Experience:
M. Sc / B.Sc in Civil Engineering / Civil & Environment Engineering / Water Resource / Sanitation Engineering with 3 years relevant experience also may apply.
Fair knowledge on Rohingya Refugee context including WaSH intervention in emergency/humanitarian situation.
Strong project management skills with experience in planning, implementation, monitoring, reporting, and coordination of development and/or humanitarian projects.
Experience in providing technical guidance, supervision, and capacity building support to engineers and other technical staff to ensure quality implementation of project activities.
Proficient knowledge of standard computer software (AutoCAD, Epanet, MS Word, Excel and project management software).
Hard working, able to work under pressure in humanitarian response context, with a positive and can-do attitude.
Work experience in Cox's Bazar is preferable.
Fluency in English and Bangla; knowledge of Rohingya/Chittagonian dialect is an asset.
The proposed position of WASH Technical Manager is critical to fulfilling the operational and to expedite the implementation of the newly awarded DFAT-IRC -supported WASH project, ensuring timely implementation, accountability, and achievement of the project’s intended outcomes.
Key Duties & Responsibilities:
Demonstrate the technical expertise to improve the WASH Services for Rohingya Refugees in Cox's Bazar.
Responsible for providing overall technical leadership and management support for WASH hardware interventions across the assigned camps, ensuring quality implementation, compliance with sector standards, and achievement of project objectives in a cost-effective and timely manner.
Lead and supervise Project Officers in planning, implementation, monitoring, operation, maintenance, repair, and rehabilitation of WASH infrastructure and services across multiple camps.
Provide technical guidance and oversight for operation, maintenance, and repair of water supply systems, including water networks, pipelines, reservoir tanks, tap stands, leakage repairs, pumps, generators, and associated facilities.
Oversee the operation, maintenance, and repair of hand pump tube wells, ensuring functionality, service continuity, and adherence to technical standards.
Provide technical support to Project Officers on water quality monitoring and testing, interpretation of test results, identification of risks, and implementation of corrective actions in accordance with WASH Sector standards.
Guide and supervise desludging activities, repair and maintenance of WASH Blocks, community infrastructures, latrines, bathing facilities, and other sanitation facilities to ensure safe and uninterrupted service delivery.
Provide technical oversight for operation and maintenance of decentralized Faecal Sludge Management (FSM) facilities, including ABR, DEWATS, LSP, SSP, WSP, and UFF systems, ensuring functionality, environmental compliance, and operational efficiency.
Provide technical supervision for operation and maintenance of Solid Waste Management (SWM) facilities and services, including waste collection, transportation, segregation, treatment, and disposal systems.
Support Project Officers in conducting technical assessments, site inspections, troubleshooting, condition assessments, and preparation of technical recommendations for repair, maintenance, and upgrading works.
Review and verify technical drawings, BOQs, specifications, work plans, and cost estimates prepared by Project Officers to ensure quality, accuracy, and compliance with project requirements.
Closely coordinate with the Operations, Logistics, and Procurement teams regarding procurement planning, technical specifications, quotation evaluations, contractor selection, and quality assurance of WASH-related materials and services.
Conduct regular field visits across all assigned camps to monitor implementation progress, identify technical challenges, and provide practical solutions to ensure uninterrupted WASH service delivery.
Maintain close coordination with Camp-in-Charge (CiC) officials, WASH Sector partners, donors, and other relevant stakeholders to ensure effective implementation and coordination of WASH activities.
Perform project management functions including planning, monitoring, reporting, resource allocation, risk management, and tracking of project progress against agreed targets and timelines.
Maintain updated records and documentation related to WASH infrastructure, maintenance activities, inventory, equipment, technical assessments, and operational performance.
Support the Programme Manager in annual planning, budgeting, work plan development, donor reporting, and preparation of technical and progress reports.
Provide mentoring, coaching, and capacity-building support to Project Officers and field staff to strengthen technical knowledge and improve quality of implementation.
Demonstrate the ability to effectively manage multiple interventions simultaneously across seven camps, work under pressure, respond to operational emergencies, and ensure timely resolution of technical issues.
Perform any other duties and responsibilities assigned by the Programme Manager in support of project objectives.
