Skills Required: Additional Requirements: Working WASH programming in humanitarian/emergency contexts.
Design and supervision of water supply, sanitation and FSM systems.
Project implementation, monitoring (MEAL) and reporting.
Stakeholder coordination (UNHCR, government, WASH sector)Contractor management, quality assurance, and use of engineering tools (AutoCAD, ArcGIS, EPANET).
Strong technical expertise in WASH system design, construction, and O&M in humanitarian settings.

Responsibilities & Context: - Provide strategic and technical leadership to ensure high-quality, efficient, and standards-compliant delivery of WASH infrastructure, services, and sustainable O&M systems in line with UNHCR and sector standards.
- Lead the end-to-end design, planning, and budgeting of WASH infrastructure, utilizing AutoCAD, ArcGIS, EPANET, and Excel for detailed engineering design, hydraulic modeling, spatial analysis, pipeline network optimization, and BoQ development.
- Oversee the full-cycle implementation of UNHCR-supported WASH interventions, ensuring quality assurance, timely delivery, and strict adherence to technical standards, donor requirements, and project targets.
- Provide technical supervision and mentorship to engineers and field teams, strengthening team capacity, ensuring effective execution, and promoting a culture of accountability and continuous improvement.
- Monitor construction activities and contractor performance, ensuring compliance with approved designs, technical specifications, safety standards, and contractual obligations.
- Develop, standardize, and implement technical guidelines, SOPs, monitoring tools, and quality assurance frameworks to enhance consistency, efficiency, and program quality.
- Ensure effective coordination and representation with government stakeholders (including CiC), UN agencies, and WASH sector partners to promote harmonized planning, resource optimization, and alignment with sector strategies.
- Provide technical inputs to proposal development, project design, procurement planning, and budget preparation, ensuring alignment with donor priorities and organizational standards.
- Strengthen data-driven programming by ensuring robust data collection, validation, analysis, and reporting systems to track progress, inform decision-making, and demonstrate impact.
- Promote integrated WASH programming by collaborating closely with hygiene promotion and community engagement teams to ensure inclusive, gender-sensitive, and technically sound interventions.
- Support and lead emergency WASH response activities, ensuring rapid, context-appropriate, and effective service delivery during crises.
- Develop and monitor periodic work plans, ensuring coordinated implementation across operational areas and timely achievement of outputs.
- Document and disseminate lessons learned, best practices, and technical innovations to strengthen program quality, knowledge sharing, and institutional learning.
