  • Age At least 32 years
  • Bachelor’s degree in medicine, Health Economics or Development Studies. A postgraduate qualification in Public Health, Nutrition, Epidemiology, or other health and nutrition-related fields is highly preferred

  • Minimum of 7–10 years of professional experience implementing public health, nutrition, or humanitarian development initiatives, with a direct focus on RMNCAH / MNCH portfolios.

  • At least 3 years of experience in a supervisory or coordinator role managing field-level operations, health facilities, and multi-disciplinary teams within an NGO/INGO setting.

  • Proven track record of direct collaboration alongside government health structures (DGHS & DGFP) at district and upazila levels.

  • Practical familiarity with digital health reporting tools, specifically DHIS2 software, OpenSRP platforms, or electronic MIS (eMIS).

  • Competency in Microsoft Office Suite applications (Word, Excel, PowerPoint) and virtual project communication tools.

  • Demonstrated understanding of national clinical packages (MNH, KMC, IMNCI, IPC), Quality Improvement initiatives, and GoB MPDSR guidelines.

  • Excellent interpersonal and professional communication skills in both English and Bangla.

  • Willingness to travel extensively to field locations



Responsibilities & Context:

Job Context:

The project "Implementation of the MNCH activities in selected districts (Bagerhat, Noakhali, Kishoreganj and Sirajganj) of Bangladesh and relevant national level support (MNCH project)" is funded by UNICEF and implemented through a consortium between Concern Worldwide and Friends in Village Development Bangladesh (FIVDB). Operating within Bangladesh’s Primary Health Care (PHC) framework, the project addresses critical gaps in maternal, neonatal, and child health (MNCH) outcomes. It focuses on reducing preventable maternal and newborn mortality across underserved and climate-vulnerable pockets of the 4 target districts. The duration of the project is up to June 2027, and the job is contractual for the project period. FIVDB serves as the national executing partner, closely collaborating with the Directorate General of Health Services (DGHS), the Directorate General of Family Planning (DGFP), local government counterparts, and the consortium lead to ensure sustainable scale-up and institutional systems strengthening.

Job Summary:

The District Technical Coordinator (DTC) will hold overall operational, technical, and field-level implementation responsibility for all project outputs within their assigned target district. Reporting directly to the Programme Manager, the DTC will lead district-level planning, field execution, localized supervision, data monitoring, and partnership coordination in strict accordance with UNICEF, GoB, and consortium guidelines. DTC will also provide direct administrative and technical leadership to the district field team including Programme Officers and MIS & Documentation Officers ensuring all field level deliverables are executed efficiently within the project time frame. S/he will act as the core district-level point of contact for UNICEF field offices, local health administration (Civil Surgeon, DDFP, UH&FPOs, UFPOs), and local government authorities (UNO) to ensure data-driven, climate-resilient, and equity-focused primary healthcare delivery.

Key Responsibilities:

District level Coordination and Management:

  • Lead overall planning, implementation, monitoring, and reporting of all project interventions within the assigned district.

  • Ensure timely achievement of district-level project outputs, outcomes, and key performance indicators.

  • Develop district implementation plans, activity schedules, and resource allocation plans aligned with annual work plans.

  • Provide strategic leadership to district teams and facilitate adaptive management based on emerging evidence and field realities.

  • Serve as the primary district focal point for UNICEF, DGHS, DGFP, local administration, and consortium partners.

  • Adapt field implementation strategies dynamically to mitigate seasonal climate vulnerabilities (e.g., floods/cyclones in Noakhali/Bagerhat) and geographic isolation.

Technical Leadership for Integrated PHC and MNCH:

  • Demonstrated expertise in planning, implementing, and overseeing integrated Primary Health Care (PHC) and Maternal, Newborn, and Child Health (MNCH) programmes, including the operationalization of the Reaching Every Mother and Every Newborn (REMN) strategy

  • Support implementation of MNCH quality of care standards across targeted Primary Health Care facilities (including Union Health & Family Welfare Centres, Community Clinics, and Upazila Health Complexes).

  • Work closely to supervise the integration of digital health tracking systems, facilitating the entry and validation of core maternal and newborn data into OpenSRP, eMIS, and DHIS2 reporting platforms.

  • Support roll out of continuum of care encompassing Antenatal Care (ANC), Safe Delivery, Postnatal Care (PNC), Essential Newborn Care (ENC), Emergency Obstetric and Newborn Care (EmONC), Special Care Newborn Units (SCANUs), Kangaroo Mother Care (KMC), Integrated Management of Newborn and Childhood Illnesses (IMNCI), Infection Prevention and Control (IPC), referral systems and Maternal and Perinatal Death Surveillance Response (MPDSR) to improve maternal and newborn health outcomes

  • Facilitate conduction of capacity development activities of MOHFW staff and project team regarding clinical mentorship and Plan-Do-Check-Act (PDCA) quality improvement cycles.

  • Monitor supply chain readiness to ensure that UNICEF-provided commodities (e.g., radiant warmers, phototherapy units, hemoglobin kits, tablet devices) are distributed, installed, and utilized without stock-outs.

Government Coordination and Stakeholder Engagement:

  • Maintain strong working relationships with Civil Surgeons, Deputy Directors of Family Planning, UH&FPOs, UFPOs, RMOs, and relevant government stakeholders.

  • Provide technical support to district and upazila health authorities in implementation of MNCH priorities and health systems strengthening initiatives.

  • Facilitate integration of project interventions into government planning and budgeting processes, including District Evidence-Based Planning and Budgeting (DEPB).

  • Organize and facilitate district and upazila coordination meetings, technical working groups, and review meetings.

  • Represent the project in district-level health sector coordination forums and government-led platforms.

  • Coordinate joint monitoring visits with UNICEF, DGHS, DGFP, and consortium partners.

Operational, Financial, and Data Management:

  • Oversee day-to-day district-level financial resource management, logistics, transportation, and equipment allocation under the guidance of the Programme Manager.

  • Ensure strict field-level compliance with UNICEF HACT (Harmonized Approach to Cash Transfers) regulations and audit requirements.

  • Monitor district and upazila digital dashboards (DHIS2, OpenSRP, eMIS) to ensure data completeness and use information for routine corrective actions.

  • Guide the field team in running community-based and facility-based death review processes through the MPDSR dashboard within standard timeframes.

  • Be responsible for the development of all key government approval documents at the field level regarding GoB processes.

  • Compile and draft high-quality field progress updates, data analyses, technical briefs, and descriptive case studies for the central project office.

Human Resource Management:

  • Supervise, mentor, and evaluate the performance of District & Upazila level project staff.

  • Provide required support through regular feedback, mentoring and capacity building initiatives.

  • Ensure FIVDB's strict zero-tolerance policy against fraud, financial misconduct, corruption, child exploitation, and Sexual Exploitation and Abuse (SEA).

  • Conduct staff coordination meetings at district level to align schedules and resolve problems/risks.

  • Ensure required support to the implementing partner by the respective team members.

Other responsibilities:

  • Collaborate with HR/Admin, Finance, Procurement, and other teams for effective project implementation.

  • Undertake additional tasks assigned by FIVDB authorities
