Responsibilities & Context:

Activities:

Major responsibilities under 'Field Operation'

  • Manage pre-project setup with the respective project personnel

  • New Working Area Selection

  • Visit the proposed area and conduct a visual survey or meet with local project staff to understand the state of the community.

  • Communicate with community leaders and local government officials and collect area information

  • Write a short report on area selection and submit it to Programme Head and Senior Management for review

  • Set Up Project Office Assistance

  • Supply Procurement and Land Purchase/ Rental

  • Assist with searching and identifying a property suitable for the project office

  • Assist project staff/Admin with negotiating the terms for purchase or lease

Security Assessment:

  • Conduct assessments of security needs of working areas, including natural threats, staff safety, local law and order

  • Share findings with Project staff and reporting manager

  • Visit the field to monitor and supervise security and safety procedures of the organization’s assets and personnel

  • Prepare reports on security situations after a field visit and share with the relevant program staff and reporting manager

  • Perform firefighting training in general.

  • Keep all passengers cognizant of the usage of lifejackets and/or lifebuoys for the duration of any journey over water.

Crisis Management:

  • Investigate issues by visiting the field or over the phone.

  • Notify in writing or in a meeting the relevant department heads and immediate supervisor.

  • Take necessary steps to resolve the issue and instruct the project staff.

  • Update senior management and programme head about the issue and plan for a long-term solution if needed

Emergency Support:

  • Receive notification of natural and manmade disasters (including fires) in Friendship working areas

  • Inform senior management and the program head of the immediate action plan and assemble the emergency team

  • Obtain necessary cash, equipment, transport, and supplies

  • Go to the affected area and provide direct assistance

  • Ensure safety and security of the organization’s assets and staff

  • Prepare a narrative and expense report on emergency support provided and submit to immediate supervisor.

  • Return unused cash, equipment and supplies to the appropriate department

  • Manage a group of staff with different capacities

  • Develop a thorough work plan for the District

  • Arrange motivational activities to build and strengthen teamwork

  • Ensure coordination among the different projects

  • Arrange a weekly short meeting with all the PMs to review their weekly plan

  • Receive Monthly boat requests from the project manager and review such requests, and submit requests to Senior Management for review as well.

  • Arrange a monthly meeting with all the PMs to review the project activities and make sure that the meeting minutes are sent to HO (AD-Prog. and a copy to all the Programme Managers)

  • Arrange and lead all staff quarterly meetings

  • Attend quarterly meetings at HO

  • Coordinate the donors’ visit with all the respective projects

  • Collect, Compile and Send Information to HO

  • Guide and assist the local Assistant MIS officers in recording and presenting information

  • Maintain good communications with the MIS department at HO

  • Post Project Wrap Up

  • Receive notification of project wrap-up from project staff

  • Create a wrap-up plan and schedule with the project staff

  • Select the date and location of the meeting to notify the community of the project’s temporary or permanent closing

  • Invite community leaders, beneficiaries, local GOB and elected officials, and other NGOs

  • Assist with conducting meeting and ask for feedback on the project and explain future project plans

  • Keeping meeting minutes, recording, and signing by Friendship attendees.

  • Assist with the internal coordination of staff transfer to a new project or staff separation

  • Check the asset list at the project office and advise the admin on the relocation of assets

Major responsibilities under 'Administration'

  • Responsibility of management and efficient utilization of Friendship Assets and properties (Movement Update) as per policy guidelines.

  • To monitor the inventory of stores and stocks and report quarterly to the project manager

  • Prepare Contract, Agreement, TOR, Order memo

  • Arrange meetings and events as per the required schedule.

  • Organize and conduct internal and external coordination and communication between the Head office, projects and other related agencies.

  • Provide admin support to EFH & LFH as and when called for.

  • Provide admin support and monitor transport management, i.e. motorcycle usage, boats, and vehicles.

  • Provide all necessary Office Admin, circular and logistic support (including travel and accommodation arrangements) as per the instructions of HO Admin.

  • Ensure all practical arrangements are made for conferences, workshops, meetings and visits in the country.

  • Ensure all M. Vehicles are maintained as per Friendship M.V. Policy. Report to the Head Office on a monthly basis

Major responsibilities under 'HR Management'

  • Maintain the leave and attendees register.

  • Maintain movement register.

  • Grievance handling and managing any grievance come to notice

Major responsibilities under 'Coordination with GoB and other stakeholders'

  • Maintain good coordination with the GoB counterparts.

  • Ensure participation of GoB counterpart in event organization.

  • Attend GoB meeting where and when appropriate.

  • Collect FD- from HO and send to the respective Govt. department and ensure the certificate is issued by the respective project manager.

  • Jointly with the project manager, organized a field visit of GoB Counterparts and reported to the immediate supervisor.

Financial matters:

  • Responsible for preparing the yearly budget covering admin, common expenditure and Contingencies for the district office

  • Should have involvement in the preparation of monthly fund requisition by PMs and others, check them, compile them and send them to the respective desk at HO

  • Review the expenditure, check the bill/voucher and sign accordingly

  • Ensure transparent procurement at the district level following office procedure; guide the Assistant Manager-Purchase.

  • Form a procurement and purchase committee to ensure transparency.

Skills and Competencies:

Educational Requirements:

Master’s Degree or Graduate

Job Requirements:
  • At least 5 years of working experience in the development field; preference will be given who have at least 3 years in a managerial position.

  • Have the experience to organize workshops, seminars, public hearing/ community score cards, Capacity development training on AIGA, leadership, service delivery etc.

  • English and Bangla report writing.
