Job Responsibilities:
∎ Lead the SuLMER PMU (Project Management Unit) and coordinate with all the key stakeholders from UN and INGOs/NNGOs as well as the GoB representatives, particularly with RRRC, the CiCs
∎ Working with the UNHCR unit/sector focal points and the UNHCR implementing partners coordinating the planning of all the phases of the SuLMER implementation
∎ Ensure stakeholder engagement and inclusion of participatory processes in the spatial plan development process of SuLMER, in particular with beneficiaries and relevant local authorities, specifically the RRRC office
∎ Support other stakeholders in ensuring smooth implementation of the project and compliance to agreed results, reporting and evaluation targets
∎ Consolidate progress reports received from all the implementing partners of SuLMER in accordance with reporting format and procedures as specified and ensure and support the preparation of all documents
∎ If required, review TORs and assist the PMU for high quality consultancy and technical assistances under the project
∎ Facilitate in a manner that the unit can identify practical and appropriate activities to attain the identified objectives
∎ Creation of innovative solutions which can be both ‘temporary’ and sustainable
∎ Contribute to the budgeting, planning, programmatic processes and financial management of the SuLMER project.
∎ Identify similar sustainable land use and management projects for future implementation
∎ Contribute to the development of a comprehensive Monitoring & Evaluation system for the SuLMER project and evaluate the progress of the project in accordance with the action plan and the logframe
∎ Undertake regular monitoring site/field visits with stakeholders and actors
∎ Organize monthly coordination meetings with the SuLMER UNHCR unit focal points as well as dissemination meetings updating implementing partners, stakeholders and all the concerned authorities
∎ Attend relevant Sectoral coordination meetings under ISCG
∎ Coordinate and monitor all the trainings, workshops and seminars proposed in the project
∎ Ensure that a participatory monitoring and evaluation system is in place and followed by all stakeholders
∎ Prepare write ups / materials on the project and update the concerned Sectors as required
∎ Liaise with other relevant stakeholders and projects to learn and share knowledge, avoid duplications and to bring synergy
∎ Promote gender mainstreaming and contribute to devising more effective ways of implementing a gender- and child-sensitive agenda in SuLMER
∎ Promote climate action and embed climate change mitigation and adaptation measures into the development of SuLMER
∎ Ensure adequate project documentation, including lessons learned
∎ Draft a communication plan for SuLMER and have the plan validated by all stakeholders and implemented
∎ Perform any other task as and when assigned by UNHCR and NGO Forum for Public Health.
Additional Requirements:
∎ Age 35 to 50 years
∎ Both males and females are allowed to apply
∎ Experience in the field of Environment, WASH, Shelter, Food Security, Livelihoods etc.
∎ Should have proven experience to manage similar types of projects successfully.
∎ Clear understanding of SuLMER’s holistic, multidisciplinary approach emphasizing on the intra and inter-sectoral coordination
∎ Ability to work independently in a team and manage tasks on a daily basis without supervision
∎ Strong analytical, problem-solving, and decision-making capabilities
∎ Ability to effectively coordinate and manage a complex multi-stakeholder project
∎ Willingness and ability to work in hardship environments
∎ Experience in working effectively with international and national organizations, donors and representatives from GoB
∎ Experience in project cycle management (programmeplanning and design, implementation, monitoring and evaluation of projects)
∎ Excellent teamwork, and a proven track record of building trust within and empowering teams
∎ Diplomacy, tact and negotiating skills are essential
∎ Knowledge of UNHCR standards and including consideration of cross-sectorial issues related to site planning, protection, WASH, energy etc.
∎ Previous exposure to UN sector approach at field implementation level
∎ Advanced experience in capacity building, project designing, concept note development and implementation
∎ Profound management skills in implementing comprehensive organizational development projects
∎ Excellent verbal and written communication, presentation and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
