ Excellent understanding of Information, Communication and Technology (ICT) governance and management as well as development and implementation of Management Information Systems (MIS) and databanks/databases
∎ Professional experience in development organization
∎ Previous experience in working with GIZ is an asset, especially with regards to Open IMIS
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure and must be a strong team player
∎ Must have good interpersonal and communication skills
∎ Fluency in English is essential
∎ Ability to work in an intercultural environment
∎ Good organizational skills and management expertise
∎ Strong quantitative skills
∎ Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management
