Job Responsibilities:
∎ The Technical Officer (TO) - Health, Hygiene and Nutrition (HHN) and Women Empowerment (WE) is mainly responsible for capacity building through providing training and regular on the job support to the Field Trainers (FTs) to better understand the SHOUHARDO III Program goal, purposes, strategies, field modules and guidelines etc., includes environmental compliances and be able to implement activities in an integrated and qualitative manner. S/he will also provide backstop support to FTs to train concerned Natural Leaders especially local level health service providers and private community based skilled birth attended (PCSBA) and also with the UPNNPC.The TO-HHN & WE will spend quality time to work with MoH&FW counterparts to continue advocacy to ensure supplies and services for PEPs. S/he will also guide the FTs to prepare and implement their work plans. The TO-HHN & WE will be responsible to link the communities with the relevant government, NGO and private sector actors. S/he will also make sample checks on the FTs and Natural Leaders’ works to ensure integration and quality implementation of program of activities in the field.
∎ Planning activities and setting targets to implement Health, Hygiene and Nutrition and Women Empowerment activities:
∎ Guide project/organization in planning of Health, Hygiene and Nutrition (HHN) and Women Empowerment (WE) domains in line with updated DIP effectively and in a coordinated fashion
∎ Support PM/UC to prepare yearly and bi-monthly/monthly plans (district, upazila, union and villages) for implementation, monitoring activities and preparing cash call
∎ Support PM/UC to review and revise mid-year activity plan
∎ Prepare own work plans in line with DIP activity and target
∎ Support FTs-HHN & WE to prepare work plans ensuring integration and sequencing of activities
∎ Prepare plan to integrate activities with I&EO for extending support in preparation of environmental management action and Commodity Officer for ensuring food distribution for right ration beneficiaries and dissemination of gender equality and WE messages
∎ Build FTs and Natural Leaders capacity to effectively implement and observe progress of activities:
∎ Strengthen capacity of Field Trainers-HHN & WE through consistent training, orientation and on-job support/implement HHN and WE interventions at field level
∎ Ensure backstop support to Field Trainers in developing capacity of local level health service providers and private community based skilled birth attended (PCSBA), CG & CSG, EKATA leader, Male Champion, WASH market sellers, VDC and para-based/ati-based leaders capacity
∎ Support Field Trainer on capacity building of UPNNPC and govt representative so that they are able to deliver training to the community groups
∎ Orient FTs-HHN & WE on strategies, technical areas, integration, quality implementation and observation of progress etc.
∎ Provide on the job support to FTs and relevant leaders (accompaniment in field)
∎ Respond to FTs' day to day issues/needs
∎ Support FTs and I&EO in the implementation and management of environmental compliance issues progress.
∎ Assure quality of program interventions:
∎ Ensure quality implementation of SHO III Health, Hygiene and Nutrition (HHN) and Women Empowerment interventions at the field leve
∎ Monitor all field activities as per developed HHN & WE monitoring tools and generate monitoring findings through report and disseminate in different meetings and workshops
∎ Sample check on FTs, MLs, WE leaders, Male Champions’ actions in adherence to required skills and guidelines
∎ Take necessary steps to improve the skills of FTs on the identified areas and also for local level health service providers and private community based skilled birth attended (PCSBA)
∎ Assess effectiveness of the strategies and guidelines and recommend any changes to TMs/STCs-HHN & WE and provided feedback
∎ Ensure program technical integration following Program Integration and Implementation Framework (PIIF)
∎ Ensure environmental compliance through effective and efficient use of project assets and resources
∎ Ensure environmental compliance through effective sharing with FTs and with the observation and monitoring of field activities.
∎ Identify abnormal deletion cases, investigate, and make remedial action to reduce incidences and provide support to Commodity Officers for ensuring supplementary rations for right beneficiaries
∎ Anticipates, identifies and remedies on-going implementation challenges and necessary adjustments for greater impact
∎ Conducts field visits and identifies challenges
∎ Support relevant Natural Leaders and FTs to overcome the day to day challenges
∎ Seek support from Upazila Coordinator and CARE STC/TMs-HHN & WE on issues/challenges identified
∎ Recommend changes/adjustments of guidelines if required to TMs/STC-HHN & WE,
∎ Guide FTs and Natural Leaders on the changes/adjustments in strategies and guidelines
∎ Assist FTs and Natural Leaders with facilitation of environmental operational and awareness messages as will be assigned.
∎ Identifies and builds internal and external networks necessary for peer, technical, scale up, advocacy, sustainability and other appropriate purposes:
∎ Ensure representation of internal and external networks with district and Upazila level for necessary support, technical, scale up, advocacy, sustainability and other appropriate purposes
∎ Ensure participation in UPNNPC, MoH&FW, DPHE and MoWCA meetings and facilitate field challenges in terms of quality health services and supplies and WE issues at upazila, union and community level facilities
∎ Link local level health service providers and private community based skilled birth attended (PCSBA), WE leaders, Male Champion and upazila/union level latrine sellers/entrepreneurs as appropriate etc. with district/Upazila level government and NGO officials, and other relevant actors
∎ Collect innovative ideas and share with Upazila Coordinator, TM & STCs-HHN & WE for refinement of strategies and accordingly implementation in the field
∎ Work with community/ UPs / PNGOs with environmental issues as community support in WASH (Latrines and Tube wells)
∎ Support program learning, Reporting and Other Ad-hoc activities:
∎ Assist CARE HHN & WE technical team and also Knowledge Management Unit in capturing and documenting program learning, especially success stories all types of research activities and contribute to program learning
∎ Ensure HHN & WE related program documentation and timely reporting
∎ Support preparation of quarterly Progress Report and ARR reports
∎ Prepare success story/case studies and other reports as appropriate
∎ Attend different meetings, workshops, conference and seminars
∎ Assist advocacy with UP and DPHE for increased WASH support

Additional Requirements:
∎ Only females are allowed to apply
∎ Candidates given preference of Mymensingh division.
∎ Having minimum 5 years of working experience in the field of maternal child health and nutrition, especially in food security program
∎ Computer skills-MS Office and using internet tools
∎ Good verbal and written communication skills in English and Bangla
∎ Capacity to write basic reports
∎ Good communication and facilitation capacity
∎ Ensure representation of internal and external networks with district and Upazila level for necessary support, technical, scale up, advocacy, sustainability and other appropriate purposes
∎ Report writing, documentation and computer skills (MS Office especially MS word, MS Excel and MS Power point) and Internet tools.
∎ Willing to drive motorcycle and should have valid driving license.

Salary:
∎ Tk. 31,298/- per month
