  • Knowledge in community development, ability to work under timeline, strong partnership development skills, facilitating participatory training, conducting the workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, strong interpersonal skills, team-building capacity, problem-solving skills.

 Good writing and speaking skills in English and Bangla.

 Must have computer skills in MS Word, Excel, PowerPoint and SPSS.

 Experience to drive Motorcycle and have valid motorcycle driving license will give priority in selection process.



Responsibilities & Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project named ‘Strengthening Community level Child Protection Mechanisms to Protect Children and End Child Labor in Gazipur. The project will be implemented by the support of ‘Save the Children in Bangladesh’ and joint financing support by ‘Japan Ministry of Foreign Affairs’ and Save the Children Japan. The project focuses on strengthening community-based child protection systems, improving awareness, establishing community structures, and enhancing referral and coordination mechanisms to prevent and respond to child labour and other child protection issues. BTS is going to recruit a ‘Case Management Officer’ for the mentioned project.

Job Purpose:

The Case Management Officer (CMO) is responsible for coordinating case management processes to ensure children at risk are identified, referred, and supported through appropriate services in a timely and effective manner. S/he strengthens referral pathways, provides technical guidance to field staff, and ensures proper case tracking, documentation, and follow-up in line with child protection standards, while maintaining coordination with government and service providers and upholding safeguarding and confidentiality principles throughout implementation.

Job Description / Responsibilities:

 Case Management Coordination & Team Leadership: The Case Management Officer (CMO) is responsible for leading and coordinating case management functions within the project scope, ensuring a structured and effective workflow for case identification, referral, and follow-up. S/he provides technical guidance and supportive supervision to project staff, particularly Community Mobilizers and Project Officers, who are involved in identifying and referring children at risk. The CMO ensures strong coordination among field-level staff and promotes consistency in case handling, acting as the focal point for all case management-related issues at the project level.

 Case Identification, Referral & Service Coordination: The CMO oversees the identification of children at risk of protection concerns and ensures that cases are appropriately referred through established and approved referral pathways. S/he maintains close coordination with relevant service providers, including the Department of Social Services (DSS) and other actors, to facilitate access to services such as education, health, and social protection. The role focuses on strengthening the referral system rather than directly delivering services, ensuring that all cases are handled in accordance with child protection standards and best practices.

 Follow-Up, Case Tracking & Quality Assurance: The CMO monitors the progress of referred cases and ensures timely follow-up to confirm that children receive appropriate services. S/he facilitates case discussions and case conferencing where necessary, particularly for complex or high-risk cases, and ensures that case management processes follow minimum standards. The role also includes maintaining a structured system for tracking case progress, identifying gaps, and improving the quality and effectiveness of case management interventions.

 Coordination with Government & Stakeholders: The CMO maintains regular liaison and coordination with government agencies, particularly DSS, as well as NGOs, CSOs, and other service providers involved in child protection. S/he participates in coordination meetings, consultations, and forums related to case management to strengthen collaboration and enhance service accessibility. The role supports system strengthening through coordination and alignment with existing government mechanisms.

 Technical Support to Field Teams: The CMO provides ongoing technical support and guidance to field-level staff on case identification, safe referral practices, documentation, and ethical handling of sensitive information. S/he ensures that Community Mobilizers and Project Officers are able to understand and apply referral procedures appropriately and consistently. The role emphasizes on-the-job support rather than formal training or module development, in line with project scope.

 Documentation & Reporting: The CMO ensures that all case-related documentation is properly maintained, updated, and compliant with minimum standards and confidentiality requirements. S/he compiles and reviews case data, supports preparation of case management reports, and provides inputs to overall project reporting. The CMO works closely with the MEAL Officer to ensure accurate case tracking, validation of referral outcomes, and alignment of case data with project indicators and reporting requirements.

 Psychosocial Support & Referral: The CMO identifies children and caregivers who require psychosocial support and facilitates their referral to appropriate specialised service providers. Where appropriate, the CMO provides basic psychosocial support in line with program guidelines, ensuring that more complex needs are addressed through professional services rather than direct service delivery by the project.

 Safeguarding & Ethical Practice: The CMO ensures that all case management processes adhere strictly to child safeguarding policies, confidentiality protocols, and ethical standards. S/he ensures safe handling of sensitive information and promptly reports any safeguarding concerns through appropriate organisational mechanisms.

 Field Engagement & Monitoring: The CMO conducts regular field visits to monitor case management processes, support field staff, and ensure that referral mechanisms are functioning effectively at the community level. S/he also identifies operational challenges and recommends improvements to strengthen case management systems.

 Finance and Administrative: The Case Management Officer supports compliance with the financial and administrative rules and regulations of BTS and development partners, assists the Finance and Admin section during financial visits and audits as required, and contributes to financial and accounts related documentation when needed to ensure smooth coordination and timely submission

Others: The Case Management Officer performs any additional duties assigned by the Project Manager or organizational management and remains prepared to support emergency responses or other priority activities as required.

 Full-time

Tenure of Services Contract:

 3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.

Job Other Benifits:
    • Gross: Taka 52,800.00 (Fifty Two Thousand Eight Hundred) Per Month

    • 2 days weekend

    • Bonus (One month equivalent salary)

    • 5% salary deduction from Basic salary for depositing BTS Staff welfare fund.

    • Office time, Annual Leave, Increment & other facilities will be applicable as per ‘Recruitment and Human Resource Management Policy’ of Breaking the Silence.
