Job Context:
∎ All over the world girls are at risk because of their young age and their gender. They are at risk of being denied the opportunity to access a secondary education, to gain the skills and training they need to work and to exercise control over their sexual and reproductive health. They are at risk of being married before the age of 18. They are at risk of violence and harassment from men and boys in every space they occupy, including their home, their school, their refugee camp and their city.
∎ Civil registration (CR) is a process by which a government records vital events occurring in a population, such as births, deaths and marriages. It provides data on life itself and for governments it provides the sole continuous source of vital statistics (VS) for evidence-based policy and decision-making.
∎ Plan International is leading the development of OpenCRVS, a standards-based, open source software product that provides for the CRVS needs of all countries as a global good. It is a solution that responds to the needs of its users, both those that will be working with it on a daily basis and those people and institutions that stand to benefit from its functionality. The Government of Bangladesh have positioned CRVS as a key strategic priority and foundation of the "Digital Bangladesh" strategy, recognising it`s foundational capabilities to provide a unique identity through birth registration with which the population can access all e-Government services. Under the leadership of a2i in the Prime Minister`s office, the Government of Bangladesh have requested that Plan pursues an in-country implementation of OpenCRVS. This will be in line with ongoing work that has already been planned to develop a new CRVS system, and in partnership with a local technology firm with whom they have already engaged to build a digital CRVS solution.

∎ DO YOU HAVE THE SKILLS AND CONFIDENCE TO EFFECTIVELY MANAGE AND GUIDE THE PROJECT AT FIELD LEVEL AND CREATE COLLABORATIVE PARTNERSHIPS AND ALLIANCES WITH VARIOUS GOVERNMENT BODIES, PROJECT PARTNERS AND STAKEHOLDERS, DONOR AND OTHER INSTITUTIONS?
∎ IF YOUR ANSWERS ARE YES, THEN THIS IS THE JOB FOR YOU
Additional Requirements:
∎ At least 5-7 years of technical implementation experience (mobile solutions a distinct advantage) and ability to quickly familiarise his/herself with a digital product and explain it to technical and non-technical resources, ideally through multiple channels - documentation, presentation, visual representation e.g. process flows, use cases etc. Should have Knowledge and practical application of continuous improvement methodologies that facilitate iterative development of digital products and services and able to develop strong and lasting relationships with a range of stakeholders.
