Job Context:
∎ Friends In Village Development Bangladesh (FIVDB) is going to implement "Scaling up Flood Forecast-based Action and Learning in Bangladesh (SUFAL) PHASE II" Project in Gowainghat Upazila under Sylhet district in partnership with Concern Worldwide. The present project tenure is up to Jun 2024. The job is contractual for the project period with a 3 months probation period. The position will be recruited for implementing the project based at the Project Office at Gowainghat Upazila in Sylhet district with substantial field activities.

The organization combines grassroots service delivery, social mobilization and advocacy in its work and works in collaboration with communities, civil society, the Government and private sectors.
Job Responsibilities:
∎ The Union Mobilizer is the front-line position of the project; the UM is responsible for organizing the community; identifying their knowledge gaps on disaster risk reduction areas. S/he will select program participants as per provided participant selection guideline, train them on pre-disaster & post disaster preparedness and management. S/he will identify main causes of disaster in the specific area with the assistance of the community, find out way of mitigation, local resources, establish linkage in between community and nation building departments, develop contingency plan for disaster risk reduction and mitigation, develop local level volunteers, share early warning messages to the community with assistance of disaster volunteers; assist to conduct regular meeting of DRR committee at UP level, assist to create a lobby group in the community to get need/rights based assistance from secondary level stakeholders.

∎ Responsibilities and Task:
∎ Field level activity implementation-
∎ Selection of program participants in the community and facilitate community following the guidelines.
∎ Support formation and activation of DMCs, local health system, community groups and carryout regular meetings with them.
∎ Mobilize and facilitate active participation of DMC members and vulnerable community members in FbA planning, monitoring, implementation and evaluation process.
∎ Conduct community risk assessments (CRA) with additional focus on sectors agriculture, livestock, WASH, health; gender and inclusion mainstreamed
∎ Facilitate Community Risks Assessment (CRA) and risk reduction planning through local government planning process.
∎ Raising awareness of the community on Early Warning and Early Actions and find out indigenous ways of disaster risk reduction.
∎ Share early warning messages to the community with assistance of developed disaster volunteers and UDMC.
∎ Identify and enlist flood affected homesteads for taking early actions, raising plinth as per project/program guideline.
∎ Ensure all logistical support to organize trainings, seminar or workshop at upazila and district level.
∎ Form and capacity building of village development committees, community youth volunteers,
∎ Develop a village level contingency plan and review the plan timely.
∎ Activate flood shelter committees & to make the flood shelters usable comfortably during flood.
∎ Identify local knowledge and bridging with modern technologies for resilience agricultural practices, livestock and WASH.
∎ Support BWDB and community gauge readers for water level data collection.
∎ Orientation with mobile phone voice message recipients at community level.
∎ Organize and facilitate training, session and workshops at local level.
∎ Distribute FbA IEC materials to relevant institutional stakeholders to ensure quality technical messages and approaches are reaching all the target beneficiaries.

∎ Technical Capacity Building of Disaster Volunteers:
∎ Facilitate capacity building of community groups, volunteers and local government institutions.
∎ Facilitate Community Risk Assessment and disaster risk reduction planning at union level and resource mobilizations.
∎ Provide training to selected disaster volunteers according to designed training module by the project.
∎ Need assessment, action planning and Forecast based financing implementation through mobile money transfer (MMT).
∎ Orient voice message recipients (at community level) on mobile phone voice message.
∎ Mobilize communities during monsoon and for other activities as required (volunteer daily stipend)
∎ On job coaching of disaster volunteers for developing their capacity and monitoring progress.
∎ Assist the existing groups to enhance their negotiation and lobbying skills
∎
∎ Networking and Linkage Building-
∎ Establish network with UP bodies and union level disaster management committee.
∎ Building a good network with all levels of stakeholders related to disaster risk reduction, management and mitigation at union level.
∎ Maintain liaison with different organization GO/NGO those who are working for Agriculture and Livelihoods development.
∎ Participate in different meetings via online or in presence.
∎ Develop a monthly/quarterly basis work plan of the trained disaster volunteers and sharing for implementation.

∎ Monitoring, Reporting and documentation-
∎ Assist Project Manager in maintaining accurate data/information, records and prepare M&E reports related to project activities, outputs and outcomes.
∎ Keep track record of progress of interventions and provide necessary information to supervisor and monitoring unit.
∎ Assist to the supervisor for preparing monthly, quarterly and annual narrative and numerical report for the stakeholder.
∎ Keep record and documentation of stories in case of success or failure with specific reasons.
∎ Share best practices for replicating by others.

∎ Other Activities-
∎ Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

∎ The employee will be ready to perform any other task/s assigned by organization for the greater interest of the organization and the community even if those tasks are not mentioned in the above role and responsibilities.

∎ Report to: Project Manager
∎ Working place and time utilization-
∎ The position is based at the union/upazila level with most of the time in the field for program implementation, monitoring and documentation purpose. S/he will spend minimum 85% time in the field and 15% for reporting purpose at his/ her office
∎
Additional Requirements:
∎ Age 25 to 50 years
∎ Effective planning, implementation and facilitation skills.
∎ Experience of preparing documentation and case studies
∎ Report writing and presentations skills in both Bengali and English.
∎ Have computer skills in operating MS Office particularly MS Word and MS Excel
∎ Willing to stay in the community/UP level and drive bi-cycle.
∎ Working experience in Flood Preparedness and Management, Forecast-based Action (FbA)/ Forecast-based Financing (FbF) projects will would be an advantage.
Salary:
∎ Tk. 35000 (Monthly)
