Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project named ‘Strengthening Community level Child Protection Mechanisms to Protect Children and End Child Labor in Gazipur. The project will be implemented by the support of ‘Save the Children in Bangladesh’ and joint financing support by ‘Japan Ministry of Foreign Affairs’ and Save the Children Japan. The project focuses on strengthening community-based child protection systems, improving awareness, establishing community structures, and enhancing referral and coordination mechanisms to prevent and respond to child labour and other child protection issues. BTS is going to recruit a ‘Monitoring and Documentation Officer’ for the project mentioned.

Job Description/Role Purpose: The Monitoring and Documentation Officer is mainly responsible for providing adequate support in the areas of monitoring, evaluation, accountability, learning and knowledge management, research, and reporting to ensure an efficient and effective MEAL system is being implemented in the project under the assigned sector within Breaking the Silence's programs, complying with our technical partner SCI Bangladesh standards and procedures
This person will be responsible for implementing the MEAL system at the project level to track project progress and implement Quality Benchmark (QB), accountability system, facilitate learning and knowledge management mechanisms at the project level. S/he will be responsible for developing data collection tools, orienting data collectors, and supervising data collection. S/he will also be responsible for ensuring the quality of data, project information system, data management, updating the MEAL database, troubleshooting technical problems, and analysing MEAL data at key intervals. S/he will support the conduct of training/workshops to build the capacity of the project staff on MEAL and provide them with ongoing MEAL technical support. S/he will coordinate with the Manager-MEAL for providing support to the sector to prepare monthly, quarterly, and annual reports for the country Office (CO) of BTS, SCI, and other stakeholders.
KEY AREAS OF RESPONSIBILITIES:
Technical and system development: The Monitoring and Documentation Officer are responsible for developing, maintaining, and continuously improving the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) framework, ensuring full alignment with project log frame indicators, targets, and baseline/endline requirements. S/he designs and updates data collection tools, indicator tracking systems, and databases to support systematic tracking of outputs and outcomes in line with donor and SCI MEAL standards. The role also involves reviewing and adapting MEAL plans to ensure relevance to evolving project needs and ensuring integration of quality benchmarks and organizational MEAL strategies.
MEAL implementation, Data Quality and Monitoring: The Officer ensures accurate, reliable, and timely data collection, analysis, and reporting across all project activities. S/he conducts regular field visits to monitor implementation quality, verify field-level data, and provides technical guidance to project staff on MEAL tools and processes. The role includes establishing and maintaining a robust monitoring system to track progress against predefined indicators, while ensuring data quality through routine validation, verification, and Data Quality Assessments (DQA). The Officer also supports capacity building of staff on monitoring tools, reporting formats, and evidence-based programming.
Learning, Documentation & Evidence Generation: The Monitoring and Documentation Officer develop and implements a learning agenda to promote continuous improvement and adaptive programming. S/he documents best practices, lessons learned, and project achievements, and produces high-quality case studies, success stories, and learning briefs for reporting, knowledge management, and external communication. The role contributes to strengthening organizational learning systems by facilitating reflection sessions, documenting evidence, and supporting innovation and knowledge sharing across the project.
Accountability and Feedback Mechanisms: The Officer establishes and manages a structured and accessible Feedback and Response Mechanism (FRM/CFRM), ensuring that feedback and complaints from beneficiaries and stakeholders are collected, documented, analyzed, and responded to in a timely and confidential manner. S/he ensures proper documentation of response actions, closure of feedback loops, and maintenance of the accountability database. The role includes training project staff on feedback systems, analyzing feedback trends for program improvement, and ensuring full compliance with accountability standards.
Data Management and Protection: The Monitoring and Documentation Officer is responsible for maintaining a structured project database/MIS, ensuring accurate data entry, secure storage, controlled access, and adherence to data protection protocols. S/he ensures confidentiality and ethical handling of sensitive child protection data, including proper documentation and management of case-related information. The role also includes tracking referral outcomes and maintaining updated case management and referral databases to ensure quality reporting and alignment with project indicators.
Coordination & Reporting Support: The Officer works closely with the Project Manager, Project Team, BTS MEAL Lead and SCI MEAL team to ensure standardized reporting in line with donor requirements. S/he provides data and evidence for monthly, quarterly, and annual reports, and supports preparation of donor reports and knowledge products. The role includes coordinating with internal departments (Finance, HR, Operations) to ensure integrated support for MEAL systems and representing the project in relevant meetings, workshops, and technical forums.
Others:
Collaborating with support departments to ensure adequate resourcing and support for the child protection MEAL system, including finance, logistics, human resources, transparency, and security.
Representing Breaking the Silence’s MEAL system in internal and external meetings, workshops, and training sessions related to child protection.
The Monitoring and Documentation Officer perform any additional tasks assigned by the supervisor related to MEAL, documentation, and reporting, and remains prepared to support emergency response or other organizational priorities as required.

Tenure of Services Contract:
3 (Three) months’ probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.

Gross: Taka 52,800.00 (Fifty-Two Thousand Eight Hundred) Per Month
2-day weekend
Bonus (One-month equivalent salary)
5% salary deduction from Basic salary for depositing into the BTS Staff Welfare Fund.
Office time, Annual Leave, Increment & other facilities will be applicable as per ‘Recruitment and Human Resource Management Policy’ of Breaking the Silence.
