Educational Requirements:
∎ Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or related field. Relevant certifications (e.g., CIPS) are a plus. Having Masters in a relevant field will give additional value.

Job Responsibilities:
∎ This role involves managing the procurement process, ensuring transparency, efficiency, and compliance with organizational policies and donor requirements.
∎ The Senior Procurement Officer will play a vital role in sourcing goods and services to support the humanitarian efforts in the region.
∎ Develop procurement plans in collaboration with program managers to meet the needs of different projects and programs.
∎ Design and implement procurement strategies that promote cost-effectiveness, quality, and timely delivery of goods and services.
∎ Identify reliable suppliers, vendors, and contractors through a competitive and transparent selection process.
∎ Maintain a database of pre-qualified suppliers and ensure regular assessment of their performance.
∎ Establish and maintain strong working relationships with suppliers to ensure timely delivery and quality of goods and services.
∎ Lead the end-to-end procurement process, including preparation of bidding documents, request for quotations, and request for proposals.
∎ Review and evaluate procurement bids and proposals, ensuring compliance with established criteria
∎ Coordinate the evaluation and selection of suppliers, taking into consideration cost, quality, and other relevant factors.
∎ Draft and negotiate contracts with suppliers, outlining terms, conditions, and performance expectations.
∎ Monitor contract compliance, ensuring that suppliers meet their obligations as per the agreements.
∎ Oversee the management of inventory and assets, ensuring accurate record-keeping and timely reporting.
∎ Implement measures to prevent loss, damage, or theft of the organization's assets.
∎ Ensure adherence to procurement policies, procedures, and donor regulations.
∎ Maintain complete and organized procurement documentation, including purchase orders, contracts, and supplier records.
∎ Provide training and mentorship to procurement staff, enhancing their skills and understanding of procurement best practices.
∎ Foster a culture of transparency and accountability within the procurement team.
Additional Requirements:
∎ Age 25 to 30 years
∎ Proficiency in procurement processes, contract management, and vendor relationship management.
∎ Familiarity with humanitarian and donor procurement regulations and guidelines is advantageous
∎ Strong negotiation, analytical, and problem-solving skills.
∎ Ability to work effectively in a multicultural and fast-paced environment.
