Job Context:
∎ LWF-RDRS Emergency Program (LREP) is a joint intervention of RDRS Bangladesh and the Geneva-based Lutheran World Federation (LWF) where RDRS leads the implementation on the ground with technical support from LWF. The program started in February 2019 with funding support from Australian Lutheran World Service (ALWS) to provide emergency-humanitarian support to the Forcibly Displaced Myanmar Nationals (FDMNs) and nearby host communities` people in Cox`s Bazar District of Bangladesh. Additionally, the program receives regular funding support from the Diaconia of the Evangelical Church of Czech Brethren (DECCB).
∎ RDRS Bangladesh is currently seeking a qualified candidate for the position of Team Leader for the said program. This position is contingent upon award and will be based in Cox’s Bazar, Bangladesh.
Job Responsibilities:
∎ Major responsibilities of this position are as follows:
∎ Conduct evidence-gathering research/needs assessment with the affected population to identify/revise the components of LREP;
∎ Collect intervention information/needs from the relevant stakeholders (e.g., Inter-sector Coordination Group- ISCG, Refugee Relief & Repatriation Commissioner-RRRC Office, DC Office, Camp in Charge- CiC Office and integrate the information with the evidence generated from the research;
∎ Develop/revise an evidence-based program based on the research data and information. The program needs to be revised/revamped every six months to ensure meeting the changing needs/contexts of the affected population;
∎ Communicate with the donors with learning/progress/updates;
∎ Write and submit the proposals to the donors, and raise funds;
∎ Manage/track the fund expenditure in close coordination with HQ;
∎ Keep regular track of the implementation progress in line with the designed program framework;
∎ Lead the LREP team in implementing the program on the ground as per the designed framework;
∎ Initiate and lead the procurement for the projects at the CXB level by keeping the supervisor and Dhaka Office finance team informed;
∎ Take initiative and co-operate with the Dhaka Office HR team for staff recruitment for the LREP team;
∎ Manage human resources (i.e., prepare annual performance appraisal for all the staff, train the staff on different issues of interest, etc.) at the CXB level;
∎ Manage the office and assets of LREP in CXB,Ukhiya and Moheshkhali;
∎ Representation, People Management, and Rapport-building;
∎ Represent RDRS Bangladesh at different government authorities (e.g., DC, RRRC, UNO, etc offices) and international humanitarian communities (Inter-sector Coordination Groups, etc) at CXB Level;
∎ Represent both RDRS Bangladesh and LWF at ACT Alliance and other international forums/communities;
∎ Keep regular communications with the donors, partners, and other stakeholders of the program;
∎ Build and maintain functional relationships with the relevant government counterparts (DC, RRRC, CiC, UNO, UAO, ULO, etc offices) through regular update sharing/communications/inception meetings. It is advised to keep these offices directly engaged in designing the program components;
∎ Documenting the learning/implementation progress every month and share the report with LWF and donors (if required);
∎ Take the lead on preparing quarterly and annual program reports for RDRS Leadership, donors, and government offices (i.e. DC Office, CiC Office, etc);
∎ Take the lead on preparing financial reports for the donors and audits.
Additional Requirements:
∎ Age at most 55 years
∎ Minimum 10 years work experience in relevant activities in Development Organizations Specially 3 years proven experience in humanitarian crisis responses/Cox's Bazar Context.
∎ Should be able to work with many other implementing agencies for the same cause;
∎ Willingness to live and travel in Cox's Bazar and rural project areas;
∎ Cultural sensitivity, team spirit and a can-do attitude of service;
∎ Demonstrated leadership and program development abilities and strategic thinking;
∎ Able to multi-task, problem solve and deal with complex relationships and situations;
∎ Knowledge in rights-based community development, Education, Income Generation/ Livelihood, Market Linkage, WASH, Protection, DRR/Tree plantation and other related areas, or willingness to learn;
∎ Fluent spoken and written in Bangla and English languages skills and computer literacy;
∎ Ability to work under stressful situations and meet datelines;
∎ Experience on community mobilization, linkage and liaison;
∎ Influencing, negotiating and interpersonal skills;
∎ Highly developed relationship building;
∎ Age may be relaxed for deserving candidates.
Salary: Tk. 130000 (Monthly)
