Required Education, training, license, registration, and/or Certification:
Minimum B.Sc. in Civil Engineering from a reputed university (Essential) with having minimum three years working experience. Or Diploma in Civil Engineering with having minimum seven years working experience.
Required Professional Experience:
Proven leadership and experience in managing WASH programming related through partnership.
Required Language(s):
Excellent written and verbal communication skills in both English and Bengali.
Proficiency in additional local languages relevant to the operational regions will be considered an asset.
Required travel and/or work environment accommodations:
The position is based at the Field Office in Bandarban, with frequent visits required to project offices like Bandarban and Rowangchhari working upazilla.
Flexibility to work in diverse environments, including hard-to-reach geographical locations.
Preferred Experience, Knowledge, Skills and/or other Qualification:
Expertise in designing eco-friendly WASH infrastructure, including Gravity Fed Water Supply Systems in hilly areas, spring protection, water retention structures, and assessing water volume in springs, rivers, or canals.
Proficiency in Computer-Aided Design (CAD) software, including AutoCAD 2D & 3D.
Ability to perform GIS mapping for project locations is preferrable.
Strong networking and liaison skills with government bodies and NGOs.
Ability to operate a motorbike with a valid driving license.
Experience working with diverse target groups and under challenging field conditions.
Ability to work under pressure and take on additional responsibilities.
Proficient in MS Office applications: Word, Excel, and PowerPoint.
Knowledge of supervision, quality control, and project tracking.

Project Overview: WASH in Fragile Contexts Project – Bandarban District
World Vision Bangladesh is launching a strategic WASH initiative under its Place-Based Approach for FY26–FY27, focusing on fragile contexts in the Chittagong Hill Tracts (CHT). This project aims to address acute water scarcity, poor sanitation, and hygiene challenges in Bandarban Sadar and Rowangchhari Upazilas, where steep terrain, deforestation, and socio-political complexities have created severe vulnerabilities.
The initiative will deliver climate-resilient water supply systems, gender-inclusive sanitation facilities, and hygiene behavior change programs for households, schools, and health centers. It emphasizes watershed management, reforestation, and community-led governance to ensure sustainability. By integrating livelihood support and capacity building, the project seeks to reduce fragility, improve health, and empower marginalized communities, aligning with national WASH targets and SDG goals.

Purpose of the position:
The WASH Engineer position will implement the civil engineering works in assigned working area according to the plan of “WASH in Fragile Context” project DIP. This position will be responsible to manage, quality assurance & quality control, support to design all WASH related construction work according to environmental suitability in both Bandarban and Rowangchhari upazilla. The person will guide to the partners to plan and prepare budget for WASH infrastructure construction, monitor the works, support to conduct feasibility assessment, finalizing design and BOQ and lead for taking approval process from WVB national office. Also support the partners to finalize part bill or final bill processing, forming project implementation committee, necessary documentation and overall professionalism in networking and social mobilization as applicable. Also support and assist to the partners to ensure different survey, reports and documents properly in time.
The key purpose of this position is to provide overall technical leadership in achieving the outcomes of the “WASH in Fragile Context” Place-Based Initiative, ensuring quality implementation in line with the approved plan. The role focuses on the effectiveness of WASH infrastructure, efficient use of resources, and transforming the lives of children, families, and communities in Bandarban and Rowangchhari Upazilla.
Key responsibilities include providing operational technical support to the partner staff, resource mobilization, joint planning, coordination, and capacity building. The position requires maintaining close liaison with Gov agencies, community stakeholders, and other counterparts, as well as ensuring effective coordination with ACO, Cluster Management, the Technical Team, and with the WVB National Office.
