Job Context:
∎ Khulna Mukti Seba Sangstha (KMSS) is a Bangladeshi development organization has been working in the public health sector for more than two decades since 1997 and currently implementing different projects in 7 districts.
∎ As a partner of a large consortium led by Concern Worldwide, KMSS is implementing a new health programme titled "Essential Healthcare for the Disadvantaged in Bangladesh (EHD)" funded by Foreign, Commonwealth & Development Office (FCDO) - UK government. The programme aims to increase access to quality essential healthcare for the disadvantaged including people with disabilities in both urban and rural areas of the remote and underserved areas of Khulna, Bagerhat and Satkhira districts.
∎ Job Purpose: This is a Upazila level highly demanding position. He/she will be responsible for providing project implementation and operational leadership to strengthen Urban primary healthcare services within the system of Municipality or within government rural public, private or NGO service system of rural Upazila. The position will supervise and manage regular activities of the Upazila project implementation Unit.
∎ Duty station: Shyamnagar Upazila.
∎ Reportable to Divisional Programme Coordinator (DPC)
Job Responsibilities:
∎ Provide guidance on MNCH to project team and ensure effective planning and quality implementation of project activities.
∎ Ensure the project activities are aligned to the plans and standard guideline;
∎ Support the Divisional Programme Coordinator in overall programme management in the specific UZ;
∎ Ensure that project implementation comply with KMSS's values and contractual obligations and that all reporting is of good quality and is done in a timely manner;
∎ Review monthly progress and assess requirement of the UFs to provide guidance and necessary support accordingly;
∎ Directly implement the guidelines for improving access to MNCH services for the project in rural areas. Improving quality of services in health facilities, expansion of existing services and establishing public, private partnership in collaboration with partners and stakeholders;
∎ Work closely and maintain professional relationship with the GO/NGO service providers, private practitioners, pharmacies, clinics, hospitals etc.;
∎ Work with upazila level MoHFW, MoLGRDC and LGIs for mobilising their support and collaboration in the provision of rural health and nutrition services;
∎ Respond to support requests from the government counterparts (DGHS and DGFP department), other national health projects, and the team in the field;
∎ Arrange meetings between project personnel and other stakeholders;
∎ Actively participate in the project implementation team meeting;
∎ Monitor and supervise activities of the teams at UZ level;
∎ Information gathering from UFs writing quality reports for the DPC's review; and facilitate to identify and recording of experiences from field and share with respective management level team.
∎ Maintain good and professional relationship with other consortium partners working in the area;
∎ Ensure compliance with organizational and donor rules and regulations particularly with respect to financial management; branding visibility.
∎ Ensure the safety and security of the local office and other belongings;
∎ Take lead in organizing training programmes; UIU coordination and liaison.
Additional Requirements:
∎ Minimum 8 years' of experience in project management in a reputed national NGO/ consulting firm;
∎ Proven experience working on managing a team with particular thematic sector of Health and Family planning;
∎ Demonstrated experience of working in health system strengthening programme in rural areas is preferred;
∎ Demonstrated experience of working with district and UZ level officials of Ministry of Health and Family Welfare and Ministry of Local Government;
∎ Experience in working with health private sector (pharmacy, clinic, doctor etc.) is an asset
∎ Demonstrated ability to lead and manage a diverse project team;
∎ Demonstrated strong writing and oral presentation skills;
∎ Dynamic and willing to take initiatives to complete assigned task, and work independently;
∎ Proven experience in resource planning;
∎ Strong leadership skills and ability to manage change effectively;
∎ Delegation, time management and prioritizing skills and coping with broad range of demands;
∎ Experience in organizing training, meeting etc. for participants from GO and private sectors.
∎ Exploring experiences of team management and team building capacities.
Salary:
∎ BDT 62,021monthly (including bonus)
