  • Age At least 28 years
  • Bachelor’s or Master’s degree in Public Health, Sociology, Social Work, Development Studies, Nursing, or a highly related social science/medical discipline. Background in health sciences, medical sciences, or paramedics is highly advantageous.

  • Minimum of 3–5 years of professional experience in implementing field-level public health, community nutrition, or maternal and child health interventions within an NGO/INGO setup.

  • Proven experience in working directly alongside government frontline health staff (FPI, FWA, HA, CHCP) and Upazila health managers.

  • Practical familiarity with working alongside health data tools, registers, or digital health platforms like DHIS2, OpenSRP, or eMIS.

  • Clear understanding of national maternal and newborn health packages (KMC, IMNCI, ANC/PNC guidelines) and community-based MPDSR tracking is preferable.

  • Basic knowledge of field budget tracking, activity-level expenditure documentation, and UNICEF HACT rules (desirable).

  • Excellent communication and reporting skills in both Bangla and English.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and mobile-based data collection tools.

  • Strict willingness to reside in the assigned target district and travel extensively by local transport to remote unions, community clinics, and households



Responsibilities & Context:

Job Context:

The project "Implementation of the MNCH activities in selected districts (Bagerhat, Noakhali, Kishoreganj and Sirajganj) of Bangladesh and relevant national level support (MNCH project)" is funded by UNICEF and implemented through a consortium between Concern Worldwide and Friends in Village Development Bangladesh (FIVDB). Operating within Bangladesh’s Primary Health Care (PHC) framework, the project addresses critical gaps in maternal, neonatal, and child health (MNCH) outcomes. It focuses on reducing preventable maternal and newborn mortality across underserved and climate-vulnerable pockets of the 4 target districts. The duration of the project is up to June, 2027, and the job is contractual for the project period. FIVDB serves as the national executing partner, closely collaborating with the Directorate General of Health Services (DGHS), the Directorate General of Family Planning (DGFP), local government counterparts, and the consortium lead to ensure sustainable scale-up and institutional systems strengthening.

Job Summary:

The Programme Officer (PO) will hold direct field-level execution, implementation, and community-facility linkage responsibilities for all project activities within their assigned Upazilas and Unions. Reporting directly to the District Technical Coordinator (DTC), the PO will facilitate the practical rollout of REMN microplanning, clinical mentorship support, MPDSR death reviews, and localized stakeholder coordination in strict accordance with UNICEF, GoB, and consortium guidelines. PO will also provide hands-on technical guidance to frontline health workers and facility-based staff, ensuring that project milestones - such as early pregnancy registration, digital data input, and Quality Improvement committee meetings- are completed efficiently within the project timeframe. S/he will act as the frontline point of contact for Upazila-level health administration (UH&FPOs, UFPOs etc.) and local community structures to drive equity-focused, gender-sensitive, and climate-resilient primary healthcare delivery.

Key Responsibilities:

Direct Technical Support at Upazila Level:

  • Ensure execution of all field-level interventions across targeted Upazilas and Unions under the guidance of the District Technical Coordinator (DTC).

  • Provide day-to-day implementation support to UH&FPOs, UFPOs, Medical Officers, FWVs, SACMOs, FPI, AHI, HI, CHCPs, HAs, and FWAs for implementation of MNCH interventions.

  • Support operationalization of the Reaching Every Mother and Every Newborn (REMN) strategy at Upazila and Union levels.

  • Facilitate implementation of REMN-based microplanning, population tracking, household mapping, and service delivery monitoring.

  • Support early pregnancy identification, registration, tracking, and follow-up through OpenSRP, eMIS, and other approved digital platforms.

  • Assist health facilities and frontline workers in ensuring continuity of care across ANC, delivery, PNC, newborn care, and child health services.

  • Support implementation of Maternal and Perinatal Death Surveillance and Response (MPDSR) activities, including death notification, review, and follow-up actions.

  • Provide active field-level oversight for the rollout of early pregnancy registration and digital tracking systems (OpenSRP/eMIS) to ensure frontline workers systematically track mothers and newborns.

  • Implement adapted field-level schedules dynamically to counter seasonal climate vulnerabilities (e.g., floods/cyclones) and ensure services reach geographically isolated populations.

Facility Readiness, Quality Assurance, and Mentorship Coordination:

  • Support health facilities to implement quality standards for ANC, Safe Delivery, PNC, ENC, EmONC, IMNCI, KMC, SCANU, and Infection Prevention and Control (IPC).

  • Facilitate routine supportive supervision and follow-up of quality improvement action plans.

  • Support implementation of Plan-Do-Check-Act (PDCA) quality improvement cycles at facility level.

  • Assist facility managers in identifying service delivery bottlenecks and implementing corrective actions.

  • Support functionality and utilization of MNCH equipment, supplies, and job aids provided through the project.

  • Support facility teams in maintaining operational readiness for specialized services, including SCANU/NSU, Kangaroo Mother Care (KMC), IMNCI, Emergency Obstetric and Newborn Care (EmONC), and Infection Prevention and Control (IPC).

  • Monitor facility-level stock status of UNICEF-provided commodities (hemoglobin kits, urine protein strips, glucometers, tablet devices, radiant warmers) to prevent supply stock-outs.

Government Coordination and Community Engagement:

  • Maintain close working relationships with UH&FPOs, UFPOs, RMOs, FWIs, Health Inspectors, Assistant Health Inspectors, and local government representatives.

  • Support organization of monthly review meetings, coordination meetings, MPDSR committees, and Quality Improvement Committees.

  • Facilitate community engagement activities to promote care-seeking behaviours for ANC, institutional delivery, newborn care, immunization, nutrition, and child health services.

  • Support implementation of gender-responsive and socially inclusive approaches to address barriers affecting women, adolescents, persons with disabilities, and marginalized populations.

Data Management, Financial Compliance, and Reporting:

  • Gather, verify, and compile routine field data, supervision logs, case studies, and activity progress updates to contribute to the district's quarterly reporting framework.

  • Support community-based and facility-based maternal and neonatal death notification and review processes through the MPDSR dashboard within standard timeframes.

  • Ensure strict adherence to UNICEF HACT (Harmonized Approach to Cash Transfers) compliance and documentation rules for all field-level activity expenditures.

Supply Chain and Referral System Strengthening:

  • Monitor availability and utilization of essential MNCH commodities, supplies, and equipment.

  • Support health facilities in identifying stock gaps and coordinating timely replenishment through government systems.

  • Strengthen referral and counter-referral mechanisms between community, primary care facilities, and higher-level facilities.

  • Support development and updating of emergency referral directories and communication mechanisms.

Other responsibilities:

  • Ensure FIVDB's strict zero-tolerance policy against fraud, financial misconduct, child exploitation, and Sexual Exploitation and Abuse (SEA) across all field operations.

  • Collaborate with HR/Admin, Finance, Procurement, and other teams for effective project implementation.

  • Undertake additional tasks assigned by FIVDB authorities.
