Experience:
Master’s Degree in Social Science, Development Studies, Public Administration, or other relevant fields.
Strong knowledge in project cycle management, coordination, community mobilization, and stakeholder engagement.
Minimum 2 years of experience in project management, community development, or related fields (experience with NGO/INGO preferred).
Knowledge and experience in ata collection, data analysis and validation is required
Prior experience working on emergency response, relief distribution (Food & Non-Food Items), DRR related projects will be an added advantage.
Proven ability to supervise field teams (facilitators, volunteers, enumerators) and ensure quality implementation.
Excellent skills in report writing, documentation, and data management.
Interpersonal communication and facilitation skills in both English and Bangla.
Good computer literacy in MS Office (Word, Excel, PowerPoint), email, and internet browsing.
Ability to work under pressure, multitask and travel frequently to field locations.
Job Context
PHALS is a non-governmental organization (NGO) working in the field of humanitarian assistance and development since 1996. In this continuation, PHALS is implementing the TOGETHER 2.0 (HOIFA) Project in Cox’s Bazar funded by GFFO and supported by Malteser International. We are seeking a qualified and motivated Project Officer who will be responsible for planning, coordinating, and supervising project activities at the field level, ensuring quality implementation in line with organizational standards and donor requirements.
Responsibilities:
Plan, coordinate, and supervise field activities-Develop workplans, align with budget, manage logistics, and lead coordination meetings.
Translate project objectives into field action plans-Set timelines, targets, and micro-plans for smooth implementation.
Guide and monitor field staff-Supervise facilitators, volunteers, and enumerators.
Ensure data quality and accountability-Review, validate, and correct field data; maintain trackers and reports.
Maintain community and stakeholder engagement-Communicate with project participants, leaders, and partners; ensure inclusivity and responsiveness.
Facilitate mobilization and awareness activities-Plan campaigns/events, adapt IEC materials, and monitor participation outcomes.
Support Complaints and Feedback Response Mechanisms-Maintain beneficiary lists, feedback/complaint logs, and follow-up actions.
Ensure proper reporting and documentation-Compile progress reports, case studies, photos, and maintain systematic records.
Ensure compliance with policies and donor standards-Enforce safeguarding, code of conduct, MEAL requirements, and compliance checks.
Support monitoring, evaluation, and audits-Provide documentation, assist donor/partner visits, and ensure audit-ready systems.
Support safeguarding and uphold Protection from Sexual Exploitation and Abuse (PSEA) principles.
