∎ The Advisor- Capacity Development and Learning will be responsible to improve peer-to-peer learning, knowledge sharing, capacity strengthening and stakeholder consultation processes through design and management of direct interventions. The Advisor- Capacity Development and Learning will work across selected government ministries / agencies (i.e. Local Government Engineering Department, Urban Development Directorate, training institutes, academia) and partner cities (Public representatives, city administration officials, different citizen representative committees) to strengthen their skills for effective coordination, monitoring and management of capacity development initiatives.
Job Responsibilities:
∎ Ensures the coordination of activities in Output 3 with regard to capacity development, improvement of cooperation, dialogue processes and knowledge exchange between the actors involved in strengthening urban climate resilience
∎ Manages the output 3 that forms part of the project/programme objectives, team agreements and/or agreements with the superior
∎ Assists project/programme initiatives to provide professional advisory services to and cooperate with a broad range of stakeholders and target groups
∎ Advise supervisor on all task when implementing GIZ rules and regulation
∎ Advise supervisor in the field of project's planning, steering and monitoring
∎ Makes decisions which have a short-term effect within a limited project area/ unit
∎ Assists supervisor to identify day to day problems and suggest appropriate solutions
∎ Any other responsibilities assigned to him/her by the supervisor.
∎ Advises and supports the project counterparts to review existing capacity development strategies and identify new and emerging priorities to develop an Action Plan accordingly.
∎ Advise/assists the partner ministries in the development of capacity development strategies catering specific needs of the partners and beneficiaries
∎ Assess, together with the partners, multiple capacity development entry points at local and national level to map out intervention areas and undertakes necessary implementation measures
∎ Applies basic organizational audit methodologies such as analysis of strengths, weaknesses, opportunities and threats (SWOT) and organizational capacity assessment tools for assessing existing situation to undertake need-based capacity development measures
∎ Assist partners in analysing the impact of change processes and provide feedbacks to adjust the course of the change process, assist to review and evaluate the outcomes
∎ Identifies and pilot new approaches to promote cross-organizational learning and knowledge exchange among local and national level organizations
∎ Convenes and facilitates stakeholder consultations, conferences, capacity building workshops, and knowledge sharing opportunities to promote peer-to-peer learning and cross-organizational collaboration.
∎ Collaborating with international and national experts (sustainable urban development, urban economics, etc.) to design and implement joint capacity development measures based on clear needs identification and understanding of the project context
∎ Identify and communicate human resource management and development challenges, bottlenecks and deficiencies, within and across ministries / agencies;
∎ Coordinates Information, Communication and Communication (IEC) material development activities;
∎ Coordinates with relevant organisations, non-governmental agencies and individuals within the project context to build up and maintain good networking and working relationships
∎ Based on capacity development and partner mapping process, explores opportunities for greater coordination, synergies, information sharing and knowledge management within and across ministries/institutes and key stakeholders
∎ Provides support in organizational and management questions in the designated area;
∎ Participate in working groups on cluster lever and on the country level.
∎ Further specific tasks may be discussed and agreed with the AV;
Additional Requirements:
∎ At least 5 years of relevant occupational experience at senior level;
∎ Ability in dealing with public representatives, senior officials from the government, national and international organizations
∎ Working experience in GIZ and/or, international bi-lateral/multilateral organizations will be given high priority
∎ Extensive experience in citizen mobilization, horizontal learning and public awareness raising aspects within urban local government context
∎ Proven experience in tailor-made capacity development measures and its implementation is highly desirable
∎ Extensive experience in development, review and updating of Information, Education and Communication (IEC) materials within climate change/urban sector context.
∎ Excellent moderation, communication and presentation skills;
∎ Ability to work well under pressure and must be a strong team player
∎ Must have excellent interpersonal and communication skills
∎ Fluency in English is very important (listing, reading, writing and speaking)
∎ Good command of MS-Office (i.e. Word, Excel, PowerPoint and Outlook);
∎ Independent, highly motivated staff member who is willing to learn, and is open and flexible in an international work context;
∎ Willingness and able to participate in extensive field visits and field works.
