Education:
    • Bachelor of Social Science (BSS) in International Relations, Development Studies
    • Bachelor of Business Administration (BBA)
    • Master of Social Science (MSS) in International Relations, Development Studies
    • Master of Business Administration (MBA)
  • Bachelor/Master's degree or higher in International Relations, Development Studies, Business Administration, or a related field, with strong grounding in donor relations, fundraising, and partnership management.

  • Age At least 30 years
  • At least 7-10 years of progressively responsible experience in international development, donor relations, fundraising, and partnership management, with proven expertise in donor networking and mapping, grant compliance, and contract negotiation.

  • Prior experience working across multiple countries or regional offices, particularly in South Asia, and managing diverse donor portfolios is highly desirable.

  • Excellent analytical, report-writing, and communication skills.

  • Ability to work in a multicultural environment.

  • Proficiency in Nepali or Bengali and English language (written and spoken).

  • Applicants must hold citizenship of either Bangladesh or Nepal, the employment agreement issued in line with the applicable country.



Responsibilities & Context:

Leading the development and strengthening of a resource mobilization strategy for the JCO in line with the sectoral priorities and Bangladesh-Nepal Joint Country Operational strategy. Developing a larger and more diversified portfolio of donors through pro-active resource mobilization. Developing and managing new sub regional partnerships (including private sector), covering both Nepal and Bangladesh scope of work enlarged to the region if relevant. Ensuring active grant compliance for Joint projects throughout the implementation of funded projects while strengthening systems and processes for effective contract management.

Objective 1: Situation analysis and strategy

  • Analyse the donors landscape in both countries, at sub-regional and regional levels in alignment with the strategic priorities identifies by the JCO

  • Research and analyse changing donor environment and strategies and advise on effective influencing of donors, linking in with CD and HQ as appropriate

  • Establish and maintain up-to-date funding strategies and donor engagement strategies

  • Oversee overall coherence and quality of donor relationships in both countries and at sub regional or regional levels when needed in close collaboration with CD, DROD and ROD

  • Evaluate & recommend response to fundraising opportunities.

Objective 2: Resource mobilization and diversification of funding portfolio

  • Support the implementation of funding strategies and donor engagement strategies

  • Identify, assess and approach new donors or funding sources including private donors, regional opportunities, technical and innovative source of funds

  • Represent the JCO and region as required with donors together with relevant program staff

  • Represent the JCO and region to the donor community and maintain positive working relationships with donor agencies

Objective 3: Development and management of JCO or sub regional partnerships (including private sector), covering both Nepal and Bangladesh scope of work enlarged to the region if relevant

  • Support in identifying and selecting new and key strategic partners to facilitate the implementation of JCO strategic priorities enlarged to regional level if relevant

  • Identify, select and build relevant partnership with private sector entities in close collaboration with JCO program and support teams and HQ and in line with JCO program strategic priorities

  • Support building partnership and formalizing the collaboration through formal agreements

  • Ensure co-assessment of partner's capacities and development of joint strategies

  • Conduct partner's due diligence and annual screening of partners following ACF standards for regional partners.

  • Coordinate with the support and programs teams of the JCO while developing joint projects/programmes

Objective 4: Grant compliance and contracts management for JCO

  • Lead responsibility for negotiating donor contracts favorably in line with ACF standards and coordinate the management of donor relationships for the JCO

  • Assist program teams in planning, coordinating, developing and submitting competitive, high quality concept papers, donor proposals, and budgets which are successfully funded by a variety of donors.

  • Support the effective management of the existing donor portfolio to ensure compliance; ensure quality and timely information; assess and advise staff on donor funding policies and requirements, seek advice and input from HQ for high risk donors.

  • Lead the biding process negotiations to ensure proposal reviews are completed and minimum standards are met accordance with ACF standards with the support of regional IT & Ensure the safety of the IT equipment and the users;

  • Ensure sign-off of donor proposals, reports and contracts according to ACF processes.

  • Support preparation for audits of donor funded programs as required.

  • Obtain any donor approvals, extensions and amendments in line with ACF standards

  • Provide quality control on all donor solicitations, reports and communications

  • Work closely with the team, partners and Compliance team and ensure they have good understanding of the donors' requirement as agreed in the partnership agreement.

Objective 5: Coordination and information management

  • Help ensure effective co-ordination and information flows between HQs, JCO and Regional teams

  • Co-ordinate donor visits and facilitate reasonable requests from donors

  • Help develop information for induction, funding manuals/JCO funding strategies and other resources

  • Maintain and advise on the maintenance of funding information systems and records on donor contracts both manually and electronically.

Objective 6: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary

  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries

  • Ensure the incorporation of gender equity principles in all policies and activities

  • Encourage the participation of all genders in meeting and on committee;

  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
