Job Context:
∎ RDRS Bangladesh, a reputed national NGO, is inviting eligible and deserving candidates to apply for the Position of "Senior Officer (Procurement)". Interested eligible candidates are requested to apply online.

Job Responsibilities:
∎ Establish integrated planning process for ensuring smooth sourcing and delivery of goods/services as per organizational requirement;
∎ Sourcing existing and new goods/materials/services in a most competitive manner and cost, meeting the required deadline;
∎ Maintain procurement related files and documents properly;
∎ Prepare comparative statement for obtaining necessary approval in order to acquire goods through competitive sourcing;
∎ Compliances with internal and external Audit observation;
∎ Assist to procure goods, services and works for different programs/projects;
∎ Prepare, issue and maintain the required documents, like RFQ/Tender Documents, Purchase/Work Order, Supply/Service/Work Contract related documents; (VAT and Tax authorities and so on.)
∎ Assist sector/program/Project head to prepare yearly procurement requirement and procurement plan, general procurement requirement etc.
∎ Assist central procurement committee/Evaluation committee and unit /District procurement committee to prepare comparative statement, tender evaluation analysis etc;
∎ Manage Vendor enlistment for maintaining an effective pool of vendors;
∎ Keep close liaison with the suppliers and users of the goods/services for smooth operation;
∎ Develop and maintain effective flow of information as required by the Organization;
∎ Support to requestors for ensuring procurement;
∎ Receive procurement requirement through formal procurement requisitions and identify the requirements of goods/services/works, justify specification;
∎ Implement sound procurement policies, systems and procedures in accordance with Organizations standards;
∎ Assist in the development of specification for goods, services and works to be produced;
∎ Ensure compliance with Purchase Policy, other relevant polices and statutory requirements for all internal and external purchases;
∎ Assist in the enlistment of vendor’s /service providers, provide orientation to vendor’s/service providers when necessary;
∎ Receive goods/service and process invoices for payment along with all supporting documents;
∎ Sourcing new vendors, market surveys and vendor enlistment and prepare comparative statement;
∎ Prepare and maintain purchasing records reports and price lists;
∎ Develop new supplier and manage supplier performance monitoring to ensure competitive sourcing;
∎ Assist in development of internal procedures and document in relation to RDRS procurement and store manual;
∎ Visit local market and collect quotations;
∎ Support procurement department, project and program staff related to procurement issues;
∎ Any other duties to be assigned by the management.

Additional Requirements:
∎ At least 05 (five) years' relevant experience in a similar position from any national/international Non-Govt. Organization.
∎ Should have sound knowledge about various procurement policy like NGO and Govt. field.
∎ Excellent computer skills (MS Office, Excel, Power Point etc).
∎ Good interpersonal communication skill and command over English and Bangla both in spoken and written.
∎ Understanding VAT, Tax, Anti Corruption, Anti Money Laundering and Combating Terrorist Financing related State Laws & Policies.
