Civil Tech Consultant is recruiting an Urban and Regional Planner for upcoming upazila master planning, urban and rural development, and feasibility study assignments. The position involves research, spatial analysis, planning drawings, technical reports, and coordination with architects, engineers, GIS specialists, and field survey teams.

Job Responsibilities

Research and existing condition assessment

• Collect, organise, and review demographic, socioeconomic, land use, infrastructure, environmental, and administrative data from available sources.

• Examine existing plans, survey records, maps, satellite imagery, and relevant government documents to establish a reliable project baseline.

• Prepare inventories of roads, markets, educational and healthcare facilities, public spaces, utilities, water bodies, and other key infrastructure.

• Analyse settlement patterns, population growth, access to services, land use conflicts, infrastructure gaps, and development constraints.

• Document planning issues and opportunities at upazila, union, village, and bazar levels, depending on the assignment.

Planning and proposal development

• Support preparation of upazila master plans, village development plans, bazar improvement plans, urban design concepts, and feasibility studies.

• Help develop land use proposals and identify suitable locations for roads, public facilities, markets, housing, open spaces, and essential services.

• Assist with population projections, future service demand, and infrastructure requirements using project approved assumptions and data.

• Compare planning options and help prepare clear recommendations, development priorities, and implementation phases.

• Consider accessibility, drainage, flood risk, environmental conditions, and local livelihoods when developing proposals.

• Coordinate planning proposals with the architecture, civil engineering, and other technical teams so that recommendations can be translated into drawings and project components.

Mapping, drawings, and data management

• Prepare and update planning drawings, layouts, diagrams, and presentation plans in AutoCAD.

• Work with the GIS team to prepare and check base maps, land use maps, infrastructure maps, and other thematic maps.

• Organise survey findings and spatial datasets; check that figures, map labels, tables, and drawings are consistent across deliverables.

• Maintain a clear record of data sources, planning assumptions, drawing revisions, and outstanding information.

Fieldwork and coordination

• Participate in site visits to verify mapped information, observe existing conditions, and identify issues that may affect planning proposals.

• Assist with survey planning, field data collection, and coordination with survey teams and other project staff.

• Record site observations and meeting findings in a form that can be used in maps, reports, and presentations.

• Support project discussions and presentations with local stakeholders and government counterparts as assigned.

Reports and presentations

• Draft and revise technical content for inception reports, existing condition assessments, feasibility studies, master plan reports, and development proposals.

• Prepare concise tables, charts, maps, planning diagrams, and presentation slides to explain findings and recommendations.

• Respond to internal review comments and update reports and drawings while keeping information consistent across the submission package.

• Complete assigned work within project schedules and report progress to the designated team lead.
