Experience:
Master's Degree in Public Health, Disability Studies, and Development Studies with bachelor’s degree in Rehabilitation Science (Occupational Therapy/Physiotherapy/Prosthetics & Orthotics/Speech and Language Therapy).

At least 5 years of technical experience in providing senior-level technical support in relevant thematic areas, preferably in a development and humanitarian context. Particularly, Cox’s bazar and Rohingya response experience are mandatory.
At least 3-4 years of experience as a rehabilitation professional (OT, PT) in providing technical support to the program, including the capacity to design and facilitate training and on-the-job coaching.
Strong experience in emergency response: acute injury management, setting-up rehabilitation point in the refugee camp, prescription and provision of assistive devices, etc.
Capacity building experience
Knowledge of disability and emergency issues in Bangladesh
International human rights frameworks
Frameworks and mechanisms of international development cooperation and humanitarian assistance
Strategies for fighting exclusion and discrimination
The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector

Job Location: Based in Ukhiya with travel to project locations in Ukhiya, Teknaf, and Cox’s Bazar as well as Dhaka, Kurigram, and other project geographies as per the need. 40% travel to project sites.

Line Manager: Operation Manager
The Senior Technical Officer (SrTO) contributes to the implementation of the HI mandate and ten-year strategy (expressed in StratOp) in his/her home country. The SrTO guarantees and contributes to the StraTech implementation at the program level. He/she contributes to the implementation of projects by providing advice and delivering complex, specific and rare technical expertise and training to our teams, partners, ministries or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned on his/her perimeter of intervention.
The SrTO performs concrete project activities and delivers direct training and advice in close collaboration with the Regional Rehabilitation Specialist, who is involved on his/her side in the development of their sector, proposal writing, and general technical guidance. The SrTO can report to the operation manager.

Providing specialized expertise in the form of policy guidance and technical support to projects, partners, and/or programs in accordance with the technical frameworks and general standards of his/her sectoral or cross-cutting scope.
a. Provides sectorial technical inputs to the STRATOPs of the Programmes under his/her scope, in line with the global STRATECH, and ensure relevant follow-up
b. Provide appropriate technical guidance and support to project leaders and partners
c. Performs technical activities or ensures that project activities are implemented in line with the global technical frameworks and suggests improvements as necessary.
d. Adapt the project's technical documentation as required, in accordance with global technical standards and program / project requirements.
e. Coordinate and collaborate with the project's technical partners, as delegated by the specialist or operational manager.
f. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
g. Ensure adequate support to multi-sector responses within projects, in line with the other specialists.
h. Contribute to recruitment and briefing when relevant
i. Propose research and study topics, conduct research if necessary, and supervise data collection.
j. Contribute to the writing of new proposals for new opportunities within its technical scope.
k. Develop policy guidance documents that support countries in participating effectively in the design of a policy, program, strategy, or system.
Providing project-based technical learning with a global impact
a. Ensure Global and Regional Technical Specialists get the information they need and collaborate with technical divisions as needed.
b. Coordinate with headquarters to ensure adequate capitalization to improve the sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
c. Contribute to technical learning under the responsibility of the Specialist or Operational Manager, based on best practices.
d. Anticipate and prepare for nexus adjustments in your sector.
e. Contribute to the terms of reference for evaluations.
Ensuring the internal technical training of his/her sector or on cross-cutting themes
a. Carry out training needs assessment and the necessary technical training in his/her field or on cross-cutting themes
b. Contribute to the skills upgrading plan for professionals in the sector and may be a third-party assessor.
c. Assist in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division.
Contributing to ensure the external technical influence of HI
Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope
a. Represent the technical expertise of HI throughout the relevant local networks: can represent HI technical expertise by delegation in relevant local, regional, and international networks and with local partners.
b. Contribute to advocacy on specific themes in line with the global advocacy priorities
c. Contribute to communication messages locally in line with the global communication priorities

Contributes to the support or the implementation of the program(s)' emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.
