Additional Requirements:

  • Bachelor’s or Master’s degree in Accounting, Finance, or Business Administration (MBA/MCom) from a recognized institution.

  • Minimum of 5 years of professional experience in finance, accounting, and administrative management roles within the NGO/INGO sector.

  • Proven track record of managing finances for donor-funded projects. Experience in working with UNICEF HACT guidelines and financial compliance protocols is highly preferable.

  • Comprehensive and practical understanding of Bangladesh Government tax and VAT regulations, labor practices, and regulatory laws.

  • Efficiency in operating accounting software (such as Tally or major ERP packages) along with advanced competency in Microsoft Office Suite.

  • Excellent written and verbal communication skills in both Bangla and English.

  • Ability to work effectively under pressure, manage multi-district programmatic cost tracking, and coordinate with local vendors and government offices.



Responsibilities & Context:

Job Context:

The project "Implementation of the MNCH activities in selected districts (Bagerhat, Noakhali, Kishoreganj and Sirajganj) of Bangladesh and relevant national level support (MNCH project)" is funded by UNICEF and implemented through a consortium between Concern Worldwide and Friends in Village Development Bangladesh (FIVDB). Operating within Bangladesh’s Primary Health Care (PHC) framework, the project addresses critical gaps in maternal, neonatal, and child health (MNCH) outcomes. It focuses on reducing preventable maternal and newborn mortality across underserved and climate-vulnerable pockets of the 4 target districts. The duration of the project is up to June, 2027, and the job is contractual for the project period. FIVDB serves as the national executing partner, closely collaborating with the Directorate General of Health Services (DGHS), the Directorate General of Family Planning (DGFP), local government counterparts, and the consortium lead to ensure sustainable scale-up and institutional systems strengthening.

Job Summary:

The Programme Support Officer (PSO) will be responsible for managing the day-to-day financial, accounting, HR, administrative, and logistical operations of the project at the district level. Reporting directly to the District Technical Coordinator (DTC), the PSO will ensure that all financial transactions, localized procurements, and administrative workflows strictly comply with FIVDB policies, Bangladesh Government laws, and UNICEF Harmonized Approach to Cash Transfers (HACT) financial frameworks. S/he will be responsible for handling budget tracking, processing field-level activity expenditures (such as training workshops and coordination meetings), managing office logistics, and maintaining comprehensive documentation for audit readiness.

Key Responsibilities:

Financial Operations:

  • Manage bank operations, and payable functions for the project at the district level, ensuring uninterrupted fund flows for field activities.

  • Process project-related payments (on time), vendor invoices, travel claims, and staff advances after proper verification of supporting documents.

  • Prepare and submit comprehensive monthly project financial reports, bank reconciliations (as applicable), and cash flow forecasts to the supervisor and central finance team on time.

  • Maintain accurate, well-segregated financial ledger records using accounting software (e.g., Tally or ERP systems) and spreadsheets.

  • Maintain organized financial records for audit purposes.

  • Ensure the compliance of donor regulations and organization policy in financial management.

Budget Tracking & Compliance (UNICEF HACT Framework):

  • Monitor field-level expenditures against the approved project budget lines, reporting variations or potential over/under-utilization to the DTC and Project Manager.

  • Ensure strict adherence to UNICEF HACT financial regulations, donor policies, and standard internal controls to eliminate financial risks and fraud.

  • Coordinate and provide data for quarterly/monthly fund requests, ensuring all means of verification (MoV) for activity expenditures are complete.

  • Ensure updated income tax, VAT, revenue stamp, and other statutory compliance regulations in accordance with Bangladesh government laws, preparing necessary monthly VAT/Tax reports for submission.

Financial Reporting:

  • Prepare and submit monthly financial reports on time.

  • Consolidation of financial data for internal and donor reporting as per requirement.

  • Assist with audits, reviews and ensure correct application of tax and VAT.

Coordination with Partner/Consortium:

  • Support consortium and donor in clarifying any budgetary issues related with FIVDB.

  • Coordinate with FIVDB, Concern Worldwide and UNICEF finance teams to resolve any financial issues that requires clarification or rectification.

Other responsibilities:

  • Ensure FIVDB's strict zero-tolerance policy against fraud, financial misconduct, child exploitation, and Sexual Exploitation and Abuse (SEA) across all field operations.

  • Collaborate with HR/Admin, Finance, Procurement, and other teams for effective project implementation.

  • Undertake additional tasks assigned by FIVDB authorities.
