Job Purpose:
This position provides enterprise-level strategic leadership for the Programme Quality Assurance (PQA) function, overseeing Design, Monitoring, Evaluation, Accountability, Learning, and Research across World Vision Bangladesh. The role leads the design quality, monitoring, evaluation, accountability, learning, and research components of the Integrated Programme Framework (IPF) and Sponsorship Operations Plan (SoP), ensuring full alignment with partnership standards, donor compliance requirements, and national strategy. The position strengthens organizational systems, processes, and staff capacity to design, implement, and evaluate high-impact programmes, promotes robust community accountability, and drives evidence-based decision-making. It provides overall quality assurance oversight for all grants and sponsorship-funded projects, ensuring integrity, consistency, and credibility of programme evidence and results.
The role leads the implementation of the Programme Accountability Framework, ensuring compliance with accountability standards and fostering a culture of transparency, learning, and continuous improvement. It also champions knowledge management, innovation, and research by facilitating systematic knowledge generation, documentation, and sharing through organizational business processes and digital systems.
In addition, the position provides strategic oversight of all PNS and Grants M&E systems, offering technical guidance to ensure donor-compliant design, implementation, and reporting. The role is responsible for strengthening institutional DMEAL capacity by developing and implementing competency-based capacity assessment tools in line with Monitoring System Strengthening (MSS) guidelines and M&E Core Competency frameworks, enabling targeted training, coaching, and supportive supervision to address skills gaps across the organization.
Key Responsibilities:
Provide strategic leadership for Programme Quality Assurance (PQA), ensuring alignment with WV Partnership standards and national strategy.
Oversee design, monitoring, evaluation, accountability, and learning (DMEAL) systems under the Integrated Programme Framework (IPF).
Build and lead a high-performing PQA team, fostering collaboration with technical sectors and mainstreaming cross-cutting themes (Gender, Protection, Disability, etc.).
Ensure evidence-based decision-making through robust M&E systems and data-driven insights for program improvement and impact measurement.
Drive knowledge management, research, and innovation initiatives, ensuring timely dissemination and organizational learning.
Strengthen staff capacity through competency-based assessments, tailored training, and mentoring on PQA frameworks.
Promote community accountability and compliance with donor standards across all programs and projects.
