Responsibilities & Context:
∎ A: Team management, Capacity Building, and Programme implementation:
∎ Support and manage the Assistant Project Officer and Volunteers who are responsible for organizing and implementing the day-to-day field-level activity.
∎ Ensure quality implementation of Adolescent Group meetings, parent groups, CBCPC meetings, Child & Adolescent Club member’s meetings, Awareness-raising sessions for parents and community people, and CP awareness video shows targeting parents, and mass community people for achieving the objectives and intended program results.
∎ Conduct performance reviews for staff; support them to set performance objectives and monitor progress.
∎ Prepare a Plan to monitor and evaluate project progress, ensuring timely and quality project delivery, and flagging any issues to the line manager.
∎ Provide coaching, mentoring, and capacity-building support to volunteers.
∎ Ensure all child protection concerns identified are communicated promptly for response to the coordinator.
∎ Ensure adherence to the Child Safeguarding Policy and reporting procedures.
∎ To coach/support the Project Assistant and PSS Facilitators every week to adapt the PSS activities to the beneficiaries’ needs in collaboration with the Project Coordinator;
∎ To provide necessary technical support to enhance and sustain the quality of the services provided under the supervision of the Project Coordinator.
∎ B: Strengthen Community-based child protection:
∎ Responsible for strengthening sustainable child protection through community engagement and structures.
∎ Lead in the formation and functioning of Adolescent Group meetings, Parents Groups, CBCPC, and Child & Adolescent Club with Assis. Project Officer and volunteers to ensure bi-monthly meetings are taking place and minutes are documented.
∎ Manage and deliver training for Adolescent Group, Parents Group, CBCPC, and Child & Adolescent Club members with the collaboration of the Development Partner.
∎ Development of key messages, session plans, and monitoring activities.
∎ Ensure the effective running of the Adolescent Group, Parents Group, CBCPC, and Child & Adolescent Club members.
∎ Organize and facilitate training, workshops, and meetings with government officials, Local Elected Bodies, and community influential with the collaboration of Development Partners.
∎ Strengthening coordination mechanism with relevant stakeholders and Govt. Offices.
∎ C: Supervision and management of child protection services:
∎ Supervise and coach Asst. Project officer and volunteers and other relevant actors on the identification, assessment, documentation, case planning, service provision, referral (to relevant services), and follow-up of at-risk children and families.
∎ Support for case management services and alternative care is provided in line with the Children Act 2013 and SOP case management
∎ Support outreach and awareness-raising activities to identify vulnerable
∎ Support the project management team to ensure close links between case management and project activity with CBCPC.
∎ Oversee the appropriate identification and screening, as well as follow-up and monitoring, for foster families.
∎ Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred
∎ Support the respective project officials (Project Coordinator, Asst. Officer (MEAL), and Finance and Admin Officer) in the ongoing capacity building of volunteers.
∎ Oversee to ensure emergency need-based support to vulnerable children with the collaboration of the Development Partner.
∎ Promote and facilitate volunteer access to support to the vulnerable children and their families
∎ Share information on field-level successes and challenges with the Coordinator.
∎ Ensure that major challenges are flagged early, and addressed appropriately.
∎ To perform regular assessments on the quality and the content of the sessions
∎ To coordinate the implementation of activities in the Multi-purpose Center(MPC) or Safe healing and learning Space(SHLS)
∎ To ensure the proper implementation of the case management component
∎ To ensure the application of child protection standards during the activities;
∎ To coordinate the planning of PSS activities in collaboration with the Coordinator;
∎ Observe the PSS sessions according to session observation tools and provide feedback to the facilitators
∎ D: External and internal coordination and representation:
∎ Support on and keep up-to-date a map of existing services to which children and families can be referred
∎ Build collaborative relationships with organizations and service providers at the field level and support volunteers to ensure effective referrals and collaboration.
∎ Work in close collaboration with CBCPCs to strengthen our relationship with the community and to strengthen the referral system.
∎ Coordinate with other agencies offering case management services to children on referral and transfer of cases
∎ Ensure constant and transparent communication and collaboration with relevant stakeholders, Camp in Charge (CIC), Majhi, including local elected bodies, community members, community leaders, and families.
∎ Represent the organization in the community and different platforms & actors related to Child Protection.
∎ To organize weekly meetings with the Team and to share lessons learned and exchange experiences;
∎ Maintain collaboration with the Department of Social Services (DSS) regarding Diversion and case management.
∎ E: Data management and data protection principles:
∎ Ensure that volunteers respect confidentiality and follow ethical guidelines
∎ Ensure that files, registers, and computer databases are used appropriately and correctly and ensure Union Facilitators adhere to Information Sharing and Data Protection Protocol
∎ Ensure accurate case files are completed and that case management forms are utilized appropriately with the collaboration of Development Partner.
∎ F: MEAL and Reporting:
∎ Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation, and learning systems for child protection interventions, and ensure links to report requirements.
∎ Provide timely and quality inputs to meet reporting requirements and timelines.
∎ Support in preparing quality and timely reports for donors and Senior Management with relevant materials.
∎ Ensure good practices are captured, documented, and disseminated at the project level and thematic program level.
∎ Support to monthly reports, quarterly reports, half-yearly reports, and annual report preparation.
∎ To ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes;
∎ To refer beneficiaries with special needs, and follow up on the referred cases' conditions in collaboration with the Project Assistant and Project coordinator
∎ G. Finance and Administrative:
∎ a) Maintain compliance, rules, and regulations (financial and administrative) of the development partner organization and BTS,
∎ Support to Finance and Admin section in financial and logistics management,
∎ Support to Finance and Admin section in financial visit/audit.
∎ Support all financial and accounts-related documentation.
∎ Tenure of Services Contract:
∎ 3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.

∎ Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project named ‘Integrated Services for Peace, Resilience and Empowerment for Rohigya and Host Communities(INSPIRE)” at Ukhiya and Teknaf in Cox’s Bazar districts. The project will be implemented by the support of IRC. BTS is going to recruit a ‘Project Officer’ for the mentioned project the position’s desk office will be at Ukhiya and Teknaf in Cox’s Bazar District.
