Educational Requirements:
∎ Masters in social sciences, disaster management, international development or related subjects.

Experience Requirements:
∎ At least 7 year(s)

Job Responsibilities:
∎ Ensure all projects under host community programs deliver results as per donor's contracts and organizational quality standard.
∎ Coordinate the respective project activities across host community programs, sectors and approaches; supporting staff, partners and ensuring complementary approaches.
∎ Ensure organizational and program M&E system is effective and the annual outcome monitoring system effectively functions to measure the changes in program indicators.
∎ Undertake monitoring visits to program areas and provide feedback to respective program head and staff and partners.
∎ Ensure respective program/project managers under host community program submit high quality donor reports and organizational reports on time.
∎ Ensure effective financial management of all projects under host community program including management of donor grants.
∎ Ensure the visibility and external communications of program launch, successes and learning.
∎ Assume responsibility as primary budget holder of all projects and lead in the development of new budgets and spending plans in coordination with the technical coordinator and the sector manager.
∎ Hold regular grants meetings with the relevant finance and grants member to monitor spending and ensure the timely utilization of all grants.
∎ Ensure full compliance with CARE and donor financial guidelines and policies.

Additional Requirements:
∎ At least 7 years' experience in a senior management position within a development organization/NGO.
∎ Proven track record in designing and implementing emergency response, recovery and development, writing proposals and securing donor funding.
∎ Experience in strategic management and management including proven experience of overseeing large, multi-sectoral development and humanitarian programs
∎ Excellent management/leadership experience and managing a diverse team of senior staff
∎ Experience in working with very senior level officials of the Government, Donor and UN bodies.
∎ Good conceptual understanding and experience of leading and supporting advocacy work at local and national level.
∎ Ability to identify and analyze problems and recommend solutions.
∎ Strong Leadership and team management skills and ability to manage change effectively.
∎ Strong communication and interpersonal skills.
∎ Ability to organize and plan effectively and deliver under pressure.
∎ Ability to develop the capacity of staff, delegate effectively and motivate senior staff.
∎ Ability to influence and negotiate at different levels including influence local & national governments and their agencies and other significant organizations, including local media.
∎ Excellent communication and presentation skills, including fluency in written and spoken English.
∎ Delegation, time management and prioritizing skills and coping with broad range of demands.
∎ Highly developed stakeholder relationship management skills.
∎ Highly developed listening and conflict resolutions skills.
