Experience:
Bachelor's Degree in Civil Engineering / Environmental Engineering or related field.
Proven expertise in:
Climate Resilient WASH infrastructure design and BOQ preparation
Disability-inclusive and MHM-sensitive sanitation systems
Site-specific design for household latrines and institutional WASH blocks
Water Distribution Networks and Surface Water Treatment Plants
Healthcare facility waste management technologies
Familiarity with the WASH FIT approach for construction and renovation of healthcare WASH Block facilities.
Proficiency in engineering software (e.g., AutoCAD, EPANET, GIS) and MS Office Suite.
Skilled in managing vendors and suppliers professionally and delivering outputs on time.
Strong communication, coordination, and documentation skills.
Willingness and ability to travel extensively across Teknaf, including Saint Martin’s Island, and work in field and office environments.
Fluency in English required; knowledge of local language (chittagongian dialect) is a plus.
Ability to speak Bangla and Cox’s Bazar local language (written/verbal)
Planning and Prioritization
Prepare detailed work plans for the construction and renovation of climate-resilient WASH facilities.
Identify and prioritize WASH interventions based on site-specific needs in schools, healthcare facilities, and communities, including remote areas such as Saint Martin’s Island and various wards in Teknaf.
Design & Technical Documentation
Lead the design and preparation of BOQs and drawings for:
§ Climate Resilient Household Latrines
§ Institutional WASH Blocks with MHM facilities and disability inclusion
§ Water Distribution Networks (WDN)
§ Surface Water Treatment Plants (SWTP)
§ Other climate-resilient WASH infrastructure
Ensure all designs are site-specific and comply with national and international standards.
Demonstrate strong skills in climate-resilient infrastructure design and BOQ preparation.
Quality Assurance and Monitoring
Conduct field visits to supervise construction works and ensure adherence to design, timeline, and technical standards.
Verify construction quality, raw materials, and vendor’s performance.
Ensure vendor/contractors implement appropriate health, safety, and environmental safeguards as part of ESMP.
Prepare field verification and completion reports to support certification and payment of vendor-submitted bills.
Water Quality and Waste Management
Oversee water quality monitoring and testing in accordance with required parameters.
Recommend appropriate water treatment interventions as needed.
Be familiar with and support the implementation of healthcare facility waste management technologies.
Coordination and Reporting
Maintain coordination with internal teams, community leaders, local authorities, and sector partners.
Ensure community engagement and ownership in WASH infrastructure projects.
Provide regular progress updates, field findings, and technical recommendations to the line manager.
