Educational Qualifications:
Master’s degree in social science, Disaster management, peace and conflict or any other discipline. Candidates with an M.P.Ed (Master of Physical Education) degree will be preferred.
Years of Experience: Minimum 3–5 years of relevant professional experience in humanitarian/development programmes 1-2 years of experience in a supervision role will be preferred, preferably in Community Based Protection (CBP), Sport for Protection (S4P), social cohesion, youth engagement, community mobilization, or protection programming

Community Development Centre (CODEC) invites applications for the position of Technical Officer-S4P & SC for implementing the `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Cox`s Bazar District.
Duration: 15 September 2026 to 31 December 2026
Job Location: Ukhiya/Teknaf, Cox’s Bazar.
Key areas of responsibility:
C.1.Key area of Performance/Responsibility/Accountability:
a) Provide overall technical guidance, supervision, and quality oversight to the S4P and SC Officers and field teams, ensuring effective and timely implementation of planned activities.
b) Develop, review, and monitor monthly and activity-based work plans for S4P and SC in consultation with the CBP Coordinator and relevant field teams.
c) Conduct regular field monitoring visits to S4P activities in the assigned camps and SC activities in Whykong and Hnila Union, identify implementation gaps and provide necessary technical guidance and follow-up.
d) Provide technical support and guidance for S4P activities including sports sessions, sports clubs, coaching, friendly matches, competitions, sports events, and other approved sports-based protection activities.
e) Provide technical guidance and oversight for SC activities including community dialogue, sensitization sessions, youth engagement, peaceful coexistence initiatives, human rights awareness, advocacy, community consultation, and other approved activities.
f) Ensure that S4P activities are implemented as a protection-focused intervention, promoting safe, inclusive, meaningful, and constructive participation of children, adolescents, youth, girls, persons with disabilities, and other relevant community members.
g) Support the SC team to identify community concerns, conflict risks, and factors affecting peaceful coexistence and facilitate appropriate community-based responses through consultation and engagement.
h) Facilitate meaningful engagement between refugee and host communities through appropriate sports, youth, community dialogue, and social cohesion activities, with attention to inclusion, conflict sensitivity, and community ownership.
i) Maintain active coordination with other CBP Technical Officers and field staff and relevant EPRC CP and GBV teams to ensure complementary and coherent implementation of activities.
j) Establish and maintain effective coordination with CICs, Camp Protection Focal Points, UNHCR counterparts, host community youth clubs, village police, influential community members, religious and community leaders, Union Parishad, Upazila administration, UNO, and other relevant stakeholders.
k) Identify technical and capacity gaps among S4P and SC staff and provide or facilitate coaching, mentoring, orientation, training, and other capacity-development support.
l) Monitor the availability and appropriate use of sports equipment, activity materials, IEC materials, venues, and other resources required for S4P and SC activities and communicate operational requirements through the established process.
m) Monitor activity progress against approved targets and indicators and identify achievements, challenges, emerging concerns, and areas requiring corrective action.
n) Document and compile good practices, success stories, lessons learned, community feedback, and significant achievements from S4P and SC activities.
o) Ensure that S4P and SC activities uphold the Community-Based Protection approach, including meaningful participation, inclusion, accountability, safeguarding, protection sensitivity, conflict sensitivity, and community ownership.
p) Support the CBP Coordinator in programme planning, technical review, coordination, quality assurance, and strategic development of the S4P and SC components.
q) Perform any other relevant duties assigned by the CBP Coordinator within the scope of the position.
r) Ensure compliance with PSEAH, Child Safeguarding, Safeguarding, CODEC Code of Conduct, organizational policies, humanitarian principles, confidentiality, and other relevant standards and procedures, and promote their application by all concerned staff and volunteers.
C:2 Reporting & Documentation
a) Ensure the quality, accuracy, completeness, and timely submission of S4P and SC reports to the CBP Coordinator.
b) Compile, review, and consolidate information and reports received from S4P and SC Officers and field teams.
c) Prepare and submit weekly, monthly, quarterly, donor, UNHCR, and other required reports related to S4P and SC.
d) Review reported achievements, participant figures, activities, meetings, community engagement, and other programme information for accuracy and consistency.
e) Maintain relevant S4P and SC trackers, activity records, participant information, training records, meeting documentation, photographs, success stories, and other required supporting documents.
f) Support the CBP Coordinator in preparing donor and UNHCR reports, presentations, briefing materials, and other reporting requirements.
C:3 Coordination & Representation:
a) Maintain regular coordination with the CBP Coordinator regarding programme implementation, technical issues, reporting, coordination, and emerging concerns.
b) Coordinate closely with all relevant CBP Technical Officers and field staff to ensure coherent implementation of S4P and SC.
c) Maintain effective working relationships with CICs, UNHCR counterparts, Camp Protection Focal Points, host community leaders, youth clubs, village police, influential persons, Union Parishad, Upazila administration, UNO, and other relevant stakeholders.
d) Attend relevant camp-level, host community-level, technical, coordination, and UNHCR meetings and represent CODEC-CBP on S4P and SC matters as assigned.
e) Arrange necessary team, planning, review, coordination, and capacity-building meetings and ensure follow-up of agreed actions.
f) Promote coordination platforms that enable constructive engagement between refugee and host communities and support peaceful coexistence and social cohesion.
g) Comply with the CODEC Code of Conduct, safeguarding standards, PSEA, Child Safeguarding, Gender Equality, Accountability to Affected Populations, confidentiality requirements, and other relevant organizational policies.
Safeguarding and PSEA:
S/he should abide by the Inter-Agency Standing Committee (IASC)`s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.
Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation.
Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
