Responsibilities & Context:
∎ 1. Tender Identification and Analysis: Monitor tender opportunities in the e-GP system, newspapers, and donor project announcements (e.g., LGED, JICA, World Bank).
∎ 2. Analyze tender documents (RFPs, RFQs, EOIs) to assess technical and financial feasibility.
∎ 3. Knowledge about different types of tendering methods in Bangladesh such as OTM, LTM, TST, DPM, EGP etc.
∎ 4. Proposal Preparation: Draft and compile tender proposals, including technical documentation, project plans, and financial bids.
∎ 5. Customize proposals to align with government and donor-specific guidelines like PPR 2008 (Public Procurement Rules).
∎ 6. Ensure compliance with tender requirements and Bangladesh Public Procurement Rules (PPR).
∎ 7. Develop competitive strategies to enhance winning chances.
∎ 8. Compliance and Documentation: Ensure alignment with legal, regulatory, and project-specific requirements.
∎ 9. Assist with e-GP registration and online bidding processes.
∎ 10. Relationship Management: Act as a liaison between clients and government officials or agencies like LGED, JICA, and others.
∎ 11. Build and maintain relationships with relevant procurement entities.
∎ 12. Bid Submission: Manage online submissions through the National e-Government Procurement System (e-GP). Handle manual submissions if applicable, ensuring deadlines are met.
∎ 13. Liaison and Coordination: Communicate with stakeholders, including procurement officials, technical experts, and legal advisors. Liaise with government agencies like LGED and donor organizations for clarification and updates.
∎ 14. Post-Tender Activities: Follow up on tender evaluations and results. Facilitate contract signing and ensure compliance during the project execution phase.
∎ 15. Market Research and Strategy: Conduct market research to understand competition and pricing trends. Develop strategies to increase the organization’s chances of winning bids.
∎ 16. Risk Management: Identify potential risks in tender participation and propose mitigation strategies.
∎ 17. Address legal and financial disputes that may arise during the tender process.
