Job Context:
∎ Community Development Centre (CODEC) is working in the coastal area of Bangladesh since 1985. Its core activities are the socio-economic development of coastal people which is operated through seven thematic areas as Agriculture, Fishery, Dairy and Horticulture; Education, Skills and Youth Development; Conflict Resolution; Climate Change and Disaster; Health and Nutrition; Social Entrepreneurship; Microfinance and Rohingya Education, Protection and Repatriation.
∎ Community Development Centre (CODEC) is going to implement Self- Reliance Project. The overall objective of the project is to strengthen food security through urban agriculture and support economic empowerment focusing on demand created by the camp itself.
∎ The specific objectives:
∎ Improved food security of 9000 vulnerable HH participants though urban agriculture and aquaculture
∎ Enhance Skills 1000 adult youth producing handicrafts and itemized foods through center- based livelihood training.
Job Responsibilities:
∎ Technical Officer – Agriculture and Aquaculture (TO-AA) will be accountable for providing technical support including planning, implementation and coordination of activities that require thorough understanding of program/project context, issues and ability to develop and apply a range of guidelines/practices in the field of agriculture and aquaculture.
∎ Provide technical leadership in the FDMN camps to achieve program goal within targeted period as per donor’s and organization’s guidelines.
∎ Assist Field Assistant (FAs) and Community Volunteers (CMVs) so that they understand the concept of the Project very well particularly the concept of Project-1: Agriculture and Aquaculture approaches in the FDMN camp context.
∎ Assist CMBs and CMVs in selecting beneficiaries, Community Based Farmer Lead Group (CBFLG or Lead Farmer), organizing training, preparing seed-beds, pits, installing tower-garden/vertical garden, sack-bag garden and kind of similar activities. He/she should disseminate technical knowledge among CMBs and CMVs on seed preservation process, types of compost/manure and insects as part of his/her responsibilities.
∎ Assist CMBs, CMVs and beneficiaries in pond selection, pond-preparation, dike-preparation, collecting and releasing fingerlings and at the time of fish-catch and/or harvesting crops from dike. He/she should disseminate technical knowledge among CMBs and CMVs on PL, Fry, fingerlings and pond-fish culture/ nursing procedure of fingerlings in the ponds located inside FDMN camp(s).
∎ He/she will be working in a Team Approach particularly with CMVs, CMBs, other TOs as well as WFP and FAO’s Technical Team.
∎ He/she has to maintain close communication with respective GoB officials including Camp CiCs (Camp-in-Charge), ACiCs, and other relevant officials as well as private sector and public sector.
∎ Establish regular working relationship with government line agencies such as DAE and DLS and tab their advice for the FDMN beneficiaries involving CMBs in the process.
∎ Work as the communication focal point between respective CiCs, Technical Team of WFP-SRP, FAO, WVB, BRAC, and other technical personnel of CODEC’s projects.
∎ To play the lead role in developing Monthly Activity Plan, Detailed Implementation Plan (DIP) including training calendar.
∎ Supervise the project implementation progress and budget tracking as per DIP and support to the DIP based technical issues faced in the field.
∎ Conduct Monthly Coordination Meeting and review progress with further action plan.
∎ Ensure gender equity with critical reflection and dialogue on gender norms and masculinities to promote increasing gender equity.
∎ Ensure required weekly, monthly and CBT reports are documented and delivered in time.
∎ Need to deal with CiC office for taking permission from respective camp and need to collaborate, represent the implementing project activity in different forum/sector.
∎ Design and facilitate and ensure validation (by technical referent) of volunteer and beneficiary including teaching methodology.
∎ Provide technical guidance to the community mobilizers and volunteers to address their challenges in implementing activities.
∎ Provide hands on training, supportive supervision, career counseling for need base of community mobilizers and volunteers.
∎ In Coordination with the Project Coordinator/ Project Focal person, He or she is responsible for Generating new ideas for promotion on Agricultural, Aquaculture & Centre Based Training.
∎ Ensuring the implementation on the field of tools and process in response to the COVID-19 situation.
∎ Ensuring the quality of technical materials purchased through and to collect feedbacks from beneficiaries and ensure improvement.
∎ Propose to the supervisor about to change, updates, and improvements of relevant project activities according to the Organization's strategy
∎ Act as the focal person for coordination and provide technical support at the selective Camp(s) inside FDMN community.
∎ Identify technical weaknesses, challenges, and strengths of the team and provide concrete solutions and building their capacity to address those issues.
∎ Ensure regularly monitoring of the activities of the field teams for quality, efficiency and appropriate response to the identified needs and report directly.
∎ Support proper reporting- Assist to prepare reports as per CODEC's rule and donor requirements and to ensure a timely reporting on the self-reliance related data.
∎ Collect and document case study, lessons learnt as per project needs.
∎ Ensure, gather and consolidate the mapping of services
∎ Need to frequent field visit and report to the Project Coordinator about the needs or challenges with possible solution.
∎ Have experience on project implementation of Agriculture/ aquaculture/ Centre Based training with sound knowledge in Rohingya camp context.
∎ Need to deal with CiC office for taking permission from respective camp and need to collaborate, represent the implementing project activity in different forum/sector.
∎ Design and facilitate and ensure validation (by technical referent) of volunteer, beneficiary and skills training on including teaching methodology.
∎ Provide technical guidance to the centre managers, field implementor, field facilitators to address their challenges in implementing agro-based training and centre based skills training.
∎ Organized beneficiary level training and provide input support to the beneficiary in a timely manner.
∎ Need to work under pressure, shouldering the responsibility where needed, analyze the project outcome and make plan as per result.
∎ Coordinate with technical staff in rehabilitation and accessibility to ensure a comprehensive approach to support specific needs of community stakeholders and the field facilitators.
∎ In Coordination with the Project Coordinator/ Project Focal person, He or she is responsible for Generating new ideas for promotion on Agricultural/ Aquaculture/ Centre Based Training
∎ Monitor project component activities from a technical point of view
∎ Provide on-time feedback & support to the DIP based technical issues faced on the field.
∎ Ensuring the implementation on the field of tools and process in response to the COVID-19 situation.
∎ Ensuring the quality of technical materials purchased through a collection of feedback from beneficiaries and ensure improvement.
∎ Proposing change, updates, and improvements of relevant project activities according to the Organization's strategy
∎ He or she is the focal person for coordination of technical support at the field level
∎ Identify technical weaknesses, challenges, and strengths of the team and provide concrete solutions and capacity building to address these issues
∎ Organize workshop on increased bargaining power, knowledge sharing etc. and keep the records properly.
∎ Ensure regularly monitoring of the activities of the field teams for quality, efficiency and appropriate response to the identified needs and report directly
∎ Support proper reporting- Assist to prepare reports as per CODEC's rule and donor requirements and to ensure a timely reporting on the self-reliance related data.
∎ Collect and document case study, lessons learnt as per project needs
∎ Ensure the gathering and consolidation the mapping of services
∎ Need to frequent field visit and report to PC about the needs, challenges with possible solution.
Additional Requirements:
∎ Age 30 to 40 years

∎ At least 3-5 years' work experience with 1-year proven experience in the same sector
∎ Excellent facilitation and documentation skills (designing/ facilitation of training, report, and communication).
∎ Computer knowledge (MS office package- both in English and Bangla);

∎ Strong team-work approach
∎ Communication skills in verbal and written Bangla and English
