Education:
Bachelor’s degree in medicine, Health Economics or Development Studies. A postgraduate qualification in Public Health, Nutrition, Epidemiology, or other health and nutrition-related field is highly preferred.
Minimum of 8-12 years of professional experience managing public health specifically focusing on Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) / MNCH portfolios.
At least 5 years of senior managerial experience heading multi-district programs or managing operations, working closely with Primary Health Care (PHC) component under DGHS and DGFP at the national and subnational level.
Understanding of health system and demonstrated experience of health system strengthening in Bangladesh.
Technical proficiency navigating digital health systems, specifically DHIS2 software, OpenSRP platforms, or electronic MIS (eMIS) tools.
Competency in Microsoft Office Suite applications (Word, Excel, PowerPoint) and virtual project communication tools.
Excellent interpersonal and professional communication skills in both English and Bangla
Willingness to travel extensively to field locations.
Job Context:
The project "Implementation of the MNCH activities in selected districts (Bagerhat, Noakhali, Kishoreganj and Sirajganj) of Bangladesh and relevant national level support (MNCH project)" is funded by UNICEF and implemented through a consortium between Concern Worldwide and Friends in Village Development Bangladesh (FIVDB). Operating within Bangladesh’s Primary Health Care (PHC) framework, the project addresses critical gaps in maternal, neonatal, and child health (MNCH) outcomes. It focuses on reducing preventable maternal and newborn mortality across underserved and climate-vulnerable pockets of the 4 target districts. The duration of the project is up to June, 2027, and the job is contractual for the project period. FIVDB serves as the national executing partner, closely collaborating with the Directorate General of Health Services (DGHS), the Directorate General of Family Planning (DGFP), local government counterparts, and the consortium lead to ensure sustainable scale-up and institutional systems strengthening.
Job Summary:
The Programme Manager - MNCH will hold overall operational, technical, and financial responsibility for the successful execution of all project outputs. S/he will lead project planning, field implementation, supervision, monitoring, and financial compliance in strict accordance with UNICEF and or consortium guidelines and according to Bangladesh government law and regulations. The Programme Manager will provide direct management and administrative leadership to the FIVDB project team including District Technical Coordinators, Programme Officers, MEAL Officers, and Finance & Administration Officer, ensuring all project deliverables are executed cleanly within the project timeframe. S/he will act as a core point of contact for the consortium lead (Concern Worldwide), UNICEF field offices, and the Ministry of Health and Family Welfare (MOHFW) administrative tiers to ensure data-driven, climate-resilient, and equity-focused primary healthcare delivery.
Key Responsibilities:
Provide overall technical and operational leadership for the execution of core project outputs.
Proven ability to strengthen health systems through collaboration with government stakeholders, particularly DGHS and DGFP, and other relevant stakeholders
Strong skills in programme management, policy engagement, capacity building, multi-stakeholder coordination
Lead adaptive management strategies to address geographic isolation, poverty barriers, and seasonal climate vulnerabilities (e.g., floods and cyclones in Noakhali and Bagerhat).
Manage the execution of the project work plan, ensuring milestone reviews at Month 6 and Month 8 are met to validate integrated PHC model scale-up.
Technical Oversight, Quality Assurance, and Donor Compliance:
Demonstrated expertise in planning, implementing, and overseeing integrated Primary Health Care (PHC) and Maternal, Newborn, and Child Health (MNCH) programmes, including the operationalization of the Reaching Every Mother and Every Newborn (REMN) strategy
Support implementation of MNCH quality of care standards across targeted Primary Health Care facilities (including Union Health & Family Welfare Centres, Community Clinics, and Upazila Health Complexes).
Supervise the integration of digital health tracking systems, facilitating the entry and validation of core maternal and newborn data into OpenSRP, eMIS, and DHIS2 reporting platforms.
Strong technical knowledge of the continuum of care encompassing Antenatal Care (ANC), Safe Delivery, Postnatal Care (PNC), Essential Newborn Care (ENC), Emergency Obstetric and Newborn Care (EmONC), Special Care Newborn Units (SCANUs), Kangaroo Mother Care (KMC), Integrated Management of Newborn and Childhood Illnesses (IMNCI), Infection Prevention and Control (IPC), referral systems and Maternal and Perinatal Death Surveillance Response (MPDSR) to improve maternal and newborn health outcomes
Design the capacity development needs of health facility staff and project team regarding clinical mentorship and Plan-Do-Check-Act (PDCA) quality improvement cycles.
Coordinate with DGHS/DGFP on supplies to ensure that UNICEF-provided commodities (e.g., radiant warmers, phototherapy units, hemoglobin kits, tablet devices) are distributed, installed, and utilized without stock-outs.
Coordinate and oversee the endline evaluation process in Month 8–9 to establish evidence-based models for national scale-up.
Partnership and Stakeholder Coordination:
Coordinate closely with the Consortium Lead (Concern Worldwide) and UNICEF health specialists to maintain seamless operational alignment.
Cultivate and sustain functional linkages with the Ministry of Health and Family Welfare (MOHFW), DGHS, and DGFP at national, district, and upazila tiers to institutionalize MPDSR and QI review committees.
Represent FIVDB at national-level technical workshops, advocacy forums, and district-level Evidence-Based Planning and Budgeting (DEPB) sessions to advance localization and sustainability.
Organize and run multi-stakeholder district and sub-district coordination meetings involving local administration representatives (UNO, UHO, UHFPO) to drive local governance ownership.
Financial and Operational Management:
Overall responsible for the smooth and effective management of the project including finance and operational planning, budget control and necessary adjustment.
Drive full compliance with UNICEF HACT (Harmonized Approach to Cash Transfers) financial regulations, checking that cash-flow monitoring, fund distribution, and liquidation documentation occur on a prompt quarterly basis.
Manage project inputs including financial resources, equipment, logistics, transportation, and communication.
Ensure project implementation meets donor compliance standards.
Be responsible for the development of all key government approval documents at the field level regarding GoB processes.
Oversee and contribute to the preparation of quarterly and annual reports, technical briefs, and case studies.
Human Resource Management:
Supervise all project staff and ensure all required HR compliances
Provide required support through regular feedback, mentoring and capacity building initiatives.
Conduct staff coordination meetings to align schedules and resolve problems/risks.
Ensure required support to the implementing partner by the respective team members.
Other responsibilities:
The Project Manager will need to work with other teams such as HR/ Admin, Finance, Procurement as and when required and any other relevant project personnel across the organisation, and have an indirect reporting line to the Executive Director.
The Project Manager will undertake additional responsibilities as assigned by the FIVDB authority, beyond those explicitly stated in the JD/ToR
