Education:

  • At least 4 years of technical experience working on the same thematic, preferably in a development and humanitarian context.

  • Excellent knowledge of disability and gender mainstreaming approaches.

  • Strong training delivery and facilitation skills.

  • Sound experience in the health policy and strategy of the Bangladesh government.

  • Sound experience in production of inclusive and accessible BCC materials, preferably on SBCC

  • Experience in using Washington Group Questions, evidence-based advocacy on disability issues

  • Knowledge of the legislation and policies addressing disability, gender equality, health, and rehabilitation.

  • Experience in external representation and coordination, especially in the Cox's Bazar Humanitarian context.

  • Excellent communication skills in Bangla and working proficiency in English.

  • Skilled in data collection, documentation, and analysis.

  • Ability to travel to remote areas and work in diverse, multicultural environments.

  • Good command of MS Office applications (Word, Excel, PowerPoint).



Responsibilities & Context:

HI is looking for a Technical Officer-Health for its “Programme/Operations Unit" with Handicap International—Humanity & Inclusion.

Type of Contract: Fixed-Term

Duration: Tentatively 03 May 2026 to 30 April 2027.

Line Manager: Operations Manager/Area Manager

Under the responsibility of the Operations Manager/Area Manager, the Technical Officer—Health contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimized. He works closely with the programme's and technical team.

Mission 1: Operational Implementation
Responsibility 1: Project Planning and Technical Delivery

  • Promote HI’s rights-based disability inclusion approach and inclusive health towards a barrier-free and inclusive society with services for all.

  • Technically contributes to the development and implementation of HI projects and capacity building and advocacy activities on the different platforms. 

  • Direct supervision of Nurses and home-based nursing activities in coordination with rehabilitation teams and rehabilitation technical officers/specialists.

  • Compile Technical guidance documents such as memos, booklets, handouts, etc.

  • Contribute to the compilation of policy papers (SOPs, quality management tools, etc.), curricula, good practices, advocacy documents, and presentations.

Responsibility 2: Capacity Building and Community Engagement

  • Produce and design Training and concept notes for webinars, training manuals, materials, presentations, handouts, etc. 

  • Organize, facilitate and conduct training, webinars, and presentations.

  • In consultation with regional specialists, design and implement capacity-building initiatives for health staff and volunteers of partners and humanitarian actors on inclusive health.

Mission 2: Coordination and Representation
Responsibility 3: Stakeholder Engagement and External Coordination

  • Represent HI in health sector and inter-agency coordination forums in Cox’s Bazar.

  • Maintain strong relationships with UN agencies, INGOs, NGOs, and government health authorities.

  • Ensure HI’s inclusive health priorities are reflected in sectoral planning and decision-making.

  • Facilitate collaboration and referrals between HI-supported services and external health actors.

  • Share evidence-based updates, reports, and advocacy messages with donors and stakeholders.

  • Align interventions with national guidelines, humanitarian standards, and external coordination strategies.

  • Maintain strong collaboration with HI’s technical specialists and national coordination platforms.

Mission 3: Monitoring, Evaluation, Accountability, and Learning

  • Support implementation of the MEL framework, ensuring collection and analysis of data relevant to project indicators and results.

  • Monitor quality and inclusiveness of project activities through regular field visits, beneficiary feedback, and data verification.

  • Collaborate with the MEAL team to analyze data related to inclusive AAP effectiveness and contribute to learning documents and donor reports.

  • Participate in regular project review and coordination meetings to improve adaptive management.

Responsibility 5: Data Management and Reporting

  • Ensure effective use of data collection tools and adherence to data protection protocols.

  • Support timely and accurate reporting of activity results, beneficiary reach, and learning.

  • Maintain up-to-date beneficiary records related to health services and track individual and household-level outcomes.

Mission 4: Emergency Preparedness and Response

  • Contribute to HI’s emergency preparedness planning relevant to health.

  • Adapt work modalities in response to sudden onset/outbreak of any diseases or man-made disasters impacting health services.
