Job Context:
∎ The main purpose of this position is to ensure the quality of the implementation of the Health Nutrition and WASH (HNW) TP and support Programme Officers, Area Program Managers and Upazila / Urban Programme Manager and Community level promoters & facilitators in implementation.
∎ TP Specialist should cover 1- 4 Upazila / Urban locations. This position will be based at AP or Upazila / Urban sub-office.
Job Responsibilities:
∎ Provide technical leadership, support and guidance to field staff, promoters and facilitators in implementing Health Nutrition and WASH (HNW) technical programme (TP), responding and finding solutions to local level program issues.
∎ Develop Technical Program work plans to include regular face to face support for Primary Focus Area (PFA) staff / promoters / facilitators.
∎ Develop and implement capacity building plan for project staff, partners and stakeholders along with and Area Programme (AP) work plan.
∎ Identifying key strategic partners for implementation of the Health Nutrition and WASH (HNW) technical programme (TP) and sharing learning, concerns and best practice with relevent stakeholders.
∎ Maintain strong and regular external engagement with health stakeholders in the Area Programme (AP).
∎ Monitor and ensure quality of overall program at Primary Focus Area (PFA) by frequent field visit and conduct quality assessments of activities for program improvement.
∎ Coordinate and provide quality support to the field level organizations / committees / organization like Community Group / Community Support Group / relevant HNW Committees / CBO / Child Forum / Youth forum etc.
∎ Assist with ongoing improvements to Technical Program to ensure it remains relevant to context, incorporates innovation, by providing field-level information.
∎ Provide technical support to implementation partners to ensure partners deliver on required TP standards.
∎ Monitor partner activities and provide clear feedback on areas of improvement.
∎ Support to develop appropriate capacity building curriculums, IEC/BCC materials and event calendars.
∎ Establish and maintain liaison with Upazila/district level health agencies, institutions and other partners for smooth operation of HNW Program.
∎ Served as a resource for disseminating knowledge and skills to other agencies and stakeholders in the program area.
∎ Establish bi-lateral agreements with/among the stakeholders for partnership/ resource mobilization.
∎ Work with AP and Upazila Manager to assess partner organizations for TP implementation and support.
Additional Requirements:
∎ Age at least 30 years
∎ Work environment 80% field based and 20% office based.
∎ Good understanding about Health, Nutrition and WASH programme / project implementation and monitoring system.
∎ Basic health and nutrition competencies like anthropometry, child growth monitoring, PD Hearth project models, 7-11 Approach, ANC, PNC, integrated WASH models etc.
∎ Database management, statistical skills and ability to evaluate program data. Evaluation and Monitoring process and tools.
∎ Good conceptual and practical skill to write concept note and project proposal.
∎ Good facilitation skills of Training, Orientation, Workshop and Advocacy programs.
∎ Management and leadership ability.
∎ Good communication and networking skill.
∎ Good proficiency in English & Bengali, both written and verbal.
∎ Competent in using MS Word, MS Excel and PowerPoint presentation.
∎ Understanding of multiculturalism and experience working in a multi-cultural/ethnic/religious environment.
∎ Good report writing and documentation skills.
∎ Have working experiences in the area of Health, Nutrition and WASH program/interventions.
∎ Proven experience in implementing, facilitating and contributing to integrated health, nutrition and WASH program.
∎ Proven experience as a team player.
