Job Context:
∎ GIZ Bangladesh is currently seeking applications for its "NAP and NDC Support Programme" for the position "Advisor- Climate Adaptation".
∎ Band: 4T
∎ Contract Duration: Up to June 2022
∎ Project Background:
∎ The "NAP and NDC Support Programme" supports the Government of Bangladesh (GoB) in achieving an increase in climate resilience through climate-smart development planning, particularly for the most vulnerable populations. The project works to enhance the evidence-based implementation of national adaptation goals. To this end, the access of government officials to relevant climate information and climate services is being improved. The adequate consideration of climate risks during the planning phase of projects is being supported through capacity development and the development of improved processes in the Ministry of Environment, Forest and Climate Change (MoEFCC) and the Department of Agricultural Extension (DAE).

Job Responsibilities:
∎ The position holder has the responsibilities amongst others for the following points:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ Tasks:
∎ In this context, the position holder fulfils the following tasks:
∎ Coordination / communication / participation:
∎ The position holder's task is to maintain a close coordination with:
∎ Supervisor, regarding the implementation progress incl. technical and budgetary issues
∎ Other team colleagues, to allow an efficient implementation
∎ Partner structures, to create ownership for the project and sustainable impacts
∎ Other projects in the climate cluster of GIZ Bangladesh to generate synergies
∎ Development partners who are active in the region and work on similar issues
∎ In addition, it is the position holder's task to participate in working groups of GIZ Bangladesh on cluster level and on country level as well as to maintain communication with GIZ structures in the region and headquarters, e.g. through sector networks
∎ Implementation:
∎ The position holder has the following technical tasks:
∎ Plan and develop appropriate measures to achieve the objectives of the project with a specific focus on climate data, climate information and climate services for the use by the partner ministries. The measures should support the partners with climate information management and the application of climate information for development planning. The tasks in this regard include:
∎ Preparation and coordination of trainings, workshops, events as required
∎ Development and introduction of knowledge products / tools on climate information (sources) and their use
∎ Coordination and cooperation with open data platforms (i.e. GeoDash, NSDI)
∎ Maintain a time and budget bound operational plan for the entrusted technical responsibilities and support the overall operational planning of the project
∎ Steer and manage activities under the entrusted technical responsibilities in consultation with the supervisor (including development of Terms of Reference, management of contracts with third parties and coordination with the partner)
∎ Be aware of activities of other actors (government, civil society, donors and academy) in the region and sector and harmonize activities with them
∎ Conduct the continuous monitoring of the advancement and quality of the project's activities and results, in line with GIZ requirements.
∎ Contribute to knowledge products and develop documents such as concept notes, position papers etc. as required
∎ Plan and implement the internal and external communication on the project as the project's PR focal person, including public relations and support the progress reporting of the project in close coordination with the supervisor and the communication unit of GIZ Bangladesh
∎ Support the knowledge management for the project

Additional Requirements:
∎ Professional experience:
∎ At least 5 years of professional experience, preferably at least 3 years of professional experience with national/international development organizations, professional consultancy agencies, Local Government Institutions (LGIs) and/or other bodies of the (GoB)
∎ Proven knowledge and expertise in at least two of the following areas: (i) adaptation to climate change, (ii) climate risks including climate risk communication, (iii) climate information management, (iv) capacity development, (v) knowledge management and communication
∎ Familiarity with policy documents such as National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), Climate Change, BCCSAP, NAPA, Environment, Sustainable Development Goals (SDG), 8FYP, and sound knowledge on Vulnerable Community and Gender Empowerment
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure and must be a strong team player
∎ Good interpersonal and communication skills are essential
∎ Fluency in English and good writing skills in both English and Bangla is essential
∎ Knowledge of German Language is an asset
∎ Ability to work in an intercultural environment
∎ Ability to plan and prioritize work in line with agreed strategies and workplans and to adjust priorities and plans
∎ Familiarity with development cooperation, bilateral or multilateral organizations
