Experience:

  • 5 years of relevant professional experience in the development sector.

  • 2 years' experience working as Livelihood/ Entrepreneurship Development, gender Specialist in the development and humanitarian context.

  • 2 years' experience in capacity development of GO, NGO, and market actors.

  • Strong understanding of income enhancing programme such as skills development, micro-business. etc.

  • Understanding the income opportunities in the host and FDMN communities in Cox's Bazar.

  • Experience in Multipurpose Women Centre in the development and humanitarian context.

Responsibilities & Context:

The Technical Specialist will provide technical support to the project team to uphold technical integrity in the area of entrepreneurship development and GFIS. S/He will identify training needs, develop technical materials, technical training module, facilitate technical sessions, evaluate training session, organize entrepreneurship develop workshop, market linkage and financial development workshop, building linkage with service providers. S/He will lead the project team to success through capacity building of the team, organizing resources and monitoring the quality and timely reporting of project progress and successes.

Objective 1: Contribute analysis and follow up the evolution of the livelihoods context, food insecurity, skills development and women

  • empowerment in Cox's Bazar District

  • Support the collection, analysis, and interpretation of data related to food security, livelihoods, and eco-friendly entrepreneurship, with particular attention to gender dynamics and the inclusion of marginalized and vulnerable groups. Use insights to inform sustainable livelihood interventions and market-oriented entrepreneurship opportunities.

  • Contribute to stakeholder mapping, analysis, and consultations to strengthen gender-responsive and inclusive livelihood services. Support the design and delivery of interventions linked to social safety nets that promote income generation, self-employment, and entrepreneurship-especially for women and underserved populations.

  • Provide evidence-based inputs to technical teams in Dhaka on how living conditions affect livelihood opportunities, enterprise development, and economic resilience. Highlight constraints and opportunities related to skills, market access, financial inclusion, and environmentally sustainable practices.

  • Actively participate in assessments, surveys, and evaluations of livelihood and entrepreneurship programmes. Ensure the integration of eco-friendly entrepreneurship models, green and inclusive financial services (GFIS), and climate-resilient livelihood approaches across programme design and implementation.

Objective 2: Ensure proper implementation of the gender sensitive livelihoods project activities

  • Support the Program Manager in developing the Detailed Implementation Plan (DIP) aligned with the project logical framework.

  • Assist in organizing inception meetings with local authorities.

  • Facilitate beneficiary targeting in line with selection criteria, ensuring inclusion of women, PWDs, and disadvantaged groups.

  • Provide technical guidance to staff on eco-friendly entrepreneurship and GFIS activities.

  • Coordinate with logistics, finance, partnership, audit, and MEAL departments for smooth implementation.

Objective 3: Build volunteer and staff capacity of project staff on entrepreneurship and business development activities of the project

  • Assist in organizing orientation programs for project staff.

  • Identify training needs in eco-friendly entrepreneurship and GFIS management, and design tailored training modules/manuals.

  • Provide coaching, mentoring, and on-the-job support to staff and community mobilisers.

  • Support staff in developing IEC materials and training resources.

  • Conduct regular follow-ups and provide constructive feedback.

Objective 4: Set up monitoring mechanism for the project and regular feedback to management for decision-making and lead data collection & surveys

  • Support the Program Manager in developing monitoring frameworks and tools.

  • Assist in data collection related to entrepreneurship development, GFIS utilization, and project indicators.

  • Conduct regular field visits to Whykong and Hnila unions, including GFIS inspections, to track project impact.

  • Provide evidence-based recommendations from income data and GFIS service analysis.

  • Ensure proper documentation and reporting of monitoring results

Objective 5: Take care livelihoods, GFIS and related aspects of the project in order to ensure the smooth implementation

  • Ensure GFIS facilities are safe, secure, and gender-responsive.

  • Support timely procurement and supply of essential commodities for entrepreneurship and GFIS activities.

  • Monitor proper utilization of Business Activation Grants and GFIS budgets.

  • Maintain inventory registers and supervise guards/cleaners for GFIS upkeep.

  • Prepare financial projections and ensure compliance with audit requirements

Objective 6: Participate in internal/external coordination meeting, timely reporting & documentation on project activities

  • Support the Program Manager in organizing and facilitating events, dialogues, workshops, and training at GFIS and community spaces.

  • Foster collaborative relationships with market actors, service providers, and host community representatives.

  • Network with government agencies, NGOs, and community-based organizations to coordinate responses and resources.

  • Prepare reports, presentations, and documentation related to entrepreneurship and GFIS activities.

  • Represent the organization in meetings when delegated by the Program Manager.

Objective 7: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary

  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries

  • Ensure the incorporation of gender equity principles in all policies and activities

  • Encourage the participation of all genders in meeting and on committee;

  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
